About this file

This document is a Certificate of Compliance with 49 CFR Part 655 issued by LACMTA (Los Angeles County Metropolitan Transportation Authority) addressing prevention of alcohol misuse and prohibited drug use in transit operations. The certificate requires bidders and proposers to certify their compliance status regarding safety-sensitive functions as defined in federal transit regulations. Bidders must first determine whether the work required under the contract will involve performance of safety-sensitive functions. If safety-sensitive functions are not required, bidders proceed directly to the signature section. If safety-sensitive functions are required, bidders must complete additional sections addressing their anti-drug use and alcohol misuse programs and drug and alcohol testing programs, selecting whether such programs have already been established and implemented or will be established and implemented prior to contract award.

Bidders who identify that safety-sensitive functions are required must submit both their anti-drug use and alcohol misuse program and their drug and alcohol testing program to LACMTA for review and approval prior to contract award. The certificate requires completion of all applicable sections based on the nature of work and signature by an authorized representative with title and date. This compliance certificate ensures that contractors performing work involving safety-sensitive transit operations maintain federally mandated substance abuse prevention and testing programs in accordance with 49 CFR Part 655 requirements.
