Should their total cost be shown as “Subcontractor Cost” only without breaking their line items out? This document is somewhat confusing, can further explanation be given as to what is required and to how to fill it out. Additionally, Section B – Supplies or Services and Prices should be the total price per year and should include Subcontractor cost, should this not match the Schedule B Worksheets in Attachment 12. | As a point of clarification, subcontractors are not “asked to submit separate documentation to the government under separate cover”. Paragraph 1.8 in Section L states, in part, “Subcontractors who will perform more than 20% of the work shall provide their price/cost proposal to the prime contractor for inclusion in Volume II, in a sealed package, if desired” (emphasis added). Attachment 12 is designed to consolidate the major subcontractor elements of cost/price with the prime contractor elements of cost/price to form the estimated overall elements of proposed prime contractor and subcontractor cost/price for the program. In the event the subcontractor chooses to submit the information in a sealed package due to proprietary concerns, the prime should include the information available to the prime (e.g., subcontractor total firm fixed price) and request the subcontractor complete the subcontractor portion of Attachment 12 and submit that information in his sealed package. |
The Section B – Supplies or Services and Prices proposed total price per year should include all costs/prices including subcontractor cost/price and should match the Schedule B Worksheets in Attachment 12 to the maximum extent practicable. Please note, in accordance with FAR 15.404-3, prime contractors should submit any information and/or rationale on how the subcontract price was evaluated by the prime to determine reasonableness and how the subcontractor cost/price is incorporated into the prime offeror’s overall proposal for the program.
R-00-029 4-Nov-08 RFP, PWS, TAS Para 5.4.3 requires the Automated Tool Accountability System (TAS) to be in place on contract start. To implement this program during the phase in period it will require complete control over the incumbent’s tools and special equipment, essentially causing a work stoppage or significant slow down. To implement the TAS in 30 days after contract start without generating this same work stoppage or slow down will require tools to be laser etched and the system to be implemented after normal duty hours when full access to tools and equipment can be gained. Please reconsider this requirement. Within 90 days after contract start would be more manageable. This has been changed to read: "5.4.3. The Offeror shall provide a methodology for fully implementing the tool accountability and control by the contract start date." Additionally, tools have already been etched.
