110) Discussion The standard base supply account stocks, stores and issues parts and/or supplies on a routine basis with little or no manual intervention. The Standard Base Supply System’s (SBSS) automated business rules provide for the seamless supply data transfer between logistics enterprise, maintenance, and financial systems. This seamless transfer applies to aircraft and non-aircraft parts and/or supplies requisitioning and other actions to sustain inventory levels and maintain accountability. Similarly, other accountable information processing systems such as those related to information technology equipment (Information Processing Management System (IPMS)), munitions (Combat Ammunition System (CAS)) and fuels management (FAS Enterprise Server (FES)) rely on little or no manual intervention. The design of these business rules minimize processing delays and/or minimize human error at the least possible processing cost.

Question Is it the intention of the Government to require off line requisition management for non-aircraft parts and/or supplies? Will the Government provide a simplified approval process to assure the Contractor can meet its intention of complying with all DOD and AF established processing standards? In the case of priority or expedited non-aircraft parts and/or supplies requisitioning will the Government waive the burden of off line requisition management?

Response

1. Yes 2. The service provider establishes the local purchase procedures which also must include government concurrence (QAE and ACO). 3. No

26.1.1.6 Discussion This section requires the service provider to have and submit an approved purchasing system to the ACO within 15 days after contract award. All requirements on page 26-1-1 require the service provider to get approval from the ACO for all actions described.

Question What is the advantage of having an approved purchasing system, if these actions are required?

Response The instances referenced in PWS para 26.1.1.2. thru 26.1.1.6. and 26.1.1.8 thru 26.1.1.10 are for very specific issues that are not normally encountered on a daily basis. The only exception is para 26.1.1.3. Finally, FAR Clause 52.244-2 incorporates the requirement for purchasing system approval. If the system to be used has been previously approved by a cognizant government office (e.g. DCMA), then the only ACO approval that may be necessary is for any local variations to support our specific mission.

Technical Purchasing 26-1 26.1.1.4 yes Discussion The PWS states –

26.1.1.4. For proposed contract actions expected to exceed $10,000, but not expected to exceed $25,000, the service provider shall display the solicitation in a public place or provide electronic notice to potential offerors. The notice must include a statement that all responsible sources may submit a response which, if timely received, must be considered by the agency. The information must be posted not later than the date the solicitation is issued, and must remain posted for at least 10 days or until after quotations have been opened, whichever is later. For proposed contract actions expected to exceed $25,000, the service provider shall advertise the solicitation in the Government wide Point of Entry (GPE.) Exceptions shall be reviewed and approved by the ACO.

Question What are acceptable exceptions to the requirements identified in the first and next to last sentences? Isn’t the use of Federal Supply Schedules and Government-wide contracts exempt? If the answer is yes, why do they have to be reviewed and approved by the

ACO?

Response Question 1: The intent of this language is for the purchasing system to incorporate the requirements and exceptions listed in FAR part

5. The ACO is required to approve any other exceptions that fall outside of FAR guidelines. Question 2: Yes. Question 3:

Reference the answer to question 1 above. Use of an authorized exception that is included in the purchasing plan will not require ACO approval. Note: A change to the PWS will be accomplished to clarify this requirement.

Technical Engineering 15-B-6 2.8.1 yes

Services Discussion The portion of the paragraph stating “Coordinate with Information Technology’s System Administrator to maintain……data and imagery….according to standards set by….and SDSFIE” is not correct.

The GeoBase Manager coordinates with the supervisor of the Network Control Center who upgrades and installs patches of the GeoBase Server’s GIS software as instructed by AETC GIO and performs a backup of the GeoBase Server’s data. This individual along with IT also assist with GeoBase data access and viewing issues as it pertains to the GeoBase server and its software.

Overall, this paragraph does not appear to be entirely usable as a work load estimate for the GeoBase program, as it reads more like a generalized version of the GeoBase Manager’s job description. Questions addressing more specific workload estimates for GeoBase are listed below:

Question How many new features should be added to the CIP per year?

How many new attributes should be added for each CIP feature?

What is the workload volume of effort to maintain the CIP?

What is the workload volume of effort to develop and implement the maintenance procedure for the CIP?

What is the workload volume of effort for the verification that new or edited features, attributes and metadata are in compliant with GeoBase standards before being imported into the GeoBase system? (this will vary depending on # of edits and new features).

What kind and how many mission data sets should be created within CE?

How many features and attributes should each CE mission data set have?

How many new features and attributes can be added to the CE mission data sets each year?

What is the workload volume of effort for maintaining CE Mission data sets? (one example is the Utilities Mission Data Set which contains thousands of features and over 10,000 attributes).

What is workload volume of effort for the development and implementation of maintenance procedures for each CE Mission Data Set?

What mission data sets should be created for other organizations on Base?

How many features and attributes should each non-CE mission data set have?

How many new features and attributes can be added to the non-CE mission data sets each year?

What is workload volume of effort for importing new or edited data into the GeoBase System’s server?

How does the maintenance of an ever increasing number of features and attributes within the CIP and mission data sets get completed?

What is workload volume of effort for responding to requests for GIS information such as the calculation and identification of specific areas?

What is workload volume of effort for producing GIS maps to illustrate locations, scenarios, etc for presentations, waivers, sitings, etc.?

What is workload volume of effort for responding to CIP Data suspenses and CE Mission Data suspenses?

Who should respond to other Organizations data suspenses that are associated with GeoBase Mission Data Sets?

What is workload volume of effort for installing ArcGIS software updates and patches to PCs running the software throughout the Base? (will vary depending on how problematic the updates or patches are). Where does this document address the research, implementation and maintenance of GIS applications such as the Digging Permit tool and Emergency Response tool?

Response All requests for duct cleaning in MFH must be accompanied by a doctor’s note. Once the ducts have been cleaned, the measure of acceptable work is “none”, meaning no customer complaint. If the customer determines that the cleaning is not acceptable, and has complained, the cleaning will be reaccomplished.

Services Discussion Requirement documents have been funded by AETC recently because they understand the increased workload incurred by the programming section in the past few years due to new requests such as; GeoBase data incorporated into documents, aerial photos, digital photos, more detailed floor plans, IRP maps to support waivers, AT/FP requirements, planning and programming all projects to the highest approval level for a single facility, etc. The word “requirement document” should be removed.

Question Response Noted.

Transportation 25-1-3 25.1.3.7 yes Discussion Paragraph states: “Maintain all AF form 868’s in OLVIMs DAFIS module. With the advent of the OLVIMs DAFIS module, AF form 868’s are no longer required because dispatch information is loaded directly into the computer system. AFI 24-301, paragraph

1.2.10.10 states that Dispatch Operations maintains requests for transportation in the Dispatch module of OLVIMs, but does not specify the use of AF forms 868.

Question Does the government intend the service provider use AF forms 868s, or is the intent of this requirement only that all dispatch requests are maintained in the DAFIS system?

Response The government does not intend the service provider to use 868's. This is just to state that all requests will be maintained in the OLVIMS DAFIS module. The reference to 868's is just to clarify the dispatch request.

General 3.4.2 Section L yes

Contracting Discussion Per the stated L requirements the offeror is to provide the type and quantity of required supplies and materials. This L requirement is redundant throughout all of the subfactors. To list all of the required supplies and materials with the granularity of type and quantity for each subfactor would require a substantial amount of pages. Section M (M 5.2.2, 5.3.2, 5.4.2, 5.5.2) verbiage is identical to L with the exception of the statement, “Include type and quantity of required supplies and materials. Note: Technical and price proposals must match.”

Question

1. Is it the Government’s intention to require this exhaustive type and quantity list within the technical portion of the proposal or within ODCs in the Cost proposal? 2. If this requirement is to remain, would the Government consider increasing the page count by 50 pages for Volume II and 100 pages for Volume III?

See amendment 0003.

The Mnpr Matrix incl an additional labor cat reqt for "direct supt". Normally, Sect L requirements are dominant Question Request the Government clarify the requirements for proposed labor.

Response Additive direct labor is considered direct labor not tied directly to a specific functional requirement. For example, in aircraft maintenance additive direct would be associated with aerospace ground equipment (AGE) maintenance and precision measurement equipment libratory (PMEL). Neither AGE or PMEL is tied directly to support of an aircraft such as the T-38C aircraft; therefore, the workforce is shown as additive direct.

Contracting Discussion Ref Q669 regarding what CLIN to place the program manager and staff and the Government reponse which stated that the offeror's methodology will determine where to place such costs.

Question Of concern is that since there is not Program Management Office CLIN, these costs require allocation accross all CLINs. However, as Housing and possibly Supply and Communications & IT are removed form the contract will the Government allow for a redistribution of the PMO to the remaining CLINs and any adjustments to the Target Costs. It appears that placing these costs in a separate CLIN allows the Government greater visibility to true costs of each function including the PMO. Please reconsider how the allocation of PMO costs are handled.

Response A PMO CLIN would be administratively prohibitive due to multiple funding accounts.
