| Q: This section discusses “Compliance with no-cost published supplement or amendments, as well as the initial 60 days compliance with published supplements…shall be included in the contract price”. Since each change is at the discretion of the Government and the magnitude or frequency of changes cannot be anticipated, their cost cannot be reasonably estimated to be included in the basic contract. Would the government consider establishing a dollar and frequency threshold for supplements or amendments in order to develop a more reasonable contract price? |
Response: PWS sited publications/directives/forms are continuously being revised. As revised publications/directives/forms become available the service provider is expected to implement them if no cost increases are anticipated. However, if a cost increase is anticipated the service provider shall notify the contracting officer of the increase before implementing. Should the service provider implement the change without notifying the Government the service provider assumes the cost.

| Q: The 71 CS/CC has the authority to change response times to meet mission requirements as needed. If a Government change in response times increases cost, how will the cost increase be handled? |
Response: This paragraph supports the Installation Security Plan and day to day help desk operations. As mission requirements, priorities and circumstances change some users and systems will move up and down the priority list for service and recovery. The communications squadron commander has final authority as to which users and systems receive service first and will need to change response accordingly. Response times are currently 1 hour but in the event of an emergency (tornado, network attack, industrial accident. etc) normal operations will obviously be halted in order to respond. The service provider’s Comm/IT staff must be able to adapt to changing priorities. Support for changing priorities shall be included in the target cost.

| Q: The RFP indicates the contractor shall comply with tasking from the AETC NOSC. How will the Government manage costs associated with these tasking? |
Response: MCCC (formerly NOSC) taskings are included in the workload estimates and cover a wide range of services. Overall management of network operations is centrally managed at the MCCC so these tasks are primarily "touch maintenance" (hardware restarts and Line Replaceable Unit (LRU) (e.g., circuit card replacement)) and data collection in response to downward directed data calls; e.g., number of servers, numbers of users, etc. Support for MCCC taskings shall be included in the Target Cost. Taskings that exceed 10 percent of the estimated workload may constitute a request for equitable adjustment.

What is the baseline for current compliance funding obligation and the current pollution prevention investment? Is the 10% reduction/increase based on an initial start date i.e. 2007 or is it based on the previous years funding obligations investment? |

| Q: The RFP indicates two times for determining fuel services response time, 30 minutes of the fuel request and one hour to respond and depart Vance to support aircraft that divert to off-station sites. The response times are calculated from time of request to time of arrival to aircraft servicing locations. Since there are two times identified in the RFP (30 minutes and one hour), is there a standard time to the servicing location? |
Response: The thirty minute response time is the standard maximum time to respond to an aircraft servicing operation on Vance AFB.
The 1 hour response time is for preparing and departing Vance AFB for off-station fuel requests within the 300 mile radius. This 1 hour is not the arrival time to the off-station site. As stated previously, it is for responding to the fuel request, preparing and departing Vance AFB.

For calendar year 2005, there were 2695 fuel services past the normal airfield operating hours on Monday through Friday. This number equals 4% of all fuel services for calendar year 2005.

| Q: Since the contractor may be required to work with other grades of fuel not listed in the Appendix F of the PWS - if this results in additional man-hours (e.g. time to purge a fuel truck), will the additional work and cost acceptance be authorized under the O&A CLIN? Is there any historical data on how frequently this occurs and does it involve follow-up work such as purging of fuel trucks? |
Response: If the contractor was to work with additional fuel other than in the Appendix F of the PWS, the fuel would be provided by the government, there would be no additional man-hours needed to purge trucks, all requirements could be met on normal duty hours.
Historically, the aircraft that required other fuel than what was stocked on base were directed to the local civilian airport to purchase fuel.

Response: Section 18_FF has been revised to show Government provided vehicles. Should the service provider need additional vehicles the cost shall be included in the Target Cost.

People don’t normally talk about doing anything with “FLIPS.” You might want to change the second sentence of this para to read, “Ensure the local base information in FLIP publications is accurate,” and the acronym in the first sentence to “FLIP.” |

| Para says “for all Government T-1, T-6, and T-38 aircraft.” Our understanding is there is no arrangement between AETC and ACC for off station recovery of ACC’s T-38A and AFMC’s T-38B aircraft although we believe it has been common practice for respective program managers to “help each other out” when the aircraft of one breaks in the other’s area. Please clarify what AETC requires and desires concerning support of Government aircraft that are not assigned to AETC units. |
Response: The PWS verbiage was changed from "all Government T-1, T-6, and T-38 aircraft' to read "all AETC T-1, T-6, and T-38 aircraft". This brings it in line with AFI21-101, AETC Sup 1 guidance.

This paragraph does not provide for employees whose experience is only on T-37 aircraft. Will all incumbent aircraft maintenance employees currently assigned to T-37 have had an opportunity to get one year’s experience on the T-6, T-1, or T-38 before 1 Oct 07? If not, will adherence to the training provisions of Part 21 permit us to employ these individuals on the new contract? |

We recommend that any preparatory or joint tasks required to support CFT be negotiated at the time they are required as an O&A to the Vance target price. |
Response: Yes, all CFT workload data is included in the maintenance workload data and maintenance man hours per flying hour data provided in Appendix 3BB. All support for CFT shall be included in the Target Cost.

| Q: Is the Hush House capable of being used for installed T-38 engine runs, or are all these performed on a sound suppressor? What will the Hush House be used for after there are no more T-37 aircraft at Vance AFB? What is the current condition of the Sound Suppressors at Vance, and are they expected to remain serviceable through the life of the next contract without major overhaul or modification? |
Response: The hush house is being used for T-38 engine runs only. T-37 aircraft have never been run in the hush house. The current condition is serviceable, there are scheduled inspections required to keep it in serviceable condition. Modifications required would be driven upon direction of AETC and are unknown at this time. The suppression system requires periodic maintenance/inspection. The T-38 will continue to be run in the hush house.

Response: During development of the draft PWS, the number of personnel parachutes was correct. Due to T-37 aircraft transitioning out, the number of parachutes has decreased. At the start of the new contract in 2007, there will be approximately 167 personnel parachutes (BA-22) on-hand to support T-38C flying operations. Response: Examples of these studies include: T-1A Aircraft Structural Integrity Program (ASIP). T-1A effort includes 5 aircraft at 3mhs each to prepare and install and 3mhs for removal. Assisting engineering efforts to fit modified parts as required. Past efforts have included T-1A bleed air tubes in Feb. 06 at 10 mhs. | Q: Would factors such as weather and IFEs be considered as non-controllable; therefore, non-chargeable delays for scheduled departure times? |
Response: Weather is a non-controllable/non-chargeable factor to departure times. Unless all runway operations are suspended/closed due to IFE's or the like (aircraft mishaps), then there is no charge to delayed departure/arrival times to AM contractor. AM contractor should have enough personnel during flying hours to support more than one IFE at the same time. That is to include having a sweeper on duty in case more than one runway has to be swept at the same time. This is to minimize the temporary closure of more than two runways at the same time, thus minimizing delays.

Means the service provider shall make every effort in designing of new facilities/assessment of old facilities to specify energy efficient equipment and design principles using the capital investment provided by the DoD and shall reduce energy consumption.
