Repair Various Roofs
Joint Base Charleston Weapons Station, SC Q&A- 2
1. COMMENT: On the Army Reserve Building, we mentioned on-site revising to request a thermal scan and a price to retrofit leaving the current system in place to help the Government achieve a savings that could be very useful in reaching the budget on the project overall. We also, need the as-built docs as mentioned above so that we are aware of the current R-Value on each facility. This will allow the contractors to include for additional insulation if required. I would like to point out that just as the ACM Report will work, if there is wet insulation it will not be discovered until after award of the contract therefore there would need to be a line item cost for insulation replacement if required as well.
ANSWER: The government does not have any provisions to do an infrared scan of any of the buildings. For bidding purposes, all contractors shall submit pricing in accordance with the Statement of Work, Division 1 Guide Specifications, and Drawings.
2. QUESTION: On building 419 there were many pieces of dilapidated and broken equipment on the rooftop. Can you verify what is abandoned and what is to be removed and closed off in the roof decks?
ANSWER: All dilapidated ventilation equipment on the top levels of the roof, i.e., those levels that cover the loading docks on either side of the building, shall be removed from the roof and then the roof decking should be repaired and covered over with new modified bitumen roof system. If curbs that have previously been capped off are encountered, those curbs should be removed from the roof system and covered with new decking and roofing material; this applies not only to building 419 but also for any building where old curbs are encountered and the roof system is being replaced.
3. QUESTION: On Building 419, if the metal roofs do in fact become a concern, considering the shape they are in, would the Government entertain a coating application to achieve a new system and warranty? That would also be another major cost savings compared to removal and complete replacement.
ANSWER: This question pertains to building 3270. For bidding purposes, all contractors shall submit pricing in accordance with the Statement of Work, Division 1 Guide Specifications, and Drawings.
4. QUESTION: Based on the discussions held on the largest of the roofs, the Army Reserve
Center, would you consider a High Quality Coatings application over this roof as a Retrofit system. This would create a huge savings to the Government and is a highly effective system with slopes this great.
ANSWER: For bidding purposes, all contractors shall submit pricing in accordance with the Statement of Work, Division 1 Guide Specifications, and Drawings.
5. QUESTION: At Bldg 3305, will gutters and downspouts be replaced and if so is it only replacement of gutters and downspouts where they currently exist or will all eaves receive new gutters with downspouts?
ANSWER: Existing gutters and downspouts may be kept in place and worked around. For bidding purposes, all contractors shall submit pricing in accordance with the Statement of Work, Division 1 Guide Specifications, and Drawings.
6. QUESTION: At Bldg 3270, can the CO provide clarification to what specific scope is required for the metal roof areas?
7. QUESTION: At Bldg 3270, will the CO consider permitting an IR thermal scan of the roof, replacement of wet roofing and then installation of a new roof system over the existing?

8. QUESTION: At Bldg 419, this roof is in pretty good condition itself and not in need of replacement. Based on this we would recommend the Owner consider a High Solids Silicone coating system with a 10-year manufacturer and 2-year contractor warranty. The coating system will extend the service life of the existing roof AT LEAST another 10 years or more.
9. QUESTION: At Bldg 419, there is some equipment on the roof which is possibly abandoned and can be removed. Can the CO provide clarification about if they would want this removed and if so, what steps will be required? Only remove and install cover over curbs? Remove and equipment and curbs and patch decking and roofing? Etc?
