Solicitation FA0021-12-R-0014, JTAC/SUAS Program Management ( Q&A #6)
Questions and Answers:
Reference#1: Responses to Q&A#4. In your response to Question 1, the Government has defined the offeror as the
Prime Contractor. In your response to Question 2, the Government has defined “Lead Contractor” as the Prime
Contractor. In Question 3, the Government states at least 2 citations must be recent (less than 5 years) and relevant.
RESPONSE: Please review response to Q&A 4, Question 3 for correct Government stated verbiage as mis-referenced above.
Reference#2: Amendment 0002, RFP page 7-8 of 20, Section 3.1. Within Volume II, the offeror is to complete the
“Team Matrix” (Table L-0006-1), identifying the “Lead Contractor” and “Other Supporting Contractor(s)” for the
PWS area of the requirement (Program Management, Operations & Maintenance, Mission Support).
Reference#3: Amendment 0002, RFP page 10 of 20, Section 2.1.1. The Offeror is to provide a completed Relevancy
Matrix (RFP Attachment 8). This attachment states the Offeror shall submit no more than 3 “Present and Past
Performance Citations” for all “Prime Contributors” identified in the Team Structure Matrix in Volume II. At least
1 Citation is required for each “Lead Contractor”.
Question 1. Based upon the references above, is it the Government’s intent that “Prime Contributors” be only the
Prime Contractor, based upon the definitions in References #1, #2 and #3. Please clarify.
RESPONSE: No, the Government does not intend for “Primary/Prime Contributors” to solely mean the offeror. Primary Contributors make up the “Team” submitting a proposal. The offeror is a Prime
Contributor along with, if any, subcontractors as included in the Team Matrix, Volume II. See Amendment
0003 for further clarification of L-0007 2.1.2 and a revision of Attachment 8 – Relevancy Matrix.
Question 2. Since “Lead Contractor”, in Reference #2 and #3 above, is defined to be the “Prime Contractor”, is it correct that is the intent of the Government for only the Prime Contractor to present Past Performance Citations and
PPQs to the Government for evaluation?
RESPONSE: See answer to Q&A #4, Question 3 and section L of solicitation FA0021-12-R-0014.
For further clarification on Government intent, the Government expects no more than three (3) past performance citations for each proposal. If the maximum of three (3) citations are received, a minimum of two (2) citations shall be from work performed by the offeror. One (1) citation may be from a subcontractor as identified in Volume II - Team Matrix. See section L of the referenced solicitation for specifics as they relate to Past Performance Citations.
