Questions and Answers Round 2

FA4613-14-R-0003

20 May 2014

Note: For complete set of Q&As to date, see also Q&As posted 9 May2014 and Q&A Attachment to Site Visit Minutes posted 16 May 2014

1. Q: With the issuance of amendment 0001, the description for CLINS 0001AV and 0001AW (base and all option years) have changed to read “Total Abatement of lead surface “ in lieu of the previous description for CLINS 0001AV and 0001AW (base and all option years) “ Prep lead based surface”. Does this mean that per the new CLIN description in amendment 0001, 100% of the lead paint must be removed or does it only include the remediation of the loose flaking paint? If it is in fact total abatement removing 100% of all lead based paint, what CLIN will the Government use to pay the contractor when it wishes to have the lead based paint remediated to include only the removal of the loose and flaking lead based paint?

A: At the site visit we determined that all historic paint should be treated as if it were containing lead, and all worker safety and environmental considerations should be postured accordingly. The process from our environmental folks is to manage in place whenever possible which would be the minor prep CLINs. The revised CLINS X001AV-X001AW refer to 100% removal/abatement of a lead based paint according to specs. It is not very common that we use this CLIN due to the considerably higher labor burden and additional safety measures. Nonetheless, some facilities may require total LBP abatement. Although rare, examples of when we might want to totally abate would be near entrance areas of the youth center, daycare-type facilities, things like that. For other "normal" surface prep of lead based paint, (scraping peeling paint, roughing, etc.) use CLINs X001AB-X001AC, depending on the surface.
