MEMORANDUM FOR INTERESTED PARTIES
FROM: 436 CONS/LGCA

SUBJECT: Questions and Answers: HVAC Renovation Bldg 200, Dover Air Force Base, Delaware
1. The following questions were asked by one or more interested parties and are answered by this office:
1. QUESTION: Please confirm that the specifications posted to FBO.gov are the specs for this project as they say B200 project FJXT091076E3 and this project is FJXT111215? There is no spec section for acoustical ceilings, are we replacing the entire ceiling (grid and tiles) or just tiles?
ANSWER: The project number listed on the specifications is incorrect. The correct project number is FJXT111215 and the specifications ARE for this project. All drop ceilings and grid are to be removed and replaced as part of this scope of work. Attached please find specification section 09 51 00, acoustical ceiling tile specs, which is to be inserted into the project specifications.
2. QUESTION: Can the proposal due date be pushed back one week?
ANSWER: Yes, proposal due date is extended one week. Please submit proposals NLT 7 August 2015 at 4:30 PM EST. Amendment 2 will reflect the new RFP response date.
3. QUESTION: Is a bid bond required?
ANSWER: No; a bid bond is not required. Performance and Payment bonds are required prior to contract award per Section H of the RFP.
4. QUESTION: Where can sections C thru K be found? In the RFP, it states that the contractor needs to, "Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Sections C through I, the offeror shall submit only those pages that require a fill-in." Is it still a requirement to complete these "sections" and return them with our proposal?
ANSWER:
C ( Description/specifications/statement of work) – the description is page 3 of the RFP, the SOW is attachment 1 to the RFP and the specs were sent in an email as well as posted to FBO as an attachment

K(Reps & Certs) – Pages 12 thru 17 of the RFP
Section K, Reps & Certs is satisfied by having an account within the System for Award Management (SAM), which is required for award, therefore, offerors DO NOT need to fill in pages 12 thru 17 IF they are registered and the information is current.
Yes, fill-in clauses are required to accompany your proposals. The following are fill-in clauses:
52.219-28, page 18 252.223-7001, page 33 252.247-7022, page 37
5. QUESTION: Is emailing the proposal allowable?
ANSWER: Yes; however, a follow-on hard copy is still required. Electronic submissions must be complete, in accordance with the RFP requirements, and must arrive at or before the bid closing period annotated. The follow-on hard copy must be submitted to this office within 72 hours of bid closing. A hard copy package that arrives late (later than 4:30 P.M. EST) will still be accepted as long as the completed electronic copy was received on time.
6. QUESTION: Can information about quality control requirements be provided?
ANSWER: Quality Control requirements can be found in the Unified Facilities Guide Specifications section 01 45 00.00 10 and is attached for your reference.
7. QUESTION: Section 01 11 10-1.3.1 calls for the work hours to be 7:30 a.m. to 4:30 p.m.
Mon-Fri. The statement of work document calls for work hours to be outside of the normal work hours of the site (0700-1700). Please advise of the acceptable work hours for the project.
ANSWER: Spec. Section 01 11 10 is meant to identify “normal” operating hours on Base. The work on this project must be completed after normal operating hours 5:00 pm – 6:30 am.
8. QUESTION: Please advise if the following apply to the project 01 11 10 - 1.5.1 and 1.5.2 We see no sewer work required in the project documents.
ANSWER: Spec Section 01 11 10 -1.5.1 & 1.5.2 are general working requirements for all contracts on Dover AFB and only apply if sewer work is required by the contract. It is not expected that a sewer permit will be required on this contract.
9. QUESTION: Has an Asbestos/Lead Survey been completed for the project. If no, we assume all Lead and Asbestos abatement will be completed as a change order to the contract.
ANSWER: Our office has not completed a hazardous materials survey of this facility.
The contractor should include in his bid a hazardous material survey of the surfaces and areas affected by his work. The abatement of identified materials shall not be included in this scope.
10. QUESTION: In the RFP document 2. PART II – TECHNICAL PROPOSAL sub para. 2.
References section M of the RFP for the Award Evaluation Factors. We can’t locate section M
ANSWER: Section M is located on page 5 of the RFP
11. QUESTION: Who owns the existing building automation system/automatic temperature controls?
ANSWER: Dover AFB currently owns and operates the existing building controls system.
12. QUESTION: There is a new ice storage tank on drawing M-3.2; however, we don’t see a specification for this tank. Who owns the furnish and install of this tank? Can a spec or schedule be provided for the new tank?
ANSWER: A new ice storage tank will not be provided as part of this work. The existing ice storage tank shall remain.
13. QUESTION: Can a specification or schedule be provided for the new glycol feed system shown on M-3.2?
ANSWER: A 55 gallon automatic glycol feed system similar to a Bell & Gossett D-190C GMU shall be provided as part of this work.
