Confined Space Program Requirements NAS Fort Worth JRB TX
Per OPNAVINST 5100.23G and NASFTWJRBINST 5100.20
A contractor’s written confined space program must address the procedures required to classify and enter a confined space as either:
(1) A permit required entry
(2) A reclassification entry
(3) Alternate entry procedures
The program must also address at least the following elements:
(1) Training for personnel assigned confined space program duties and responsibilities
(2) Conducting a job-specific hazard analysis
(3) Limiting access to the work area
(4) Controlling hazardous energy
(5) Providing effective isolation
(6) Draining, flushing and cleaning
(7) Testing and monitoring
(8) Controlling atmospheric hazards
(9) Controlling physical hazards
(10) Assessing protective equipment needs
(11) Determining if entry conditions are acceptable
(12) Issuing, canceling, reviewing and archiving entry permits
(13) Designating of employees authorized to participate in the entry including entrants, attendants and entry supervisors
(14) Emergency planning, including identifying, evaluating and selecting rescue services - Calling 911 is not a rescue program or procedure. Contractors must train and/or have trained rescue personnel assigned and present.
(15) Establishing procedures for entry into atmospheres that are immediately dangerous to life or health (IDLH).
