SECTION 01 01 00
GENERAL REQUIREMENTS
1. DEFINITION OF INSTALLATION: Installation will be defined as the property and facilities located within the jurisdiction of the particular base, post, air station, or compound where work is being accomplished.
2. PRECEDENCE: Individual installation-specific requirement specification sections shall take precedence over the requirements in this section.
3. PROJECT DESCRIPTION: The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for a broad range of maintenance, repair, and minor construction work on various real property facilities at installations covered under this contract, to include design and engineering services. The Contracting Officer (CO) will conduct negotiations with the Contractor and issue individual Task Orders (TOs) for maintenance, repair and minor construction projects identified by the Base Civil Engineer (BCE) or Director of Public Works (DPW) as part of the Multiple Award Construction Contract (MACC) program.
4. CONTRACT DOCUMENTS, REFERENCE STANDARDS, AND PUBLICATIONS
4.1 The following documents are a part of the solicitation and any resultant contract. The Contractor shall utilize the referenced documents in the accomplishment of tasks prescribed in TOs. The standards and publications listed in each section of the specifications form part of these specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of the listed standard or publication.
4.2 Specification: The specifications are taken from the Unified Facilities Guide Specifications (UFGS). The UFGS website is http://www.wbdg.org. The specifications have been edited for this specific contract and will remain unchanged throughout the contract unless officially modified.
4.3 Unified Facilities Criteria (UFC): UFC’s shall be used as the standard building code for all construction under this contract. The website is http://www.wbdg.org. Any and all changes to UFC’s will immediately become requirements of this contract at the time of solicitation.
4.4 Installation Design Standards: Each installation’s standards shall be adhered to on all construction projects. Any possible deviations from these standards shall be brought to the CO before implementation. These are listed in each installation-specific specification.
5. PRE-PERFORMANCE MACC MEETING: Before work begins on this MACC, the Contracting Officer will arrange for a meeting with the Contractor to discuss the contract in general, including administrative matters, project requirements, submittal procedures, approval and payment schedule, quality control expectations, request for proposal and TO procedures, traffic control, construction access requirements, as-built criteria, performance

01 00 00-2 requirements, security procedures, accident prevention, safety, and fire prevention briefings.
6. BUSINESS TELEPHONE: At the beginning of this MACC, the Contractor shall provide the applicable Contracting Officers a Contractor personnel telephone number, e-mail, and website for regular working hours. The Contractor shall also provide after hours (emergency) telephone numbers for the Program Manager and Installation Construction Manager, as a minimum. Whenever changes in personnel or phone numbers occur, the Contractor shall provide the CO with an updated phone list within 14 calendar days. The Contractor is required to provide a means of mobile communications (i.e., cellular phone and/or pager) for the Program Manager and Installation Construction Manager, Superintendent, Quality Control Officer, and their respective alternates, for the life of the contract. Communications equipment will require special coordination and clearance with installation communications authorities.
7. WORK HOURS:
7.1 The Contractor shall complete work between the hours of 7:00 a.m. and 4:00 p.m. local time, excluding Saturdays, Sundays, and Federal Holidays. See site specific specifications for further information on hours. Access to work sites may be restricted to these hours and days. Work that requires inspection during accomplishment or that prevents inspection of other work after accomplishment must be coordinated with and approved in advance by the Contracting Officer. Inclement weather, operational delays, and security related delays might affect the Contractor’s work periods. The Contractor must make allowances for these events, as resulting lost time will not be reimbursable in either days granted or dollars.
7.2 The Government only recognizes the following legal holidays established by federal statute:

8. WORK INTERRUPTIONS AND DELAYS: The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. Official late reporting and snow calls will affect the Contractor’s work periods. The Contractor must make allowances for these events and resulting lost time will not be reimbursable.
Notification to the Contractor shall be provided by the applicable Contracting Officer.
9. FIRE PROTECTION: The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work in accordance with UFC 3-600-01 and National Fire Protection Association (NFPA) standards. See Section 01 35 29, Safety and Health Requirements.
10. FAIR OPPORTUNITY PROPOSAL REQUEST (FOPR):
10.1 Project Documents: For each project, the Contractor will be furnished with one electronic copy of the Statement of Work (SOW). The Contractor will also be provided with one electronic set of drawings and specifications and a Submittal Schedule, if available. The level of the design provided to the Contractor shall be anywhere from a basic concept to a complete design package. The Contractor may reproduce the drawings and specifications at the Contractor’s own expense if additional copies are needed. The Contractor shall check all drawings and specifications immediately upon receipt for discrepancies and notify the CO immediately of any/all discrepancies found in the form of a Request for Information (RFI). Enlarged plans and details shall govern where the same work is shown at smaller scales. The Contractor shall compare all drawings and verify the installation before laying out the work and shall be responsible for any errors which might have been avoided thereby.
10.2 Site Visit: Prior to negotiating any individual TO, the Government and the Contractor may conduct a pre- proposal site visit for each TO. Discussions may include, but are not limited to: scope of work, method of construction, sequence of operations, progress schedule, means of access to project site, delivery and storage of materials and equipment, work restrictions, coordination requirements, project goals, liquidated damages, and potential difficulties/problems. The Contractor shall email detailed site visit minutes to the Contracting Officer within one (1) workday following the site visit. The Contracting Officer, or designated representative, will provide meeting notes to all Contractors and the Civil Engineer Squadron (CES) within two (2) workdays of the site visit.
10.3 On-Site Conditions: Drawings may not be available or provided. Drawings showing the location of equipment, piping, ducts and conduit, etc. are diagrammatic and may not show every detail required. In addition, site conditions will not always permit installation in the locations shown. Drawings showing equipment, piping, ducts, conduit, etc., to be removed, altered, or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, and temporary walls, etc. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as
01 00 00-4 incidental and shall be included as part of the work. When this situation occurs, the final placement of permanently installed items shall be subject to approval by the applicable CO. The Contractor shall be responsible for inspecting to their satisfaction all areas/items of possible conflict. Failure to verify the dimensions and locations will be at the Contractor's risk and shall not relieve the Contractor from accomplishing the work required by the TO.
10.4 Project Proposal:
10.4.1 The Contractor shall provide a written proposal describing their approach to the proposed project work described in the Government’s SOW and project drawings, if any.
10.4.2 The proposal shall include, but is not limited to, a cover page or pages, project cost estimate, and a narrative. The narrative shall only address concerns or alternative solutions to the Government’s design. If there are no concerns or alternatives, then the Contractor shall so state. The cover page shall include project number, project title, total project cost, and performance period.
10.4.3 Construction Schedule: A construction schedule is required in accordance with FAR
36.515. The construction schedule shall be on an AF Form 3064 or equivalent and completed according to the instructions on the reverse side of the form, or as directed.
In addition to the construction schedule, the Contractor shall be required to submit a critical path Gantt chart schedule with milestones for all projects with a performance period of 90 days or more.
10.5 Record Drawings: During the progress of the contract, the Contractor shall keep a set of red-line drawings on the job site. These drawings shall be used to create as-builts. If the Contractor fails to maintain the record drawings as required herein, the Contracting Officer will consider that satisfactory progress has not been achieved for the period in question. Final payment will be withheld until as-built record drawings are submitted and approved by the CO.
10.6 Delivery Of Materials: Delivery of materials and equipment shall be made with a minimum of interference to Government operations and personnel.
10.7 Clean-Up:
10.7.1 Hallways, exits, and access routes must be kept free of debris and safe at all times.
Prior to departure from the work area each day, the Contractor shall remove and properly dispose of all waste materials or rubbish generated by the project work. Daily cleanup of all job sites includes leaving the affected project area in good state of order.
Thorough daily cleanup may be required in certain high-visibility areas on a case-by-case basis as described in the SOW for specific TOs.
10.7.2 Upon completion of the project, the Contractor shall conduct a thorough final cleaning.
This shall include normal daily cleanup, vacuuming, dusting, mopping, and all other necessary items as appropriate. Upon Pre-Final Inspection, the work area shall be ready
01 00 00-5 to be occupied by the customer without any additional cleanup.
10.7.3 Thorough daily cleanup may be required in certain high-visibility areas on a case-by-case basis as described in the SOW for specific TOs.
10.8 Government-Furnished Equipment/Materials: The Contractor with their own forces shall transport all Government furnished equipment (GFE) and/or Government furnished materials (GFM), if any, described in the TO. The GFE/GFM shall be transported from the Government’s storage area to the work site or as indicated on the TO. The Contractor shall follow the instructions of the Contracting Officer regarding the disposition of all Government furnished property not consumed in performance of a TO.
10.9 Equipment And Furniture On The Site: The Contractor shall cover equipment and furniture that is to remain in place within the contract operations area and protect it against damage or loss. Store equipment and furniture that is removed in performance of work where directed, or reuse in work as required by project SOW, drawings, or specifications.
Equipment and furniture temporarily removed shall be protected, cleaned, and replaced equal or better than its condition prior to starting work. Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor.
10.10 Damage To Real Property: Any damage done by the Contractor to existing Government property shall be repaired to prior conditions. Match the existing conditions and meet the requirements of these specifications. The Contracting Officer will determine if the repair work done is sufficient. All repair work will be at the Contractor’s expense.
10.11 Covered Chutes: All chutes used for refuse, and the like, shall be covered or of such design to fully confine the material to prevent the dissemination of dust.
10.12 Salvageable Items: The Contracting Officer will determine if materials are salvageable or unsalvageable. Salvageable materials shall be managed as directed by the Contracting Officer.
10.13 Trash Removal: Unsalvageable materials shall become the property of the Contractor and disposed of at the Contractor's expense. Materials to be removed shall be removed without damage to adjacent areas. All damage resulting from the removal activity shall be repaired by the Contractor at no cost to the Government. Repair shall be made with materials of like nature, type and construction as were damaged or exist adjacent to the areas to be repaired.
10.14 Standard Products: Materials and equipment shall be standard products of a manufacturer regularly engaged in the manufacturing of such products, which are of a similar material, design and workmanship. All products shall be new unless otherwise directed in the TO
SOW.
11. ELECTRONIC DOCUMENTS AND CORRESPONDENCE:
11.1 The Contractor shall submit all documents electronically unless noted otherwise in the

TO. This requirement is in addition to any other requirement throughout this contract. If any other specification or section requires hard copy documents, the Contractor shall submit these documents in both hardcopy and electronic copy to the Contracting Officer.
11.2 All documents submitted by the Contractor requiring a signature shall be submitted to the Contracting Officer with an electronic digital signature. All documents submitted by the Contractor requiring further action and signature by the Government shall be capable of being digitally signed and saved by the Government representative(s) as required.
11.3 All documents submitted by the Contractor shall follow a standardized file naming convention as indicated herewith. File naming conventions shall be strictly adhered to and may only be modified by the Contracting Officer. File names shall have no spaces.

12. CONCURRENT CONSTRUCTION: Construction work closely related to and/or located at the site of the work under this contract, including other military projects, and normal maintenance and repair work may occur. The Government reserves the right to engage in and to perform work, with its own forces or other Contractor forces, of the same type as the successful offeror without breaching or violating this contract.
13. UTILITY SERVICES:
13.1 Availability Of Utility Services: All reasonably required amounts of water and electricity, where available, will be made available to the Contractor by the Government from existing system outlets and supplies. The quality, quantity, and consistency of the utilities supplied are not guaranteed. Some TOs may not allow the use of Government utilities.
The Contractor shall, at their own expense, make all temporary connections and install distribution lines. All temporary lines shall be installed and maintained by the Contractor in a safe and workmanlike manner subject to approval by the CO and shall be removed by the Contractor in like manner prior to final acceptance of the construction. Reasonable quantities of electricity and water used to make final tests of completely installed systems will be furnished by the Government as determined by the Contracting Officer prior to execution.
13.2 Fire Hydrant Connections: Only compatible adapters shall be utilized for hydrant connections. All connections to fire hydrants shall be provided with a backflow preventor.
A hydrant wrench of the correct size shall be used to control the flow. Temporary connections to fire hydrants shall be disconnected at the end of each working day. Any use of fire hydrants shall be coordinated with the Government prior to work. Notification by the Contractor to the Government shall be made ten (10) workdays prior to any work.
13.3 Conservation Of Utilities:
13.3.1 The Contractor shall be responsible for operating under conditions that preclude the waste of utilities and shall comply with energy conservation directives for each installation.
13.3.2 Supplemental lighting shall be used only in areas where and when work is actually being performed. When work areas are vacated, lighting shall be turned off.
13.3.3 Mechanical equipment for heating, ventilation, and air conditioning systems shall be adjusted by authorized craftsman only.
13.3.4 Water faucets or valves shall be turned off after the required usage has been accomplished.
13.4 Utility Outages:

13.4.1 The Contractor shall request, in writing, any utility outage necessitated by the project work at least 14 calendar days prior to the proposed outage unless otherwise approved in writing by the Contracting Officer. The Contractor shall not operate any valve, circuit breaker, or other utility shut-off device unless approved by the CO. The Contractor shall verify that there are no conflicts with the scheduled outage immediately before shutting off the utility. The Contractor will be responsible to implement lockout/tag out procedures, as needed.
13.4.2 The request shall be directed to the Contracting Officer. It shall reference the specific TO; stipulate the specific utility system and/or circuits to be affected; the location of the work; the time, date, and duration of the requested outage for each system; and describe the contingency plans for restoring the utility to service. The request shall be accomplished on the current form required by AF Form 103 or the equivalent form provided by the base.
13.4.3 Outages shall be kept to a minimum both in number and in duration. Where multiple outages are required, as many outages as can be accurately scheduled shall be submitted as a group.
14. PARKING: Parking of Contractor vehicles shall be restricted to the project parking lot at the location designated by the Contracting Officer. Under no circumstance shall the Contractor park vehicles and/or equipment, even temporarily, on the grass, unless approved in advance by the Contracting Officer. Avoid parking under trees by placing construction fencing along dripline (outer edge of tree canopy). This will minimize root damage from soil compaction. The company name shall be prominently displayed on all construction vehicles at all times. Parking shall not violate fire or safety regulations.
15. TRAFFIC CONTROL: The Contractor shall comply with the recommendations contained in Part 6 of the U S Department of Transportation, Federal Highway Administration Manual on Uniform Traffic Control Devices to ensure proper warnings to motorists and adequate traffic control.. All signs, warning lights, barricades, and other traffic control devices shall be provided by the Contractor. The Contractor shall maintain the normal traffic egress to and from the installation during construction at all times. If traffic flow on any roadway or parking area is to be modified for any reason, the Contractor must notify the Government by submitting a traffic coordination plan for approval to the Contracting Officer 14 calendar days prior to commencing with construction activities. The schedule and phasing of roadway lane or parking closure will be discussed in a pre-construction meeting.
16. SANITARY PROVISIONS:
16.1 Use of Government facilities may not be allowed. The Contractor shall utilize only those rest rooms designated for their use, provided such usage does not conflict with usage by installation personnel and that such usage does not result in unsanitary conditions or damage to the rest room. In no instance, shall paint or other construction materials be disposed of in the rest room, janitor’s closet, drinking fountain, floor drain, storm drain or any other drain or other fixture within the facility, nor shall fixtures be utilized for
01 00 00-9 cleaning tools or construction equipment.
16.2 The Government, at its discretion, may direct the Contractor to provide temporary toilets for the Contractor’s use. When the Contractor provides their own temporary toilets, they shall ensure that they satisfy state and local health requirements for the use of construction personnel. Location, type, proposed maintenance, etc., shall be approved by the Contracting Officer prior to placing toilets. Temporary toilets shall be promptly removed at the completion of construction. All costs incurred in connection with the temporary toilets shall be borne by the Contractor.
17. TOBACCO: The Contractor shall limit smoking and use of tobacco to authorized areas only. Tobacco use shall be in accordance with applicable installation and DoD policy.

GENERAL REQUIREMENTS - BUCKLEY AIR FORCE BASE
1. The BAFB Facilities Excellence Plan and 460CEC Infrastructure Standards are part of this contract.
2. The Contractor shall obtain and process an AF Form 103, Base Civil Engineer Work Clearance Request, for each task order (project). The Contractor shall go to the work order service desk (460CES/CEO, Customer Service, Bldg 1005, Rm 179) in order to start the AF Form 103, and then they shall coordinate with the other base organizations to properly complete the form and get it approved. One copy of the approved AF Form 103 shall be provided to the CO prior to commencement of any work for the project. Contractor shall keep permits current throughout the life of the TO. Contractor shall notify service desk when work is complete.
3. In all cases the Contractor shall have contingency plans for continuing work during utility outages caused by the Contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks/interruptions made or caused by the Contractor.
4. Contractor shall be responsible for contacting utility owners to coordinate work, identify, locate, and mark all utility lines in the vicinity of the project work site (commercial and military utility lines). The Contractor will be required to mark the limits of site work/excavation to indicate location, direction, length, and depth of site work/excavation in order to facilitate the utility owner’s field marking of existing utilities. Contractor shall maintain markings completed by utility locates.
5. The Contractor shall provide, as attachment to the AF Form 103, drawings showing exact location and description of the work to be accomplished. Should any of the coordination points indicate additional utility lines or structures to those already shown on the drawings, by sketch on the Contractor's drawing or by field location marking, the Contractor shall be responsible for the protection of each of the indicated items. It is the responsibility of the Contractor to verify the exact location of all indicated utility lines and structures, and for the protection of the same, in the project work area. Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original condition.
6. The Contractor shall not disturb electrical and/or communications facilities and wiring not discussed in the statement of work (SOW) or drawings. Where such facilities require removal for accomplishment of the project work, the Contractor shall notify the CO in writing at least seven calendar days in advance of the requirement, for the accomplishment of such removal work by the Government. The Contractor shall allow the utility owner to remove the systems required. If the lines are damaged by the Contractor’s construction activities, the Contractor shall restore
7. The Contractor shall comply with all applicable Buckley AFB regulations pertaining to safety, health, security, traffic control, fire prevention, and environmental protection.

8. Only that route designated by the Contracting Officer for each task order shall be utilized by the Contractor for access to the work site. The use of an existing elevator shall be arranged prior to use through the CO and subject to his controls. Such use will be of an intermittent and temporary nature. The Contractor shall provide and maintain suitable and adequate protective covering for the elevator machinery, the hatchway entrance, and the interior of elevator during any period of temporary usage. In no case shall the load exceed the rated capacity of the elevator.
9. Any work performed in buildings designated as Historical Buildings (Buildings 801, 909, and others as directed) must be coordinated with the Government.
10. All construction projects should be carried out in such a manner as to minimize adverse impacts to the environment. No wildlife or animal nesting site should be impacted by construction activity without first consulting with the Contracting Officer. If any wildlife is encountered during the project, all practical efforts will be made to avoid additional disturbance of the animal’s normal routine or nesting activity.
11. All impacts to waterways or drainages should be kept to minimum area, and as short a time duration as practical. Proper Best Management Practices will be utilized to minimize erosion and control sedimentation. Any impacts to wetland areas will be confirmed with the Government in advance to confirm all proper permits have been obtained.
12. Control of pests or nuisance species will be coordinated through the Contracting Officer prior to application of any pesticide, or chemical control agent. Trapping or removal of any nuisance species will be also be coordinated with the CO.
13. Any questions regarding impacts to installation natural resources, wildlife or wildlife habitat should be directed through the CO.
14. - The Contractor must notify the Contracting Officer immediately if potable water lines are damaged during construction. The Contractor shall disinfect all water lines that do not remain full of water under pressure. Disinfection shall be in accordance with American Water Works Association Standard 601and shall not be complete until two consecutive days bacterial samples, taken and analyzed at the Contractor’s expense, show no contamination. Bacteriological samples shall be analyzed by a laboratory certified by the State of Colorado.
15. Excess fill materials, including rock, gravel, broken concrete or asphalt, etc., shall be removed from base grounds and disposed of in accordance with applicable state and local regulations. Excess fill shall not be disposed of in any 100-year floodplain as regulated by the County Land Use Department.
16. Additional fill material shall be imported and delivered to the site from off the base grounds as a necessary part of the work.
17. The company name shall be prominently displayed on all Contractor vehicles operated on Buckley AFB. The Contractor may obtain entry passes for vehicles needed to transport materials and equipment at the Buckley AFB Visitors Center, located at the North Gate.

The Contractor will be required to present proof of insurance, drivers license, vehicle registration, and other documentation as needed to obtain vehicle entry pass. Entry to the restricted areas of Buckley AFB will require a vehicle pass (for flight line) and additional clearances.
18. Buckley AFB has a limited amount of storage space available for Contractor material storage, staging, and Laydown Area. Buckley AFB cannot guarantee that space will be available for the Contractor. The Contractor Laydown Yard has no fence to secure. The Government has no liability for materials or equipment that becomes lost or damaged.
Security shall be the responsibility of the Contractor. To the extent possible, the Contractor is encouraged to use the Task Order job site for staging materials. The Contractor is advised that an off-base storage/staging area may be useful for execution of some Task Orders.
19. Due to the airfield at Buckley AFB, the Contractor shall perform all work so as not to violate imagery surfaces and glide slopes defined in Federal Aviation Agency (FAA) Regulations Part 77 (1 Jan 92). The Contractor shall notify the CO a minimum of ten (10) working days prior to the approximate date of use of any equipment that is capable of extending in excess of twenty (40) feet above grade. A minimum of two (2) days prior to use, or as soon as the exact equipment schedule is known, the CO shall be notified of the exact date and time. In addition, work-producing emissions that would interfere with pilot vision or otherwise impair aircraft operations including communications/navigation must be controlled.
20. All work on military ramps and/or hangars shall be coordinated through the Government.
21. Hats on the Flightline are prohibited unless working in a hardhat area. The Contractor shall comply with Air Force safety standards and observe warnings issued during adverse weather.
22. No Contractor vehicles, equipment, or personnel shall be on or crossing any active runway, taxiway, clear zone, or primary surface area without prior coordination through the Buckley Airfield Management Office. Any work requiring a breach in fence line security at the Buckley AFB perimeter fence line, or Flightline fence, or ADF perimeter fence must be repaired within one hour to ensure restoration of perimeter security. Such security breaches will be briefed daily to the Government.
23. Construction fencing shall enclose all exterior construction sites. Plastic fencing may be allowed if approved by the CO.

SECTION 01 01 02
GENERAL REQUIREMENTS - CHEYENNE MOUNTAIN AIR FORCE STATION
1. Construction/Demolition/Deconstruction: Dumping of construction/demolition/deconstruction debris on base is strictly prohibited and it will be the contractor’s responsibility to dispose of all trash and debris off base in accordance with all federal, state, and local regulations. Only reasonable amounts of construction/demolition/deconstruction debris will be permitted to accumulate on base before being hauled off site. In special situations clean fill from excavation areas may be spread on base, but only with the approval of the CO.
2. Recycling and Reuse of Construction/Demolition/Deconstruction Debris Product: Prior to start of construction/demolition/deconstruction, contractor shall submit a list, with estimated weight, of construction items to be recycled and/or reused, vice disposal in a landfill. USAF requirement is 60% of construction/deconstruction/demolition debris shall be recycled and/or reused.
Contractor will contact the CO for additional information.
3. Connections between buildings shall be accomplished via flexible devices to allow seismic movement. Flexible device lengths shall be approximately twice the distance between the buildings.
4. New Installation: Installation of all new systems and work shall be in accordance with the Cheyenne Mountain Air Force Stations (CMAFS) Installation Facilities Standards and industry standards. The Contractor shall verify all existing spaces prior to construction to ensure equipment/furnishings will fit in allocated spaces; piping, communication, and electrical services can be routed properly; adequate space for maintenance exists where necessary; and all fire and safety codes are complied with.
5. Special Scheduling Requirements: It may be necessary at times to delay or suspend work at CMAFS to accommodate real world events, exercise scenarios, or Distinguished Visitor visits.
The Contractor will be given as much notification as possible, but it is possible that some events may require no notice evacuation of job sites. This may be expected to occur 6 times per year.
6. The Contractor shall complete the work between the hours of 7:30 a.m. and 4:00 p.m., excluding Saturdays, Sundays, and Federal Holidays. Official late reporting and snow call 474- 3333 will affect the Contractors work periods. The Contractor must make allowances for these events and resulting lost time will not be reimbursable. The Contractor shall also be advised of routine operational delays, such as those associated with entry/exit into the Cheyenne Mountain Complex.
7. Before the work begins, the CO will arrange for a meeting with the Contractor to discuss the project in general, including administrative matters, CMAFS security procedures, accident prevention, safety, and fire prevention briefings. Any questions the Contractor may have will be answered, and any foreseeable problems will be resolved.
8. The contractor shall obtain and process work clearance requests prior to any excavation, drilling through floors and walls, or other work. Submit the AF Form 103 to the CE Customer Service Center (CSC).

9. REQUESTS FOR UTILITY INTERRUPTIONS OR OUTAGES
9.1 CMAFS Form 7, Mission Critical Utility Outage Report : The Contractor shall complete a detailed work plan that will be attached to the CMAFS Form 7 when utility outages are required to complete the work.
9.2 Due to the sensitivity of the CMAFS mission operations, the Contractor's personnel will not be permitted to cut active pipe or conduit, open or close circuit breakers or motor start/stop switches, operate control devices on liquid, electrical or air systems, or in any manner interrupt any existing utility or communications systems. The Government will make all power disconnects and/or transfers unless the Contractor receives direction to the contrary from the CO.
The Contractor shall submit an AF Form 332 to the CSC two weeks prior to the work. The Contractor will provide temporary or parallel utility connections as identified on the project drawings or specifications.
9.3 The Contractor's on-site superintendent or project engineer shall forecast in writing 4 weeks in advance to CSC their need to schedule any and all interruptions or outages required on any utility system, communications lines, etc. An interruption is defined to mean any work event which will disable a portion of redundant system. An outage is defined to mean any work event which will disable both the primary and backup systems. This forecast shall identify a work week "window" 5 weeks in advance and shall contain as a minimum the following:
9.3.1 A detailed description of the tasks required to accomplish the interruption or outage, the mission or tenants affected, and of the actual work to be accomplished.
9.3.2 Site locations or room numbers where the work will be performed.
9.3.3 The estimated number of workers or crews involved.
9.3.4 The estimated duration of the interruption or outage to the nearest whole hour.
9.3.5 The estimated recovery time to restore the interrupted service to the nearest 15 minutes.
9.3.6 The work week "window" not later than which this event must be accomplished in order to keep the project on schedule.
9.4 The Government will review the forecast and will approve/disapprove in writing to the Contractor prior to the day on which the interruption or outage will occur. It may be impossible, for CMAFS mission reasons, to use the work week "window" proposed by the Contractor.
Therefore, the Government reserves the right to select an alternate work week "window" and will notify the Contractor as soon as possible and under most circumstances at least 1 week in advance. Once the work week "window" has been established, the Government will identify primary and alternate dates on which the interruption or outage shall be scheduled. Due to the sensitivity of the CMAFS mission operations and the unpredictability of world affairs, the primary date for an interruption or outage may be cancelled even after it has been approved and scheduled. Therefore, the alternate date is provided. If both primary and alternate dates must be cancelled, the CO will provide the Contractor with new primary and alternate dates as quickly as an accelerated approval can be obtained. The CO will reply to the Contractor with the following

9.4.1 Descriptive Event Name and Task Number.
9.4.2 Approved primary date and start/finish times.
9.4.3 Approved alternate date and start/finish times.
9.4.4 Any special instructions concerning on-site control and recovery problems.
9.5 Temporary bypass utilities may be required and shall be provided by the Contractor in order to keep CMAFS in operation. The design, location, and installation of temporary bypass utilities shall be coordinated with the Government prior to utilization.
10. ACCESS TO MECHANICAL ROOMS, ELECTRICAL ROOMS, AND POWER
CENTERS
10.1 Requests for access to any Mechanical Room (MR) or Power Center (PC) necessitated by the work under this contract must be made in writing to the CO at least two (2) weeks prior to the first need for entry. The CO will process the request and schedule the entry. The request shall contain the following information:
10.1.1 MR or PC for which entry is requested. (Individual request for each MR and/or PC).
10.1.2 Title of construction project and name of Contractor
10.1.3 Name of Contractor's foreman responsible for the work.
10.1.4 Description of the work to be accomplished.
10.1.5 Proposed starting day for the work.
10.1.6 Duration of the work in the MR or PC.
10.2 The CO will evaluate the entry request to determine the inherent risk of performing the work to the CMAFS mission. Should the work adversely impact the mission, directly or indirectly, the following additional requirements will be enforced:
10.2.1 The Contractor shall provide a time line describing the sequence of events which will be coordinated with Command Operations and Systems Control by the CO.
10.2.2 The Contractor’s detailed work plan shall be completed documenting the sequence of events, proposed dates and proposed times must be approved by the Contracting Officer.
10.2.3 Since accomplishment of work in several MR's and/or PC's may impact the mission sensitive activities, the work may not be permitted at the time most advantageous to the Contractor. The Contractor must factor this possibility into his proposal as a non-reimbursable restriction.

11. CONCURRENT CONSTRUCTION: Construction work closely related to and/or located at the site of the work under this contract, include other minor Air Force projects and normal Air Force maintenance and repair work. The Contractor may be required to work jointly with other contractors in the same construction area.
12. AVAILABILITY OF UTILITY SERVICES: All reasonably required amounts of water and electricity will be made available to the Contractor by the Government from existing system outlets and supplies. The Contractor shall, at his own expense, make all temporary connections and install distribution lines. All temporary lines shall be maintained by the Contractor in a workman like manner satisfactory to the CO and shall be removed by the Contractor in like manner prior to final acceptance of the construction. Normal quantities of electricity and water used to make final tests of completely installed systems will be furnished by the Government.
13. LIMITED CONTRACTOR PARKING
13.1 Parking for Contractor vehicles and for Contractor's personnel vehicles shall be permitted only at the Middle Parking Lot, with exceptions permitted as specified in Security Requirements for Cheyenne Mountain Air Station.
13.2 Construction Trailers: Construction trailer parking will be allowed if requested by the Contractor in writing on a first-come, first-served basis. Materials will be stored inside the trailer only and not around the outside or underneath the trailer. The Contractor will be responsible for all costs associated with set-up, removal, utility connections and site restoration. Signs will be attached to three sides of the trailer stating the Contractor's name, address and 24 hour emergency phone number. Removal will be accomplished prior to scheduling the final inspection or as directed by the CO.
14. OPERATION AND MAINTENANCE MANUALS AND PARTS LISTS.
14.1 Operations & Maintenance (O&M) manuals shall be provided in three hard copies and three electronic copies by the Contractor to the CO for approval in writing. O&M manuals are to be provided at least 10 days prior to final inspection and approved before project can be considered completed.
14.2 These O&M manuals shall contain the processes or methods of providing optimum efficiency of the product as described within the specifications. Further, the maintenance portions of these O&M manuals shall be explicit so that the unskilled craftsman may use these manuals to maintain the equipment in a condition of good and serviceable repair and operating at peak efficiency.
14.3 The hard copy O&M manuals shall be the manufacturer's printed and bound reference instructions and guides. Photo copies of printed material are not acceptable. All words shall be legible and all photographs and graphics shall be clear and easy to read. Electronic copies shall be in PDF format.
14.4 Parts Lists. Where required by the various technical sections, parts lists, indicating source and current unit prices shall be provided by the Contractor in quadruplicate with cover indicating the contents by equipment or system name and project title and shall be submitted with the

14.5 Contractor Requirements: The Contractor will organize all documents into a presentable and usable format. The Contractor shall index each item separately in the Table of Contents and tab each item within the text with reference to the index. This requirement shall include, but not be limited to, the following:

15. SMOKING AREAS
15.1 Cheyenne Mountain Complex: Smoking is allowed only in the designated areas in main tunnel. Smoking is not permitted in any other areas including work centers and public areas such as the Granite Inn, hallways, and restrooms.
15.2 All other CMAFS facilities: Smoking is not permitted inside any building or industrial area.
16. HOIST RESTRICTIONS
16.1 The Contractor shall obtain the required training from the Government to properly operate the hoist.
16.2 The Contractor may be able to use the Building 1000 hoist if the following conditions are met:

16.2.1 Contractor accepts full responsibility and liability arising from the use of the hoist.
16.2.2 Contractor coordinates the use of the hoist with Government via the CO at least 72 hours in advance.
17. CMAFS Site Specific Products: When “LiquidTight” conduit is installed under a raised floor in accordance with NEC, UFC and Specs, the color shall be blue.

SECTION 01 01 03
GENERAL REQUIREMENTS - F.E. WARREN AIR FORCE BASE
1. Requests for all digging on F. E. Warren AFB and the Missile sites are submitted to Customer Service in Bldg 318. "ALL" is defined as any breaking of the ground, whether by Contractor, in-house, or family housing occupants. Permits should be submitted no more than seven (7) duty days prior to required excavation date.
2. Requesters are responsible for the following information when submitting a digging permit request:
2.1 A drawing of the area of digging.
2.2 State the purpose of the digging.
2.3 Provide name, phone number, and organization of requester.
2.4 Indicate the required start date.
2.5 Physically mark the actual digging site with white paint or flags.
3. Once Customer Service receives the above-mentioned information, an AF Form 103, Base Civil Engineer Work Clearance Request, is initiated. The normal processing time for routine requests is three (3) to five (5) workdays. Local utility companies, by Wyoming State law, have 48 hours to respond to routine requests. Emergency requests can usually be handled within a few hours.
4. Customer Service will hand carry the AF Form 103 to the appropriate agencies on base for coordination.
5. Areas which are clear of utilities will simply be annotated "Clear" and signed by the locator. Areas, which do have utilities, will be annotated "Utilities in area — call ___ ext.
to coordinate an onsite locate with the requester", and will be highlighted in fluorescent yellow. Once the AF Form 103 has been completely coordinated by all required agencies, Customer Service notifies the requester the permit is ready to be picked up. This does not mean that digging may start upon notification. It is the responsibility of the Government to coordinate on site with each shop highlighted and get the locator's signature. Once all required areas are signed, the Government will return the permit to Customer Service, Building 318, for approval signature. Once this is accomplished, the permit is valid and excavation may begin.
6. Each completed permit will include:
6.1 The original AF Form 103
6.2 U.S. West's yellow locate sheet
6.3 A color code sheet
6.4 Copy of digging permit procedures

6.5 A copy of the drawing
7. The Contractor will not disturb electrical and/or communications facilities and wiring.
Where such facilities require removal for accomplishment of the project work, the Contractor shall notify the CO in writing at least seven calendar days in advance of the requirement, for the accomplishment of such removal work by the Government. The Contractor shall allow the utility owner to remove the systems required. If damaged by Contractor's construction activities, the Contractor shall restore service within 24-hours with no cost to the Government.
8. The CO will identify which items are to be salvaged. Turn-in of salvageable items shall be as specified by the CO. The Contractor shall be responsible for transporting and unloading the items at the specified location. Salvageable items need not be turned in each day but may be stockpiled and turned in later as a group, provided such items are protected and maintained in a manner acceptable to the CO.
9. The Contractor is encouraged to participate in the F.E. Warren AFB recycling program.
Any scrap metal, scrap lumber, or cardboard may be disposed of in the appropriate recycling bins found on base. Should the Contractor choose to participate in the FEWAFB recycling program, compliance with the program guidelines will be required. Only recyclable materials generated from FEWAFB related activities will be accepted for recycling. The Contractor shall receive no compensation for labor or materials.
10. The Contractor shall enroll/register all hazardous materials (HAZMAT) used under this contract into the F.E. Warren AFB Hazardous Materials Pharmacy (HAZMART) computer database system. The Contractor shall coordinate registration and entry of information with the HAZMART. The Contractor shall update the HAZMAT information in the HAZMART database on a monthly basis and shall store hazardous materials in the HAZMART, if practicable.
11. Any hazardous waste generated by the Contractor must be disposed of by coordinating with the CO about appropriate disposal procedures.
12. Any work in the F.E. Warren AFB Historic District must be coordinated with the State Historical Preservation Officer (SHPO). These buildings are listed on the National Register of Historic Places and are National Historic Landmarks. Specifications for the work to be done on these buildings have been approved by the Wyoming State Historic Preservation Office and the Federal Advisory Council on Historic Preservation, and meets the requirements of the Secretary of the Interior's Standards for Historic Preservation. All work on these buildings must be done in compliance with the specifications, and the Base Historic Preservation Officer must approve any deviation from the specifications. Special care must be taken to avoid any damage or alteration of historic materials. Any artifacts uncovered as a result of construction must be turned over to the SHPO Officer.
