1Attachment 4Rows 62 and 63The Weapons Leads are not counted in the labor subtotals, but they constitute labor hours. Please clarify.The Weapon System Lead reference on these lines are for the wepaon system lead additional hourly pay as descibed in each CBA. The Weapon System Lead is to be identified from the MDS contractor workforce.
2PWS62.1.9On average, how many in-flight or training instructors are flying actual aircraft at a time per site per year?Refer to PWS Paragraph 2.5: only PC-12/U28 (Instructor Pilot and ICSOs) personnel provide inflight instruciton
3Attachment 1For CBA rates, should the contractor only price the base year hourly rates, then straightline those rates through the out years?The CBAs mandate minimum hourly rates per year. Please review Attachment 3A and 3B, Article 18.
4Attachment 4Row 74Please explain what content goes in F54 and G54.See revised Attachment 1 and Attachment 4
5RFPSection IREF SECTION I – Contract Clauses - Does the Government intend to incorporate DFAR 252.228-7001 Ground and Flight Risk clause which states, “the Government assumes the risk of damage to, or loss or destruction of aircraft 'in the open,' during 'operation,' and in 'flight.' The Contractor shall not be liable to the Government for such damage, loss, or destruction” If this clause is not incorporated, can the cost of Non-Owned Aircraft Liability Insurance be considered a cost reimbursable item?DFAR 252.228-7001 Ground and Flight Risk added to requirement.
6In the process of preparing the monthly phasing of gross paid hours, indirect hours (the 200) and the resulting direct hours (1880) for 2016 through 2018, I came across the following calendar induced anomalies which you may wish to address in guidance to RFP respondents. In 2016, it is a leap year, so we have 2088 gross paid hours, less 200 indirect hours equals 1888 direct hours, not the 1880 specified in the TEP file. Granted this only affects the CME's starting on 1 January and 1 February, but it is still an issue deserving of your attention.
In 2017, the 2080 and 1880 hold....no issues. In 2018, there is one less weekend day due to the way the days fall, so we have 2088 gross hours, less 200 indirect hours, so 1888 paid direct hours. Here it is an issue as it affects 120 CME's, and I think we need guidance from your office.Please use 1880 direct hours. See Attachment 3A and 3B for indirect hours.
7RFP-Section B9Item No. 0005, 1005, 2005Reference addresses pricing for Labor Cost - Altered Workweek. The Q&A stated: The conformed copy of the contract will include a this expense as a CLIN. There is no requirement for offerors to bid an amount for this contingency. Given the Q&A response, it is our understanding it is the Government's intent not to include the Cost of Altered Workweek in the Total Evaluated Price (TEP). Also Given the Q&A response, it is our undertstanding that the Government will include hours x FBLR for altered work week in the Award documentation.Request the Government reaffirm our understanding of bidding Altered Workweek costs. That is, we are to insert our FBLR for Altered Workweek only. And it will not be included in the Total Evaluated Price for evaluation.Offerors must provide proposed Altered Workweek rate. Cost for Altered Workweek will not be included in the TEP. However, Altered Workweek rate will be evaluated in accordance with Section M0002.
8Attachment 4N/ARow 69It is our understanding that we are to include our FBLR for Altered Workweek into cells F69, I69, L69, and O69.Request the Government affirm this understanding.FBRL for Altered Workweek does not need to be included in Attachment 4. Please see revised Attachment 4.
9Attachment 4N/ARow 69It is our understanding there will be no calculation for Altered Workweek in Columns G69, J69, M69, and P69.Request the Government affirm this understanding.Yes, Altered Workweek will not be included in TEP calculation. Please see revised Attachment 4.
10Attachment 4N/ARows 66, 67, 68Cells O66, O67, and O68 are colored to be auto-calculated fields; however, do not contain an equation for auto-calculation. Is it the Government's intent that we use that same values in Column L for the same rows? This would be simlar to the othe auto-calculated fields in Column O.Yes, Column O will have the same values in Column L. See revised Attachment 4.
11Solicitation Attachment 5NAAttachment 5In the solicitation documents released on Friday, 23 October, Attachment 5 – Past Performance Questionnaire is marked with a “Draft” watermark.Can the vendor remove the watermark before sending the PPQ to its customers or can the Air Force release an updated document removing the Draft watermark?Yes. Revised Attachment 5 to remove watermark.
12CBADuke Field is not covered in the existing CBAs.How does the government expect offerors to price labor categories at this location?Offerors shall apply Hurlburt Field CBA rates for Duke Field. See Section M0002 paragraph 2.1, revised Attachment 1, and Attachment 4.
13RFPWill the government extend proposal due date for this RFP?No, suspense date remains unchanged: 16 November 1300 CST.
