Solicitation FA0021-12-R-0014, JTAC/SUAS Program Management ( Q&A #4)
Questions and Answers:
Reference for Questions 1-3, FA0021-12-R-0014; L-0007 Volume III – Present and Past Performance), states within paragraph 2.1.2 Present and Past Performance Citation "Offeror shall submit no more than three (3)
Present and Past Performance Citations / references for all “Prime Contributors” identified in the “Team Structure
Matrix” in Volume II. At least one (1) “Present and Past Performance Citation” is required for each “Lead
Contractor.” NOTE: Offerors may choose to cite individual and specific projects performed under one non- order
(TO / DO / BOA / BPA) effort with multiple Citations; however; each Citation counts toward the 3 Citation limit, and Citations combined will count as one Citation for purposes of calculating the 50% requirement in L0007, Paragraph 2.1.1 that states, “At least fifty percent (50%) of "Present and Past Performance Citations" shall be relevant and recent work performed by the offeror.”
Question 1. Is it correct that “offeror” is not just the Prime Contractor, but the team proposed by the Prime
Contractor and all of its proposed subcontractors?
RESPONSE: The offeror means the prime contractor that is submitting the offer.
Question 2. Is it correct that the term “Lead Contractor” refers to the member company of the offeror’s proposed team leading the defined functional area?
RESPONSE: The “Lead Contractor” is also read as the Prime Contractor.
Question 3. Based on Section L0007, Paragraph 2.1.1, is it correct that of the 3 Past Performance Citations to be submitted, at least 2 citations must be recent (less than 5 years) and relevant?
RESPONSE: Of the three (3) citations to be submitted, at least two (2) citations must be recent and relevant work performed by the offeror – See Amendment 0002.
Question 4. Page three, Paragraph 1.3.1.2 SUAS Program Management states “Personnel will be required to be qualified as both pilot and trainer. Certification and designation will be documented in the individual’s training records IAW AFI Interim Guidance and 720 STG OI 10-501”. Will individual training records compiled IAW another branch’s (USMC, USA) guidelines be acceptable?
RESPONSE: Yes, as long as the requirements in AFI Interim Guidance and 720 STG OI 10-501 are met.
Question 5. Can you clarify whether JTAC certification is or is-not required of the SUAS contract personnel? Page three, Paragraph 1.3.1.2 SUAS Program Management states “The contractor shall provide personnel that held or exceeded a SOF JTAC qualification for two years”, but then page seven, paragraph 1.4.7.3 Assumption of Duties indicates that contractor personnel will “be qualified/re-qualified as a JTAC within the timeliest manner possible no longer than 150 days of assuming duties and
JTAC instructor qualified, or re-qualified, within 210 days of assuming duties”.
RESPONSE: 1.3.1.2 states they must have or held qualification/certification within the stated timeline. 1.4.7.3 states personnel must have or obtain re-certification within the stated timelines.
Question 6. Can you clarify clearance requirements of SUAS personnel? Page one, paragraph 1.1 Scope states “SUAS program management to 17 ASOS at Ft Benning, GA; 724 STG at Ft Bragg, NC.” Page three, Paragraph 1.3.1.2 SUAS Program Management states “SUAS program management duties require a TOP SECRET security clearance at assumption of duties, candidates must be eligible to possess the clearance.” Page 12, paragraph 4.2.9.1 Contractor Personnel states “Contract personnel assigned to Special Tactics units must possess and maintain TS/SCI clearance.
RESPONSE: Due to the types of UAVs in the inventory and performance locations, the contractor must be/or be able to attain a TS/SCI in order for the Unit to acquire and sustain certain capabilities.
