Responses to Questions

13 March 2009 RFI #1: Is the correct interpretation of FAR 52.219-4 – “Notice of Price Evaluation Preference for HUBzone Small Business Concerns” that a small business firm who submits a proposal but is not a qualified HUBZone concern will NOT have the 10% preference added?

Answer: According to FAR 52.219-4(b)(ii), “otherwise successful offers from small business concerns” will NOT have the 10% evaluation factor added to their price.

RFI #2: What is the preference evaluation that applies to HUBZone firms which are also small disadvantaged business concerns?

Answer: The price evaluation adjustment for small disadvantaged business concerns is currently suspended, as indicated by the Undersecretary of Defense Memorandum 2009-O0003 with subject “Class Deviation – Suspension of the Price Evaluation Adjustment for Small Disadvantaged Businesses”, dated February 11, 2009 (visit http://farsite.hill.af.mil and review FAR 19.11 to see this memorandum). Therefore, there is no price evaluation preference that will apply to offers from Small Disadvantaged Businesses.

RFI #3: 120 days does not seem to be a sufficient amount of time to complete the work involved. Will the time be adjusted?

Answer: The period of performance was set by the Government due to certain requirements for use of the facility. Please plan on completing the project within this time frame and include any costs you feel may arise as a result of the accelerated schedule.

RFI #4: There is work currently in progress at the facility for removal of asbestos. Will that work be complete in time to conduct the site visits on 17 March 2009 at 10:00 AM and 19 March 2009 at 2:00 PM? If not, will the site visits be cancelled or re-scheduled?

The contract for asbestos abatement will not interfere with the site visits. Facility will be safe for individuals during the site visit. Site visits will be held as scheduled.
