About this file

This is an Evaluation Criteria document for the Transit Oriented Communities Economic Development Program Pilot Investment Fund Program Administration Services, administered by Metro. The RFP seeks a contractor to administer the fund, which provides lending and technical assistance to small businesses and eligible non-profit organizations within a designated Fund Service Area. The evaluation process consists of two steps: Step 1 requires proposers to meet Minimum Qualifications Requirements on a Pass/Fail basis, and Step 2 involves weighted evaluation criteria for proposals that successfully pass Step 1. Proposers must demonstrate they hold a valid Commercial Finance Lender License from the California Department of Financial Protection and Innovation and are in good standing with the California Secretary of State and certified as a CDFI, or alternatively are regulated by federal entities including the Federal Reserve, OCC, FDIC, or NCUA. Additionally, proposers must respond to six preference questions regarding program acknowledgments, willingness to participate in California Capital Access Program (CalCAP), familiarity with IBANK Financial Development Corporations, ability to serve only within the Fund Service Area, commitment to transparency and audit, and capacity to lend up to $5 million for single loans.

The weighted evaluation criteria allocate points across five categories: Qualifications and Experience of the Team (20 points), Personnel Qualifications and Management Plan (15 points), Workplan Approach and Methodology (30 points), Matching Funds (10 points), and Cost Proposal (25 points). Proposers must demonstrate experience administrating loan programs for small businesses, knowledge of working with underserved populations facing credit challenges, prior work with public agencies, and established accounting controls. A qualified program manager with minimum five years of experience managing similar programs is required. The Workplan Approach and Methodology section requires proposers to submit two scenarios detailing program administration strategies and community partnership approaches. Matching funds are scored based on committed investment amounts, with the highest score (10 points) awarded for commitments of $15 million or above. Cost proposals are evaluated using a lowest-cost methodology, with the lowest proposed cost multiplied by 25 percent to determine the proposer's cost score.
