About this file

This is a Technical Requirements exhibit for Bid No. DR145475 issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for transmission kits converting Voith to Allison systems. The procurement seeks Allison Transmission model E018056 transmission kits with an estimated monthly consumption of 4 units per division at the Central Maintenance Facility (Division 30). The contract is structured as an indefinite delivery/indefinite quantity agreement with a three-year delivery schedule totaling 554 units: 204 units in Year 1 (February 2027–January 2028), 204 units in Year 2 (February 2027–January 2028), and 146 units in Year 3 (February 2028–October 2028), delivered at 17 units monthly. The initial scheduled delivery is set for the last week of March 2025. Bidders requesting approval for substitute or equivalent products must submit written requests with supporting documentation by October 19, 2026, at 2:00 p.m. All deliveries must occur at LACMTA's Division 30 Central Maintenance Facility located at 470 Bauchet Street, Los Angeles, California 90001, during business hours (Monday–Friday, 5:30 a.m.–2:00 p.m.), with vendors required to contact David Ball, Sr. Manager, Equipment Maintenance at (213) 922-5895 to schedule delivery.

The supplier must maintain sufficient stock to meet delivery requirements within 10 calendar days of order release; failure to do so grants LACMTA the right to cancel or terminate the Master Agreement. LACMTA reserves the right to request product samples and retains sole discretion to approve or reject alternative products. While the document does not specify pricing terms, set-asides, or incumbency status, it establishes that LACMTA will purchase the estimated quantities specified for stock maintenance and that testing of alternate products may extend beyond the current solicitation's evaluation period, with qualified alternatives potentially considered in future solicitations.
