About this file
This is a Technical Specification document issued by the Los Angeles County Metropolitan Transportation Authority (Metro) for the procurement of Transmission Conversion Kits designed for fleet modernization. The specification details the requirements for Allison B400R transmission conversion kits (Metro Part Number 200226) that will be installed in 40-foot El Dorado National heavy-duty transit buses manufactured between 2019 and 2022. The contract requires a minimum of 200 kits over multiple years with a potential total of 554 units. The kits must be complete, ready-for-installation assemblies featuring the B400R Allison transmission (Assembly #E035362) with six forward speeds, one reverse speed, and a net input power rating of 300 horsepower and 925 pound-feet of torque. Deliveries shall be made in shipments of no more than 17 kits at a time unless Metro authorizes otherwise. The specification requires bidders to provide one set of maintenance and parts manuals in both hard copy and electronic PDF formats for every 50 kits delivered, along with a list of recommended diagnostic tools and software. Bidders must also make qualified technical staff available to assist with initial installation and troubleshooting activities.
The contractor shall provide a minimum three-year warranty from the in-service date following installation, with the contractor bearing all freight costs for warranty-related returns to Metro's facilities. The specification establishes performance requirements based on APTA standards for acceleration benchmarks with the bus loaded to 1.5 times curb weight. Should transmission failures exceed 20 percent of total kits delivered, Metro may require the contractor to repair or replace all failed units and implement a corrective action program to prevent recurrence, with such failures potentially resulting in contract termination at Metro's discretion. All kit contents and subcomponents must be new, and the successful bidder assumes full responsibility for ensuring each shipment meets all stated technical specifications.
