NAVAL AIR STATION FORT WORTH,

JOINT RESERVE BASE

16 August, 2018 - Revision 1

STATEMENT OF WORK

FOR

301 FIGHTER WING OUTSIDE PLANT INSTALLATION SURVEY, UNITED STATES

AIR FORCE, AT NAS FORT WORTH JRB, TEXAS 76127

1.0 INTRODUCTION This Statement of Work (SOW) defines the requirements for a survey of the entire installation of Air Force Network outside plant fiber optic cabling and duct work at NAS Fort Worth JRB, TX.

2.0 OBJECTIVE

2.1 Verify existing fiber optic pathways, determine space availability of fiber optic cabling in all conduits, through ducts and perform fiber optic testing for insertion loss including fiber attenuation, connector loss and splice loss with a fiber optic Light Source and Power Meter (LSPM), Optical Loss Test Set (OLTS) or Optical Time-Domain Reflector (OTDR).

Perform fiber optic testing on all unused (dark) fiber strands to every Air Force network facilities (total of 53 buildings) from Fiber Optic Distribution Panel (FODP) to each of the four (4) core nodes. The Contractor will accomplish this work by collecting and recording the location of outside plant features using Global Positioning System (GPS) surveys; by entering and inspecting manholes (MH), handholes (HH), pedestals, and building entry terminals; and by tagging cable at these enclosures and entering enclosures attributes and cable data into an approved Microsoft software file format.

3.0 FIBER SURVEY

3.1. Contractor shall verify, identify, and document existing fiber optic paths across the entire installation, accessing manholes/handholes from each core node to its respective end-buildings.

3.2. The Government will provide existing drawings in an Adobe.pdf format to be used for reference purposes only. The Contractor may use these drawings to help resolve questions during field inspections.

3.3. The Contractor will record, document, and provide telecommunications outside plant infrastructure information back to the government upon completion.

4.0 MANAGEMENT

4.1. The contractor shall remain in compliance with all Federal, State, county, and base security and safety laws, regulations, policies, and requirements.

4.2. At day’s end, the installer shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.

4.3. Environmental Management. The installer and their subcontractors shall comply with the most stringent environmental federal, state, and local laws and regulations; and Air Force policies, instructions, and plans. The federal government is not exempt from compliance with environmental regulations. The installer shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on NAS JRB Fort Worth. The Contractor shall ensure their sub-contractors (if any) comply with these specifications.

4.4. The installer shall schedule a final project walk-through of all work completed prior to close out with all parties involved. This should be scheduled at least 72 hours prior to the event.

4.5. As-built Documentation - Contractor shall provide updates to drawings provided and show all work performed.

5.0 TESTING

5.1. Fiber Optic Tests. All unused (dark) strands of fiber optic cables shall be tested in accordance with TIA 526-7-(2002) Measurement of Optical Power Loss of Installed Single-mode Fiber Cable Plant, or equivalent. As a minimum, the following tests shall be performed. Both Optical Time Domain Reflectometer (OTDR) and Optical Power Meter tests will be used for all end-to-end circuits. For incomplete circuits that end in manholes, only OTDR testing is required.

5.2. Optical Attenuation. End to end attenuation tests shall be conducted on all unused (dark) fiber optic cable strands. Tests shall be accomplished to ensure the installed cable is within the specified parameters.

5.3. Distance. Test to determine the installed cable length between optical patch panels. All unused (dark) strands of all fiber optic cables shall be tested.

6.0. CONFINED SPACE

6.1 If the need to access confined space arises, the contractor must have a confined space program, to include employee training, and be able to provide a copy of the program to the contracting office before entering the space. Proof of employee training on the program must also be provided for each employee that will access the confined space.

6.2 A documented site specific pre-entry hazard assessment of the confined space must be completed prior to entry and be briefed to all personnel involved. There must be an emergency response plan in writing and it must be site specific. (NOTE: 911 is not an emergency response plan)

6.3 A confined space permit must be generated and posted conspicuously near the space or spaces being entered. Once work from the permit is completed, a copy must be sent to the contracting office so that the base safety office can add it to the base records.

6.4 The site must be marked and have warning lines/barricades to keep unauthorized personnel out of the area.

7.0 PERFORMANCE.

7.1. Place of Performance. All work will be accomplished on NAS JRB Fort Worth.

7.2. Hours of Work. Duty hours will be IAW normal operating hours of the base. If performance of work outside normal duty hours will be required to meet the scheduled dates, include desired working hours in proposal.

8.0 GOVERNMENT FURNISHED INFORMATION/ACCESS/STANDARDS.

8.1. The contractor shall comply with all base installation standards. Should a conflict arise between this SOW and any commercial standard referenced, the contractor shall make the government aware of the conflict. The government shall determine which standard applies and at the discretion of the government, whether the SOW or commercial standard shall take precedence. The contractor shall comply with all commercial codes and standards to include the following:

9.0 SECURITY.

9.1. Stated work and associated products shall be performed at the UNCLASSIFIED level.

However, since access to classified areas may be required, selected personnel who install network equipment, test network equipment and cutover network equipment require a minimum of DoD Secret Security Clearance. Contractor shall provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the Government site. The badges shall identify the individual, company name, and be clearly and distinctly marked as Contractor and be in accordance with base regulations.
