Q2. Under PWS para 1.5.3.8, who is responsible for providing the EGPWS and navigation downloads to the operational site aircraft maintenance personnel? Will the Air Force be responsible for downloading the subscriptions services in the future? If so, will the USAF obtain the appropriate licenses for EGPWS and navigation downloads post 30 June 2017? If the dispatch contractor is required to continue the same level of service for this PWS, what is the time requirement after availability of downloads and the site point of contacts for delivery of these subscription services to ensure timely uploads on the aircraft?

A2. The contractor is required to obtain and provide all required licenses. The time requirement for the EGPWS and navigation downloads are addressed in Exhibits B-BD. Data Items Site B003-BD03 and-B004-BD04 requires the contractor to follow the standard revision cycle. Points of Contract (POCs) are listed in RFP page 45, PWS para 1.2.

Q3. PWS para 1.5.3.1.1 states “Contractor shall serve as the “single point of contact” for all flight deck data communications problems.” This statement implies a dispatch contractor must have a relationship with the aircraft OEM for access to and performing engineering support. Can the government define the historic level of effort required to perform this function? Is this engineering function included in the price of the OEM Data Access listed in PWS paragraph 3.5.5?

A3. Historical workload data showing the total number of missions and sorties flown in the past year will be posted to FedBizOpps. The offeror may include any costs associated with the engineering functions related to flight deck technical support required under PWS para 1.5.3.1.1 in the price proposed for the task 3 CLINs.

Q5. Are we expected to travel to deliver the training required by PWS 1.5.4? Travel to where? More than 1 site?

A5. The Government will not travel for this requirement. The PWS does not require the vendor to travel to provide this training. PWS 1.5.4 requires the contractor to “participate” in the training. Each vendor’s unique approach to performing this training will be evaluated for acceptability. Sites are covered in PWS 1.2.
