Discussion In the preceeding setion, the RFP clearly defines RWP as being the Recurring Work Program. However, when the IWP Programmer/scheduler is introduced in this section, the acronym "IWP" appears parantheically, but without any defining explanation.

Question What does IWP stand for in this context?

Response In Service Work Package IAW AFP 32-1125, Vol 1.

Discussion "The Contractor shall provied all.........services (custodial) ....as identified below for Vance AFB inaccordance with Building Owners and Managers Association (BOMA) commercila standards."

Question BOMA commercial standards set a range of square footage per man-hour of labor, within which performance of custodial duties is to be targeted and achieved in order to produce results in keeping with other BOMA standards. Is this the intended meaning of the RFP language? Should we calculate all labor and productivity rates in accordance with this BOMA standard?

Response Yes, calculate all labor in accordance with BOMA standards.

Discussion Para. L-3.2.4.3 indicates that the contractor will perform plastic media blasting (PMB) "for other organizations (some unscheduled structural repairs)." PWS Para 3.1.26.3 indicates PMB for stripping Vance aircraft will be performed at a facility away from Vance.

PMB capabilities noted during the site visit were a cabinet unit in Structural Repair and an AGE paint stripping facility (Building 119).

We assume these could be used in support of other organizations through local manufacturing procedures.

Question Request the Government clarify the PMB support requirements for other organizations.

Response Reference to PMB has been removed. See Amendment 2.

Discussion The PWS equipment list indicates hubs throughout the network. During the visit, old and outdated hubs were seen to be in use.

Question What is the timeline for replacing the bubs with switches? Who will be responsible for their installation and initial configuration?

Response Replacement is based on the information provided by the contractor in CIPS. The replacement/upgrade priorities are developed from this information and are funded by the AF. The contractor is responsible for the installation and configuration in many cases.

Discussion Our experience shows that the CSA workload for an Operations Group is much higher than that listed in the workload.

Question Do the levels of workload indicate that there is a shared CSA responsibility in the Operations Group and Mission Support Group between the service provider and government/military personnel? How many Civilian and Military CSAs are currently providing CSA support to these areas? If this is a new requirement, how many military and Govt employees will also be providing CSA support to OG and MSG?

Response Amendment to workload completed. Operations Group and Mission Support Group CSA workload has been removed. The contractor will not provide CSA support to these organizations.

Discussion The items listed to the left are examples of the MFH requirements. At the site visit the attendees were informed that a MFH privatization contractor was in the process of being selected. It would seem prudent to delete this requirement prior to submission of our techanical and price proposals due to the myriad of tasks that are woven throughout these two sections as well as Section 10.

Should these requirements not be removed it will cause considerable revision of both volumes.

Question At what point in the proposal process will the government remove the MFH requirements?

Response Housing privatization is expected to begin Nov 07. However, Offerors will be directed to price FY 08. This will be included in the next amendment.

There are items used in aircraft maintenance, such as engine oil, sealants, etc. that although NSN listed and MIL-Spec’d can be purchased by the general public through the same vendors that the USAF purchase the items. It is our understanding that all products used on aircraft need to be procured through the standard supply system to ensure mil-spec conformance.

Question Are items that are procured for use on aircraft excluded from this requirement and ordered solely through SBSS, or the Government IMPAC program?

Discussion Paragraph 2.1.23.2.12.2 states that the Service Provider shall provide fuel, oil and lubricants for all service provider vehicles. Paragraph

2.3.3.3 states that the Government will provide gasoline or diesel fuel for Government provided, and service provider vehicles. This paragraph goes on to state that VIL point-of-sale keys are used to preclude their use in support of vehicles not listed in Appendix FF of each section and service provider vehicles not purchased as replacement for these vehicles. Appendix FF lists only 17 special purpose vehicles that are to be provided by the Government. There are many general purpose vehicles that will be required to be procured by the Service Provider specifically execute the contract.

Question Is it the intent of this PWS that the Service Provider will be required to provide all fuel, oil, and lubricants for its fleet of Service Provider vehicles unless they are replacements for the 17 vehicles listed in Appendex FF? or Is the intent that the Service Provider will provide oil and lubricants and the Government will provide Fuel for the Service Providers vehicle fleet?

Discussion This paragraph was added to this PWS revision that introduces the Systematic Management and Reporting Tool (SMART) Question Is this a USAF or AETC standard program that will be furnished by the Government, or is this a concept that the Service Provider will have to develop to meet the requirements that were added in Paragraphs 2.1.23.7.1 thru 2.1.23.7.13?

Response The Quality Management Information System (QMIS) is a locally developed, government owned, Sequel database. It is hosted on two local servers and currently maintained by a contract provided programming staff. The two servers, one government and one contractor owned, are necessary to allow the contractor to keep proprietary information in QMIS without that information being subject to the Freedom of Information Act. Currently QMIS offers:• General Vance AFB Information• Customer feedback • Document storage and viewing• Contract nonconformance coordination, tracking, and storage• Locally developed contractor forms• Inspections• Financial coordination, tracking and storage• Local procedures viewing and storage • Safety incident tracking • Computer based training and tracking • The Current Collective Bargaining agreement • The current statement of work • Internal audits • Project coordination, tracking, and storage. Any alternative system offered would not be limited to these functions but must satisfy the SMART specification in PWS 2.1.23.7.1 through 2.1.23.7.13. One known new requirement that does not currently exist in QMIS is task training closely resembling that currently used by the Air Force in the Integrated Maintenance Database System (IMDS).

Discussion The RFP section L1.8 states that a complete Manpower Matrix shall be included in every Volume of the technical proposal. Our assumption is that the manpower matrices are to be included only in Technical Volumes 2 and 3, as shown in the table on page 98 and as described in paragraph 1.12, not in Volume 1.

Question Is a Manpower Matrix required to be included in Technical Proposal Volume 1, Mission Integration, and if so, is the matrix excluded from the page count?

Response No, the Manpower Matrix is not required as part of Volume I. Please see Amendment 0002.
