RFI #102
Amendment 0002 added the statement "**Physically separated, but not autonomous from its parent base. For example, a project on Eglin MainBase would be considered geographically separate from a project on an Eglin outlying Range. For private projects a distance of at least 25‐miles."
Given this addition, please confirm offerors can still show concurrent project performance at two geographically separate bases (e.g., Fort Irwin, California and Fort Hood, Texas)? MACC RFI RESPONSE 13 MAY
2022 (RESPONSE #200)
Response to RFI #200 states that a 6% design fee shall not be violated but appears to not match FAR, DFARS, GAO, and DOD regulations. The 6% statutory limitation is only for the preparation of "designs, plans, drawings, and specifications" and does not apply to supplemental services such as pre‐engineering, survey, design analysis services, etc. In references 10 USC 7540, 10 USC 9540, 10 USC DFARS 236.606‐70.
and as clarified by EP 715‐1‐7, 4‐13 (1), (c), (3), and 48 CFR 836.606‐71 there are costs outside the 6%. Please revise and clarify.
Each design cost should be identified in the 50‐Div on the appropriate tab and can be broken out into direct and indirect design costs, and should demonstrate that you are not violating the 6% requirement on the applicable items. The total cost of the design and all elements should then be entered as a total cost on the CLIN structure tab of the 50‐Div.

Please confirm that the requirements of the Eglin AFB Design Guide are not applicable where they're covered by a more recent UFC.
Most current UFCs will apply. See additional statement in Section 3.0. Design and construction will be in accordance with the most recent UFC, UFGS, AFI, and other base required standards and guidance.
5/19/2022 47

Please confirm if a stormwater management treatment pond is required? Below are references in Attachment L10 Statement of Work that are conflicting with the RFI responses stating to refer to Section 7. Plumbing (This question is a Civil matter) ‐See section 3.2 Site Development (Page 7) Paragraph B. last sentence states “A small stormwater treatment facility (pond) will be required to treat the new impervious runoff. Grading and Sodding will be required for the stormwater facility.”
‐ Section 3.2 Site Development (Page 8) Paragraph D Storm Drainage/Storm Water Management – last sentence “However, since the project is part of the larger development of Eglin AFB, a FDEP Environmental Permit will be required and a stormwater facility (pond) is required to be provided” ‐ See section 3.5 Civil (Page 13) first bullet point does not indicate a stormwater pond.
‐ See Section 3.7 Plumbing (Pgs. 18,19,20) no reference at all to a stormwater pond.
‐ See Section 3.13 Special Requirements (Chart on page 27) that states “a small stormwater management treatment pond will be required.
Refer to section 3.7 Plumbing for details” Again this is a CIvil matter, not Plumbing.
This project is Design‐Build, please refer to Section 3.7 in the Revised statement of work, specifically the figure on Page 20.
5/20/2022 69

Assuming a stormwater management treatment pond is required; does the stormwater retention have to account for the existing building?
Please refer to Section 3.2, section b. The new treatment pond will be required to treat the new impervious runoff.
5/20/2022 70
RFI repsponses regarding UXO Sweep (RFI #s 154, 173, 237, 285, 321, 337, 349, 379, 420, 447, 466 thru 476, 481 thru 490)
Please confirm depth should the UXO sweep be performed for the PEMB & Septic Field? IAW Section 3.13, UXO sweep is no longer required.
5/20/2022 71
RFI repsponses regarding UXO Sweep (RFI #s 154, 173, 237, 285, 321, 337, 349, 379, 420, 447, 466 thru 476, 481 thru 490)
Does the Government have any MMRP historical data of which the UXO Contractor should be aware while doing the UXO sweep? IAW Section 3.13, UXO sweep is no longer required.
5/20/2022 72
RFI repsponses regarding UXO Sweep (RFI #s 154, 173, 237, 285, 321, 337, 349, 379, 420, 447, 466 thru 476, 481 thru 490)
Please confirm the Government's expectations for the UXO contractor if UXO is found and identified for the following items:
1.) If not safe to move, blow in place/on site demolition? 2.) Removal to a holding area if considered safe to move? 3.) Call Eglin AFB for removal and disposal?
IAW Section 3.13, UXO sweep is no longer required.
5/20/2022 73 Please confirm whether the bidder needs to carry permit fees for the seed project or not. Permit fees are the responsibility of the contractor.
5/20/2022 74 Please confirm whether the bidder needs to carry inspection fees for the seed project or not. Inspection fees are the responsibility of the contractor.

5/20/2022 77 Attachment L10 Revised SOW Section 3.7 indicates that the required septic tank is 500 gallons. Attachment L1 indicates pricing for a 1000 gallon septic tank. FDEP minimum septic tank sizing is 900 gallons. Please confirm which volume controls for pricing.
Corrected. Please refer figure in Section 3.7, Septic Tank and leach field detail.
5/20/2022 78 Attachment L10 Revised SOW Please confirm that Section 10, as well as provided As‐Builts, provide current location of existing utilities, and that paint markings in the field are not location of additional chilled water lines along West side of structure.
Section 10 and the As‐builts are the known locations of current utilities. A dig‐permit is required after award and any lines that need to be relocated will be addressed at that time. Paint markings observed are part of a different project and are being addressed and should not be considered in the scope of this project.
5/20/2022 79 Attachment L10 Revised SOW Best practice for a facility of this type is to provide an oil/water separator for environmental protection from harmful substances. Please confirm if an oil/water separator will be required as a part of this project.
Please refer to the Updated SOW, no OWS is considered.
5/20/2022 80 Attachment L10 Revised SOW Section 3.9 C
This is a follow‐up RFI which can have substantial cost impact on the project. Section 3.9 C in Attachment L10 Revised SOW does not clearly state if the existing Spectronics fire alarm system should be extended to cover the new system in the addition, or if the intent is to provide a new fire alarm system throughout the existing portion and the addition. Without clarification, the assumed approach will be to provide new fire alarm throughout the entire building, which will increase project cost. Please clarify specifically what approach should be taken.
IAW with Section 3.9 of the Revised SOW, the new fire alarm will be compatible with the existing system. Please also refer to Section 3.9 section c ‐ Bid Option CLIN 0003.
5/20/2022 81 On page 9 of the document entitled, “Attachment+L9+Supplemental+Info+Bldg+9460” There is a refence to Fire Protection systems (i.e., HEF) which I assume means high Expansion Foam and a Y in the next column. Does the new building require a High Expansion Foam System?

Many of the pre‐filled items of work are not how CSI specifies the work. For example, all of the finishes are on the Division 6 Carpentry tab rather than the Division 9 Finishes. Do you prefer we leave it on the incorrect tab or move it to the correct tab? Another example is the metal building. It is shown on the Division 5 Metals tab, but will be specified in Divison 13 Special Construction. There are several others. It may complicate the evaluation if items get moved around, but it makes it more difficult to confirm all scopes have been covered when they are in the worng place. Please advise.
See Section L Section 2.5.2.5.1 and per the Instructions on the 50‐Div, please leave current entries in sheet, but add any additional below the current list, as needed. If the contractor feels items listed on a particular division should be moved to a different division, they should leave the item in its original location and annotate the division it is moved to.
