Discussion "A qualified Certified Barrier Maintenance personnel shall be on duty when the Airfield is open." (sic) Regardless of the fact that we were unable to find a notation that establishes set hours of operation for the airfield, if AETC requires the Airfield to be opened at abnormal hours for whatever reason, we would need to call-out a qualified CBM.
Question A) What are the established hours of operation for the Airfield? B) How frequently has the Command opened the Airfield outside of these established hours of operation over the last year? Three years?
Response The published airfield hours for Vance are 0700-1900 Monday thru Friday (non daylight savings time) 0700-2000 (daylight savings time) Sunday 1300-1700 Sat and Holidays; Closed. For night fly weeks (every three weeks) airfield hours are adjusted to accommodate. The time the airfield is open for a night fly vary from 12 to 16 hours depending on the time of year. The Command has not opened the airfield outside the established hours in the past year.

Discussion Paragraph currently reads: “The effectiveness of the Offeror’s approach and methodology to meet cyclic and unique situations including the ability to meet peak workloads; overlapping or simultaneous taskings at Vance AFB such as weather to include high winds, lightning, hail and tornadoes priority transient alert support; plastic media blast for other organizations; base exercises; aging fleet; aircraft deicing; quiet hours; and increased off-station aircraft recovery.”
Question The items “priority transient alert support; plastic media blast for other organizations;” and “aging fleet; aircraft deicing; quiet hours;
and increased off-station aircraft recovery.” Have nothing to do with Communications and Information Technology. Were these items included in the referenced evaluation criteria by mistake? If intentional, please clarify their relevance to Comm & IT.
Response Please see amendment 0002

Discussion Would like clarification regarding estimates provided for CLINs 0037, 0038, and 0039.
Question Does 26.1.1.11 apply to the amounts listed in CLIN 0037, 0038, and 0039? If a contractor utilizes a total-cost input method for computation of G&A, this calculation could force a contractor into a violation of CAS 9904-401.40, 50, and 61. Please clarify Response In the context of PWS Section 26, this refers to only CLIN X037. CLINs X038 and X039 will be funded by A mods and are separate from PWS Section 26.

41 Technical Transportation 25-1-4 25.1.4.3 Current Contract yes Discussion Referenced paragraph requires that the contractor provide vehicles required to perform the requirements listed in the PWS. During the site visit, we observed numerous contractor-furnished vehicles being operated to meet requirements. Some of these vehicles looked new and having numerous years of service left.
Question Is the incumbent contractor going to be allowed to use those vehicles in serviceable condition and having years of service left. Or will the incumbent contractor also be required to purchse new vehicles for this contract to make it a :level playing field?"
Response Any current contractor owned vehicles will not be available to new service provider unless an agreement is made between the two service providers to acquire those assets. The government has no control over these assets.

Discussion The performance threshold for suspense’s to be excellent is to be answered prior to six days of the due date. Anticipation is that there will be many suspense’s that will have due dates shorter than six days.
Question How will the suspense’s with times that will not enable meeting the Outstanding threshold be handled for this performance standard?
Response History has shown that there will not be any formal suspenses that will have due dates shorter than six days.

Discussion This paragraph states that AFI 21-101 references other AFI’s and Directives, that will be complied with to the maximum extent practical to perform the required services for aircraft maintenance. There are several directives referenced in AFI 21-101 that are not listed in Appendix 3A, Applicable Publications.
Question Based on para 3.1.1.3.2, do we assume that directives referenced in AFI 21-101, but not listed in Appendix 3A are to be considered advisory publications and followed to the “maximum extent practical” to accomplish the requirements of the PWS, but are not mandatory publications?
Response AFI 21-101 is mandatory publication, therefore if a publication is called out in an applicable paragraph of AFI 21-101 and is directive, it is considered mandatory.

Discussion This paragraph requires the Service Provider to support any assessment, inspection, exercise, deployment, static display, flyover, incentive flight, open house (airshow), Medical Air Evac, ROTC orientation flight, Civilian Fly-in, or change of Command Ceremony, that involves aircraft and/or maintenance resources. It goes on to state that these events may occur on weekends, or holidays, and the cost associated with these events shall be included in the Target Cost.
Question Does the workload data specified in paragraph 3BB.2.0 (680 Man-Hours) account for all main-hours expended in support of this paragraph?
Response Yes, this is accounted for in this workload data.

Discussion This paragraph requires the service provider to provide the monthly logistics indicators report to the Government QAE NLT the fifth calendar day of the next month. This requirement conflicts with the guidance for this report contained in AETCI 21-105. IAW AETCI 21-105, the Logistics indicator data spreadsheet is due by the 7th Calendar day of the next month and the Narratives and Senior Leader’s Comments are due by the 10th Calendar day of the next month.
Question Was the citing of the 5th calendar day for submission of the monthly logistics indicators report a mistake in the PWS, and should we consider AETCI 21-105 the guiding directive for the report?
Response No mistake. Reports are due to QAE by the 5th day in order to provide time for review prior to sending off base by the 7th day.

Discussion It is unclear who, or what agency is intended to fulfill the Munitions Accountable Systems Officer (MASO) responsibilities. The wording in paragraph 3.1.27.3 leads us to believe the MASO is someone other than the Service Provider. For example: para 3.1.27.3.1 states, “The service provider shall: …Perform those functions that are delegated by the MASO”; para 3.1.27.3.6 states, “The service provider shall: …Forward all count sheets and computer listings to the MASO”; para 3.1.27.6.12 states, “Any changes to the existing method must be approved by the MASO/Chief QA prior to implementation.”
Question Who is the MASO? Are MASO responsibilities accomplished by the Government or Service Provider?
Response The MASO for the Vance munitions account is someone who meets the requirements of AFI 21-201 by the government. MASO responsibilities are accomplished by both the Government and Service Provider. All of the MASO responsibilities for the operation of the munitions account that can be delegated are delegated. AFI 21-201 states which responsibilities can be delegated.

| 2.1.7 |
Discussion Table 3A.1 lists AFI 91-301, Air Force Occupational and Environmental Safety, Fire Prevention and Health (AFOSH) Program, and AFI 91-302, Air Force Occupational and Environmental Safety, Fire Prevention and Health (AFOSH) Standards, as mandatory publications. Paragraph 2.1.7, however, states that: “The service provider shall establish a safety program for employees IAW OSHA standards. Service provider shall not be required to comply with AFOSH standards except as needed to protect AF resources (facilities to include hangars and industrial areas, equipment, and AF personnel). For flight line operations the service provider shall comply with AFOSH STD 91-100, Aircraft Flight line – Ground Operations and Activities.
Question Should AFI 91-301 and AFI 91-302 be listed as “advisory publications”, and applicable only as they pertain to protection of AF resources?
Response The PWS will be amended to remove these publications.

| Maintenance |
Discussion This paragraph states that QA Inspectors will not perform maintenance or be augmentees to other work centers. The Service Provider may need to have the flexibility to use the QA personnel in maintenance tasks during contingency or emergency circumstances (i.e.
Hurricane Evacuation). Also, certain maintenance-type tasks are normally accomplished by QA (i.e. Weight & Balance Technician/Supervisor, etc.). In addition, the Service Provider may need the flexibility to temporarily detail a qualified QA inspector to fill a critical specialty shortage in another classification (as permitted by the CBA) due to unforeseen circumstances until the shortage can be rectified through new-hires, transfers, or the individual can be returned to work.
Question Can the statement restricting QA Inspectors from performing any maintenance either be removed altogether, or modified to exclude the types of tasks mentioned above?
Response No. QA inspector is NOT considered a part time job. It is required that QA personnel will not perform other duties in order to devote maximum time to aircraft maintenance oversight. QA inspectors are not envisioned to be qualified to perform tasks such as towing or servicing. If they are required in a recognized emergency to help protect resources, approval will be requested in advance from the contracting office and QAE.

Discussion The following is quoted from the draft PWS issued August 2006.
3.1.21.7. Maintain individual training records on each employee to include the position and title. As a minimum, those records shall contain all tasks on which the individual is qualified to perform maintenance/inspections, initials of the individual who provided the training, initials of the employee, and the date training was conducted/completed. Each training record will include a method to clearly identify each employee and trainer through use of a signature/initials identification system. Primary and alternates will be trained in all tasks to prevent one-deep manned difficulties. Training records shall be made available to the Government upon request. All ancillary/recurring training and special certifications shall be documented in MIS or an Air Force accepted service provider database.
3.1.21.7.1. The service provider may use an automated training record with concurrence of HQ AETC/A4MM3 and acceptance of the CO and as long as it meets the requirements in 3.1.21.7.
3.1.21.8. In the event the follow-on contract is awarded to other than the incumbent and the successor service provider hires incumbent service provider employees, the following training/qualification/certification minimums are established:
3.1.21.8.1. The incumbent service provider shall provide employee training records to the employee NLT the last day of contract performance.
3.1.21.8.2. As reflected by appropriate records and MIS products, the incumbent service provider employees’ qualification/certification will be considered valid for a period of up to 120 calendar days, beginning on contract performance start date.
Within this 120 calendar day period, the successor service provider shall verify the qualification/certification of former incumbent service provider employees and re-qualify/recertify those personnel. All such qualification/certification actions shall be IAW provisions of this PWS.
Question Will the automated training management system currently in use at Vance AFB, which we understand is only used from training management at Vance AFB and not at other AETC bases, be made available to the successor contractor by the Government, or must Friday, March 16, 2007 Page 25 of 88

This implies that the cost of fuel of service provider purchased vehicles is the responsibility of the service provider.
Question Is this correct? If so, can the service provider use the government self-service automated service station at the service providers expense Response Yes, See Section H, paragraph H-15 after amendment.

Discussion Perform off-station recovery of disabled aircraft IAW AFI 21-101. Aircraft that become Not Mission Capable (NMC) while off station (other than an Air Force base that has the capability) shall be the responsibility of the closest base possessing the maintenance capability. Maintenance capability is defined as currently possessing and maintaining the specific MDS aircraft. The 71 FTW is responsible for western region aircraft recovery. This may include non-AETC aircraft that the service provider has the maintenance capability to support, as determined by the CO. The closest base shall be determined by using the Defense Table of Official Distance (DTOD) web site (http://dtod1.sddc.army.mil). Service provider shall initiate support action upon notification by the owning organization that an AF, AETC, or inter-service aircraft is NMC off-station, and a determination has been made that Vance AFB has the responsibility to recover the aircraft. Service provider shall dispatch required maintenance crews, supplies, technical orders, and support equipment, to perform the required repairs and inspections as soon as possible, but NLT than the close of business on the second normal duty day. If multiple aircraft require off-station support by a single base, priorities will be negotiated between the owning and supporting base(s) to minimize negative mission impacts. Service provider shall provide continuous support necessary, to include weekends, to return the aircraft to mission capable (MC) status. Appendix 3BB contains historical/example workload data that identifies AETC/FTWs required to support off-station NMC AETC aircraft. TRAVEL AND PER DIEM COSTS ASSOCIATED WITH AIRCRAFT MAINTENANCE OFF-STATION SUPPORT SHALL NOT BE INCLUDED IN THE TARGET COST AND WILL BE PAID UNDER THE TRAVEL CLIN IN SECTION B. The service provider shall be required to prepare TDY orders and submit to the Contracting Officer and through the Government QAE or Government RA, as an approval mechanism.

Discussion states “3.1.28.9. QA Database. Establish a data program that provides for on-site retrieval of all inspections conducted by the service provider and Government QAEs and corrective actions taken. The database shall provide a means to determine if the frequency of identified minor discrepancies warrants improvements to applicable technical data or other directives.” This requirement assumes that the Government QAEs will utilize the same database or a database that is compatible with a service provider’s data base.
Question If the service provider’s database is not used by the QAEs and the QAE database is not compatible with the service provider’s data base will the service provider be expected to manually enter QAE discrepancy and corrective action information into the service provider’s data base?
Response We will all use the same data base. If you do not wish to provide your own, then we will make QMIS available to you.

Discussion PWS states “3.1.28.1. Establish and maintain a formal “compliance-oriented” Service Provider’s Quality Assurance Program (QAP), IAW AFI 21-101” AFI 21-101 paragraph 8.1 states Civil service and contracted organizations shall use the accepted quality program outlined in their respective contract. Paragraph 3.1.1.3.1 indicates that chapter 8 of AFI 21-101 is applicable to the PWS.
Question What specific programs and requirements in chapter 8 of AFI 21-101 shall the service providers QAP include? Request the specific requirements be specified by paragraph. Without this clarification we and the QAE must make assumptions when preparing and evaluating the plan for compliance with the PWS and the AFI.
Response As stated in para. 3.1.1.3.1 chapter 8 compliance is required except as noted (sec 8B). Your "service provided quality assurance program" will be evaluated for comprehensive adherence to this chapter.

Discussion Most of the Vance PWS sections reference the use of an information system but does not identify specific systems such as CAM, ACAE, etc. For example, Fire Protection Section 18 Appendix 18-FG reference a computer system training requirement but the PWS section 18 does not address any information systems.
Another example is PWS section 10 requirement to track housing occupancy rates. This section does not mention any systems.
However, PWS section 11 (O&M) does mention using IWIMS system for tracking occupancy rates in paragraph 11.2.21.12.
Another instance is tracking training of contractors. The assumption is USAF CAM will be used to manage training but the draft RFP does not explicitly state which system is required to be used by the contractor.
Question What specific information management systems per PWS will be used during the Vance contract to manage quality, training, aircraft maintenance, housing occupancy etc.?
Response This is to cover the ACES system Friday, March 16, 2007 Page 33 of 88

Discussion Paragraph 2.1.23.2.12.2 states that the Service Provider shall provide fuel, oil and lubricants for all service provider vehicles.
Paragraph 2.3.3.3 states that the Government will provide gasoline or diesel fuel for Government provided, and service provider vehicles. This paragraph goes on to state that VIL point-of-sale keys are used to preclude their use in support of vehicles not listed in Appendix FF of each section and service provider vehicles not purchased as replacement for these vehicles. Appendix FF lists only 17 special purpose vehicles that are to be provided by the Government. There are many general purpose vehicles that will be required to be procured by the Service Provider specifically execute the contract.
Question Is it the intent of this PWS that the Service Provider will be required to provide all fuel, oil, and lubricants for its fleet of Service Provider vehicles unless they are replacements for the 17 vehicles listed in Appendex FF? or Is the intent that the Service Provider will provide oil and lubricants and the Government will provide Fuel for the Service Providers vehicle fleet?
Response Yes, service provider is responsible for fuel, oil and lubricants for its vehicle fleet.
