GDSS History

(1990-1996)
DOS character-based system used at HQ MAC only, Cumbersome to operate, required extensive training
C2IPS was used at unit level for mission planning, scheduling; interfaced with GDSS for visibility at MAC/AMC NAFs/TACC
(1996-2005)
Various Windows-based interfaces (thick and thin client), made available to the Wings. Speed and ease of use improved, new functions emerged (i.e. mission graphics, assigning crew names)
Integrated Management Tool (IMT) used by AOC Flight Managers to dispatch MAF missions with a direct link to FAA and International Air Traffic Control Centers
(2005-present)
GDSS2 (retired term) / Modernized GDSS released
GDSS replaces C2IPS, IMT is integrated into GDSS in 2008 GDSS
GDSS FOC with release v2.3.1 & MEIS 3.0 Oct 11; CAC enabled with v2.3.3, ECD Jun 12

GDSS was the system selected to replace a host of home grown systems to centrally manage the MAC fleet, at a time when Central Command and Control and distributed execution was a fledgling idea.

MAF C2 – 5 unclassified enclaves (Green)

Normally users are spread out between the enclaves. Replicators distribute all data to all enclaves. Load balancers distribute the users as they log in, to the next server available that will provide the best performance. This is transparent to the user, and provides ‘no user interruption’ even when problems occur on the DB they are logged into.

The built in redundancy provided by multiple enclaves allows for as many as 4 of the 6 to fail, and all users can stay operational. Although not designed for it, we have had ALL users on one enclave during a major connectivity failure in 2009.

Users can access the operational GDSS system through a thick client or a thin client. These two have minor differences in capability allowing almost any user to use either one.

72 Primary Menu Choices

FOUO

GDSS is the primary Command and Control (C2) system used to create and disseminate all Mobility Air Force (MAF) airlift and tanker mission activity.

GDSS has always included the ability to create a mission detail, attach the scheduled aircraft tail number, and provide all details of the mission from point of origin to completion, including enroute locations, air refueling tracks, drop zones, mission types.

Key additions to GDSS capability includes diplomatic clearance tools, built in checklists (SOEs), Air Refueling planning tools, crew scheduling, weather interfaces, and flight dispatching tools.

Information can be entered at any GDSS workstation in the world, is replicated to everywhere, and viewed anywhere by crews and planners.

Functions Description Mission Planning Designed to give Mission Planners at all levels the capability to create and manage missions throughout the entire mission cycle. It contains tool sets which enable Mission Planners to build missions from scratch, copy missions for quick duplication, cancel missions, and control visibility of missions to outside agencies during the planning stages. This application is interactive with several other applications and systems. For instance, the Mission Planning application is linked to the Location Capability (LC) application; an alert will appear if a Mission Planner builds a mission to arrive at a location during quiet hours.

Functions Description Flight Planning Provides flight planning for missions that are not flight managed.

Functions Description Mission Management and Execution Primary execution tool for mission management. It is designed to provide users at all levels the ability to query the database for information such as crew member information, load data, and location data, while monitoring mission progress.

Functions Description Flight Management Used by Flight Managers (FMs) and support agencies to prepare and publish Crew Paper packages:

Computer Flight Plan (CFP) DD Form 1801 or 175, Air Traffic Control msg & ack Flight Weather Briefing Notices to Airmen (NOTAMs) Additional documents provided in the Crew Paper package are:

FM Notes specific to the sortie(s) agency Giant Report links for the departure, arrival, & alt location Mission Detail Once all of these actions are completed, the Crew Paper package is published for download by an aircrew member or support facility at their departure location.

Functions Description Crew and Crew Member Management Provides squadron-level crew and ground schedulers with the capability to manage crew members and events. The ability exists to create and manage individual events, group ground events, and alerts. Mission data (local and/or Headquarters) is pushed to the Crew Management application, giving the schedulers and crew members a view of flying requirements. Once missions have been tasked, schedulers can review, assign and de-assign crew members, and create flight authorizations and Aircrew mission set-up sheets. GDSS is designed to offer quick links from within a current display to other mission-related data.

Functions Description Aircraft Management

Manages all functions associated with a unit's aircraft or a fleet of aircraft. Through this application, users can schedule aircraft to missions, create discrepancies, create aircraft, update servicing information, reserve parking spots, and monitor logistics support actions for any owned or transiting aircraft at a specified location.

Functions Description Transportation Management Provides quick access to a mission's cargo and passenger information, thus enhancing In-Transit Visibility (ITV) within the Mobility Air Forces (MAF).

Gives Headquarters-level transportation managers the ability to coordinate on transportation plans to move mission critical parts, equipment, and/or maintenance specialists to destinations across the globe.

Functions Description Diplomatic Clearance Management The DIP Application is used to create, modify, delete and manage DIPs. This application provides Tanker Airlift Control Center (TACC), US Air Forces, Europe (USAFE), Pacific Air Forces (PACAF), and other DIP and Command and Control personnel with the capability to generate, track, and maintain information regarding the needs, accuracy, and status of DIPs for mission transiting and landing in foreign countries.

Functions Description Air Refueling Management Provides tanker and receiver units the means to create and manage AR events within the mission life cycle. It also incorporates several tool sets to assist in the creation, coordination, and management of AR requirements. The GDSS AR application interacts with several other applications and systems; for example, GDSS receives the quarterly Horseblanket schedules through the Consolidated Air Mobility Planning System (CAMPS). Further enhancing the AR application capabilities, the Air Refueling Management System (ARMS) and Digital Aeronautical Flight Information File (DAFIF) Tracks are automatically updated in GDSS to ensure AR managers have the most current information.

Functions Description Location Management Imports, maintains, stores, and updates Airfield and Drop Zone information. GDSS is the main application for all Airfield Suitability Management.

This application provides critical information needed by GDSS operators to determine if an airfield is suitable for a particular Mission Design Series (MDS).

Functions Description C2 Messaging Command and Control (C2) message handling system within GDSS that provides many types of messages to include: electronic mail (email) capabilities using an Aircraft Communications Addressing and Reporting System (ACARS), and Air Traffic Control (ATC) messages.

Enhances Higher Headquarters and units' ability to provide effective C2 by improving the flow of information for aircraft transiting locations having no C2 presence. C2M allows users to create, send, reply, and forward C2 messages.

Functions Description Reports Provides users with a method to easily extract operational and/or historical data from GDSS and the AMC Data Warehouse (ADW).

Reports can be tailored, filtered, and formatted to fit user needs.

GDSS currently offers quick-link reports, as well as access to the GDSS Reports Library.

In addition, Point-and-Click reports can be scheduled to run on a recurring basis.

Functions Description Weather Provides weather data for crews on flight managed and non-flight managed missions

Functions Description Account Management Provides the Unit Program Account Managers (UPAMs) and other users with a reliable and automated account management tool to process and manage multiple domain accounts.

Currently, GDSS is used to manage the domains for Unclassified and Classified GDSS, Mobility Enterprise Information Services (MEIS), Advanced Computer Flight Plan (ACFP), and Consolidated Air Mobility Planning System (CAMPS).

Functions Description Change Requests Enables any GDSS user to submit a change request for GDSS functionality or to address an issue.

Requests are reviewed and prioritized by HQ AMC/A3R. Change requests that meet priority criteria are forwarded to the GDSS PMO for inclusion to a future software release.
