STATEMENT OF

WORK FOR

B678 ALRE MATERIALS LABORATORY EXPANSION

CONSTRUCTION

JOINT BASE MCGUIRE-DIX-LAKEHURST, NEW JERSEY

1.0. DESCRIPTION OF SERVICES. This construction project includes demolition, new addition construction, and incidental related work at building 678 on Joint Base McGuire-Dix- Lakehurst (JB MDL), New Jersey.

1.1. BASIC SERVICES. The laboratory expansion at building 678 is a new construction requirement for JB MDL, New Jersey. The work includes demolition, new addition construction, and incidental related work and will consist of areas that are typical of administrative space. The design will include a courtyard space to enhance daylighting and provide open-air break space for occupants. The addition will be designed to complement the existing facility.

There are three (3) bid options for this requirement. They are as follows:

Bid Option 01 - Circle Drive Bid Option 02 - Addition of South Open Office Bid Option 03 - Existing Parking Lot Re-Striping and Sealing

Descriptions of bids are as follows:

Base Bid: The Project Base Bid is to construct a 10,569 SF Materials laboratory Expansion. The expansion will be a single story administrative addition to the existing Bldg 678 Lab, matching in character and details and in compliance with Installation Facilities Standards. Goal being to consolidate all administration into the new addition space. Reference drawings and specifications.

Bid Option 1 - Circle Drive: Installation of a new bituminous drop off round about and concrete sidewalk located adjacent to the new addition. Reference drawings and specifications.

Bid Option 2 - Addition of South Open Office: Increases the footprint of the Base Bid to the south by 2,353 SF and includes additional Administrative type space. Reference drawings and specifications.

Bid Option 3 - Existing Parking Lot Re-Striping and Sealing: Existing parking lot and drives restriping and sealing. Existing parking lot and drives to remain and shall be Gilsonite sealed and repaired within the area noted on drawings. All striping shall be thermoplastic within the Bid Option area, match existing striping locations and incorporate any noted changes. Reference drawings and specifications.

The Laboratory Expansion will provide administrative space for 61 personnel. If Bid Option 02, Addition of South Open Office, is executed, the personnel count will grow an additional 35 personnel, for a total of 96 personnel. Administrative functions will require private offices for supervisors, large open office space for “high grade” personnel, “standard” open office cubicles, and “hotel” task stations for desk- sharing personnel. Support spaces will include breakout rooms for small group meetings; a break area with seating, vending and kitchen space; print areas; a large conference room; locker space;

restrooms; a lactation room; a storage room; a recycle room; and utility rooms. The exterior is designed to be compatible with the existing facility façade. The addition implements the two-color brick banding at the pilasters and the sloped soldier course red brick sills to grade. The windows are consistent with the existing facility but include an eight (8) foot header height to provide a more open interior environment. The design for the new west entrance will include a steel bow-string truss with metal roof similar to the existing entry element on the main quad entry. A courtyard is provided to improve daylighting to the interior spaces of the addition and courtyard. The existing brick pilaster will remain. This is a functional design decision as the existing brick façade creates issues when the addition abuts the existing facility.

The new exterior walls that make up the courtyard will include a brick façade with storefront glazing. The storefront will extend to the ground on the north and south elevations. This will visually open the space and promote the use of the courtyard. The color of the metal panel will be Wheatsheaf, which is compatible with the existing facility's Exterior Insulation Finishing Systems (EIFS) color.

1.1.1. OCCUPANCY OF PREMISES. The main building will be occupied during the additions construction. Before work is started, arrange with the Contracting Officer (CO) a sequence of procedure, means of access, space for storage of materials and equipment, and use of the building and premises.

1.1.2. DEMOLITION. Select demolition will be required where the addition abuts to the existing facility. No significant demolition will be required within the existing facility to complete the project. Demolition may be required on the existing standing seam metal roof at the existing entry as part of the bid options. Demolition to site and pavement is required. Existing pavements, fire water, storm sewer, and domestic water will need to be removed from the construction area to make room for the expansion. Site lighting poles will be removed and relocated as required for construction.

Handicap parking spots, symbols, signs, and wheel stops will be moved west in the existing parking lot.

1.1.3. PAST SURVEYS/INVESTIGATIONS. The project has completed a geotechnical investigation for the facility expansion and included percolation testing for an existing water quality facility that may require expansion. The project has completed a field survey that included locating government owned utility lines. The survey was executed the week of November 16, 2020. The site does not contain wetlands or streams, historically significant areas or areas with endangered species.

The site is not within a 100-year flood plain.

1.1.4. BACKGROUND. The laboratory expansion at building 678 is a new construction requirement.

This project will add/alter the existing facility with approximately 12,922 square feet of new facility space. The expansion is to the west and will require removal of existing drive aisle and parking spaces to construct along with water and fire water relocation.

1.1.5. MAGNITUDE. The magnitude of this construction project is between five (5) million and ten million dollars.

1.1.6. PERIOD OF PERFORMANCE. The period of performance for this project is 365 days.

2.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES. All reasonable quantities of utilities will be available to the contractor without charge. Any temporary lines and connections that may be required shall be installed, maintained and removed by the contractor at his expense and in a manner satisfactory to the COR (Contracting Officer's Representative).

3.0 POLICE PROTECTION. For McGuire, the base Security Forces shall provide security and law enforcement response and services to the contractor. The base Defense Operations Center can be reached at phone number 911.

4.0 FIRE PROTECTION. JB MDL, Base Fire Departments shall provide initial response and fire protection services to the contractor. The base Fire Alarm Control Centers can be reached at phone number 911 from a base telephone. If dialing 911 from a cell phone, the location must be fully identified to ensure that the proper responder is notified.

5.0 HEALTH CARE. Emergency Medical Service phone number is 911. When dialing 911, the location must be fully identified to ensure that the proper responder is notified.

6.0 PHYSICAL SECURITY. The contractor shall be held fully accountable for any failure to maintain the physical security of all base restricted areas, secured facilities or sites that they are responsible for providing services within. The contractor shall be responsible for the safekeeping and inventorying of all Government-furnished keys and combinations issued for the performance of services within secured areas. All losses or damages caused by the contractor, or by the contractor’s failure or negligence in maintaining proper security of these areas will be paid for by the contractor. Upon termination or completion of the contract, the contractor shall secure the previously issued keys and return them to the COR or CO within twenty-four hours.

7.0 ANTI-TERRORISM. As a prelude and during performance of any contract, it is critical that the contractor be supportive of all DoD requirements to protect personnel, their families, installations, facilities, information, and other resources from terrorist acts. All contractors and sub-contractors are responsible for providing their personnel information on the Joint Base Antiterrorism Program. During performance of work, personnel security and protection of resources is critical for the installation to maintain a safe work environment. Contractor personnel will be alert for any suspicious activity observed by their work force or any personnel working on the installation. If any situation appears to be suspicious, immediate actions must be taken to make proper notification to 87th ABW Security Forces Squadron Joint Base McGuire-Dix-Lakehurst (JB MDL) Law Enforcement by calling JB MDL Security Forces Desk at phone number (609) 562-6001/2/3 (McGuire/Dix). Both personnel and vehicles must be strictly controlled during performance of duty. No personnel and/or equipment will be allowed to be placed in harm’s way that could aid or abet anyone with bad intention to cause harm to JB MDL. Any contractor doing construction work will adhere to the DoD Unified Facilities Criteria Requirements. Contractors are encouraged to contact the JB MDL Antiterrorism Office at (609) 754-1397 or (609) 754-1611 for information regarding the installation Antiterrorism Program.

8.0 HOURS OF OPERATION. The normal hours of operation for the contractor to perform normal maintenance and repair services required under this contract are 7:00 AM to 3:00 PM, Monday through Friday. The contractor is not required to provide normal service except for emergencies on the following days: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

The COR or CO must approve in advance, excluding legal holidays, any exceptions to the negotiated work hours and designated workdays. The contractor shall submit their request to COR and CO no later than two (2) working days in advance of the requested change(s).

9.0 CONTRACTOR PERSONNEL. The contractor and their employees shall comply with all base regulations at all times and shall conduct themselves in a professional manner. Uniforms, badges, and good behavioral conduct will be mandatory. The contractor shall provide a complete and current employee roster to the COR and CO within ten (10) working days of the contract award. The contractor’s employee roster shall identify the primary and alternate site manager or foreman and the Quality Control inspector and their telephone numbers. As required, the contractor shall provide updated copies of their employee roster to the COR and CO.

10. CONTRACTOR EMPLOYEE UNIFORMS AND IDENTIFICATION. All contractor employees shall wear a distinctive company logo on their outer garment at all times. The contractor employee shall be neat and professional in appearance and meet current commercial standards. In addition, the contractor’s employees shall wear a company-issued identification badge with the company’s name, employee’s name and employee’s photo prominently displayed on their outer clothing.

11. AIR FORCE TOBACCO POLICY. The contractor shall ensure that all contractor employees do not use tobacco products within 50 ft. of any base facility, around fuel tanks and generators, within any clearly marked “No Smoking” areas or within 50 ft. of any flight line aircraft parking areas.

12. SAFETY AND ACCIDENT REPORTING. The contractor shall be responsible for providing maintenance and repair services under this contract IAW all base, local, state and Federal occupational safety requirements. The contractor shall ensure that all maintenance and repair services are conducted safely at all times. The contractor shall ensure that all contractor employees are issued and properly use all required safety personal protective equipment. The contractor shall use mechanically sound and safe vehicles and equipment in the performance of services under this contract. The contractors shall take necessary corrective actions if the contractor’s employees are conducting operations in an unsafe manner. In the event of an accident, the contractor shall contact the base emergency 911 service and the COR immediately. Additionally, the contractor and contractor’s personnel will be knowledgeable of and comply with all other base incident-reporting procedures.

13. INCLEMENT WEATHER SCHEDULE. The contractor shall provide operational service during periods of inclement weather. No exceptions shall be granted.
