Q1. The period of performance for CLIN 0014 is listed as 1 Jun 2017 thru 30 Jun 2017. Please confirm that these dates are correct?
A1. CLIN 0004 is for a 30 day phase-in period prior to full performance start date of 1 Jul 2017. This is why the period of performance is different than the other base period CLINs.
Q2. Has the Government included all FAR, DFAR and special provisions clauses in the RFP, which will also be included in any resulting contract?
A2. Yes.
Q3. How are subcontractor prices to be detailed in the cost volume?
A3. The RFP does not specifically discuss subcontractor prices. IAW RFP Addendum to Federal Acquisition Regulation (FAR) Clause 52.212-1, Instruction to Offerors, para 4.2.4, “Data beyond that required by this instruction shall not be submitted unless you consider it essential to document or support your price position. All data relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the Contract Documentation and Price Volume.” The Government understands that not all subcontractors provide detailed granularity for their prices when the services are considered commercial. When the offeror’s price proposal includes subcontractor prices with minimal granularity for the Government to evaluate, the offeror should describe the process they used to find the price fair and reasonable before passing it on to the Government. Sufficient details regarding how the offeror established their basis of estimate or bottom line price position should be included.
Q4. There is some ambiguity regarding if the acquisition falls under FAR part 12 or FAR 15, can you clarify?
A4. IAW RFP Addendum to FAR 52.212-2, Evaluation—Commercial Items, para 1.1, the source selection will be conducted IAW FAR 15.3 as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and Air Force Federal Acquisition Regulation Supplement (AFFARS). The acquisition is considered commercial. The applicable parts of FAR parts 12 and 15 will apply.
Q5. Is the Prime required to maintain a 30 % or more work share of the effort?
A5. There is no limitation on subcontracting established by the RFP.
Q6. The PACAF (Hickam) is listed in the scope of work for services however it is not listed in the CLIN. Does the Government intend to include this aircraft in the CLIN requirement?
A6. PACAF will be added to the description for the X007 CLINs by RFP amendment.
Q7. PWS Section 1.1 of the solicitation states “A contingency/backup capability to support ‘day of flight’ dispatch operations for two VC25s (B-747) is also required”. Section 1.5 mentions “Presidential Airlift Group” as a task; however, there is no further task reference to this requirement in the solicitation. Further, there would be some expenses borne to execute this responsibility and no CLIN exists for this as a task item. Can you clarify that this remains a requirement given no CLIN and no task number exists?
A7. PWS para 1.1 and 1.5 will be updated to completely remove the requirement for “day of flight’ dispatch operations for two VC-25s” and “Presidential Airlift Group” from the PWS by RFP amendment.
Q8. PWS Section 1 description of services states that only task 4 will be provided for the single C-40B PACAF aircraft at Hickam however no CLIN is given that references PACAF. Is this aircraft to be covered under the TASK 3 CLIN for AMC/USAFE?
A8. This reference is an error. The PWS should state that PACAF will only receive Task 3 support. The PWS will be updated to correct the reference from “task 4 only” to “task 3 only” PACAF will be added to the description for the X007 CLINs under an RFP amendment.
Q9. A significant portion of costs, including labor costs, may fluctuate over the course of 5 years. Will the air force entertain including an escalation clause in the resulting contract?
A9. The RFP requires offerors to propose Firm-Fixed Price for all CLINs. The Air Force will not include an escalation clause in the resulting contract.
