About this file

This document is a Construction Manager at Risk (CMAR) Agreement between the Arizona Department of Administration (ADOA), General Services Division, and Concord General Contracting, Inc. for the ARPA Arizona State Parks Water and Wastewater Upgrades project. The agreement involves six state parks: Cattail Cove, River Island, Buckskin Mountain, Lake Havasu City, Alamo Lake, and Deadhorse State Parks. The contract is funded through the American Rescue Plan Act (ARPA) and involves design, preconstruction, and construction services.

The contract covers preconstruction services with a fee of $259,292, and a construction phase CMAR fee of 5.25% of the Cost of Work. The total project budget is approximately $25 million, with work including water and wastewater system upgrades, installation of new restrooms, filtration systems, lift stations, and associated infrastructure improvements. The project will be executed in multiple phases, with Concord General Contracting responsible for providing preconstruction services, value engineering, cost estimating, and construction management. The contract includes provisions for multiple Guaranteed Maximum Price (GMP) proposals, with the first priority being the Cattail Cove State Park project, and allows for phased construction and potential cost savings sharing between the contractor and the state.
