| EN-00-002 | 29-Dec-08 | Sortie Adjustment Rate | Refer to Clause B 2 entitled "Sortie Adjustments". It is our understanding that the sortie adjustment rate is applied per Sortie occurrence when the sorties exceed +/- 7% of the annual contract (2,700 estimated sorties per year). It is our understanding that this rate is applied to each sortie above or below 7% (which is +/- 189 sorties for 2,700). For example, if the Air Force flies 2900 in a given fiscal year, the sortie adjustment for that year will be 200 (2,900 - 2,700) multiplied by the sortie adjustment rate. This is not an annual rate, but an excess (+/-) sortie rate. | The explanation of the Sortie Adjustment rate is correct – it is an excess, per sortie rate and not an annual rate. However, the example you applied above is slightly incorrect. As you’ve stated, the adjustment rate is applied to each sortie above or below 7%, which is +/- 189 sorties for the estimate of 2,700 sorties per year. In your example above of 2,900 sorties flown in a given contract period (NOT fiscal year), the sortie adjustment rate would be applied when the number of sorties exceeded 2,889 (2,700 + 189); the sortie adjustment rate for that year would be the sortie adjustment rate multiplied by 11 (the actual number over the +/- 7%). |
| EN-00-003 | 29-Dec-08 | Subcontracting Plan | The offeror must provide names and addresses of the different types of businesses that will be subcontracted to. FAR 52.219-9(d)(3) as quoted in this paragraph does not require the offeror to submit specific names of small businesses but only the types of goods and services and the types of small businesses planned to be subcontracted to. | This information is needed to verify the small business size category you propose for your subcontracting opportunities. |
| EN-00-004 | 29-Dec-08 | Revision Number | Did the Government intend us to put Revision 2 on the responses or Revision 1? | Revision 2. Note: Revision 1 was used with Amend 0006. |
