FA448422R0010 B678 Lab Expansion Q&A’s

1. In order to maximize competition among Hubzone firms would the Government consider adopting the above Past Performance criteria? PART II - PAST PERFORMANCE INFORMATION - Submit a maximum of three (3) references for relevant past efforts/ contracts. The Government will evaluate the quality and extent of offeror's performance deemed recent and relevant to the requirements of this RFP. Recent performance is performance conducted with in the last five (5) years. Relevant performance includes performance of efforts involving personnel, equipment, tools, materials, supervision, and other items necessary for construction projects that are similar or greater in scope, magnitude and complexity to the effort described in this solicitation. The Government will use information submitted by the offeror and other sources such as other Federal Government offices and commercial sources, to assess performance.

Please refer to section L- Instructions Conditions Notices to Offerors or Quoters- L-2.2.2.2 and

2.2.2.4 for information on Past performance information.

2. Please provide clarification on HUBZone set aside vs. HUBZone price evaluation.

HUBZone price evaluation can be used for full and open competition. HUBZone set aside is only for HUBZone companies to bid on. THIS RFP IS A HUBZONE SET ASIDE.

3. Example-Clin 0001 Ice Cream Parlor Renovation: The example shows a specification number (Second Column - B) listed beside each Line No. (First Column - A). Please confirm that each Line No. is to be grouped by Division (1 – 33) and NOT by individual specification numbers of which there are a total of 95 per TOC.

We are not requiring the proposal to be broken down any specific way. We just need the proposal to be broken down to the best of your ability so we can make informed decisions about fair and reasonable pricing.

4. Is a more detailed sample showing the complexities of multiple subcontractor trades available?

This is not available.

5. Instructions to Bid Template Col. #9 (Other Direct Costs) instructs bidder to identify subcontractor cost and provide back-up documentation. Please clarify back-up documentation required.

Any documentation that can help to justify why the costs put into your proposal are what they are. The more broken down you can be in your proposal the better we can evaluate fair and reasonable pricing. Be sure to include labor, materials, and equipment.

6. Is a Construction Schedule required to be submitted with the bid or is this furnished after the award? Please clarify.

Required 10 days after award.

7. Geo Tech report - Dwg S-002 under Note #1 for Foundation calls for Geo Technical Investigation report, but we could not locate in bid documents. Please provide for bidding purposes.

8. SF 1442 Block 13 advises sealed offers in original + 1 copy be delivered. Sections L-1.13 and L.2.2.1.4 indicate contract offers to be submitted via email. As SF 1442 supersedes, please clarify mode of delivery.

The mode of delivery will be email.

9. L-2.2 Volume Content indicates SF 1442 and Reps & Certs are part of both Volume 1 Contract Documents and Volume III Price. Please clarify which Volume these documents are part of.

It is both, you are required to fill out the clause (52.219-28 Post-Award Small Business Program Rerepresentation. Sep 2021) and provide documentation of reps and certs. Please make sure to fill in every applicable clause. Your company must be registered on SAM.gov, please pull the reps and certs from SAM.gov and include with your package.

10. Item #4 in the The Non Load-Bearing cold Formed Metal Framing notes on S-004 calls for G-90 galvanizing for the CFMF. Specification section 054000, Part 2, paragraph 2.1.1 calls for G-60 galvanizing. Which is correct?

The G-60 galvanizing in the specifications is correct since we do not have high moisture conditions.

11. Detail A1/S507 shows industry standard stud bridging, Detail B4/S508 shows "solid" Blocking/Bridging. Is either acceptable? If detail B4 is required, please indicate where and what the vertical spacing is.

B4 is required blocking at end bays adjacent to openings. A1/S507 is typical bridging.

12. Base Bid area B. There are duct sizes, CFMs, and MOD sizes from M-103. See attached RFI (1) sketch for further clarification.

Duct sizes and CFM airflows that have been requested have been provided in the amended drawing, and the duct size for the Motor Operated Damper has also been provided, the damper shall be full size to match the duct size.

13. Bid Option 2 Area B. There are duct sizes, and CFMs, from M-103. See attached RFI (2) sketch for further clarification.

Duct sizes and CFM airflows that have been requested have been provided in the amended drawing, the labelling of Return Grilles and Diffuse types and airflows were also provided for clarification.

14. Will we be required to F&I Temporary Security Fence around the perimeter of the work site?

For this location, yes, highly populated area.

15. Will power be available for a site trailer, or will we be required to provide our own generator?

Power will be available

16. We will be required to provide field office space for the Government Resident Engineer?

No

17. The Sol. states that P6 Scheduling software is required to be used. Will the Government accept MS Project in its place for scheduling?

Yes

18. Are we going to be required to use RMS for the project for all submittals, invoicing, RFI's and communication?

This is not a USACE project, it is an 87CONS project.

19. PPQ's - What do we do if the Government personnel who were responsible for overseeing one of the projects we would like to use for past performance has retired? There is a project at McGuire AFB that fits well for us with this but from what we know all of the people who have worked on the project have retired. We may have a PPQ that the Gov. PM filled out before he retired for this project that we used for another proposal, would that be acceptable?

Unfortunately, he would not be able to submit it as required. Please advise.

Please follow the RFP. This would not be acceptable.

20. There seems to be a conflict with the SF1442 and Section L with proposal submission. The Solicitation states original and 1 copy must be hand delivered and Section L states Electronic Submission?

The mode of delivery will be email.

21. AE002- B3 detail there is one notated as 1 layer and B3 is also called out as two layer please clarify this on the architectural if there is an additional B4 or was a mistake.

The B3 with 2 layers should be B4. See attached for revised sheet labeled 2022-04-20 JBMDL

22. CS101 - What does note #18 stand for?

There is not a keynote 18 on sheet CS101. The numbers in circles shown on the parking lot striping are annotations to indicate the number of parking spaces in each row (do not paint circles and number, only striping).

24. CS101 - What is the extent of bituminous pavement being re done vs the pavement removal

The Contractor shall refer to CD101, Keynote #1 for the pavement demolition area. The Contractor shall refer to CS101 Keynote #1 for pavement to be replaced due to storm sewer construction under the Base Bid.

25. Will office space in the existing building be available for an on-site office for the project team?

No

26. Is this project being operated as a USACE project with the full use of RMS/QCS and P6 scheduling?

No, this is not an USACE project. This is fully 87CONS.

27. Will there be an issue with badges being issued for the duration of this project for all contractors?

There will not be an issue, per the discretion of the project manager for the government side, we will either issue passes or do a long-term EAL.

28. Will the USACE be reviewing submittals along with the designer and Base Civil Engineering Section?

No, this is not an USACE project. They are in no way involved in this project.

29. Are there any systems that require specific contractors at JB MDL?

Install what is specified or approved equal, as is always the case.

30. Do township or state get involved in JB MDL Construction projects for permitting or inspections?

No, not at all.

31. The furniture legend refers to a furniture item FF&E Package in the drawing, is this available?

FF&E is not part of this contract. They are not doing the furniture. The layouts are for reference only in constructing the space.
