About this file

This is a Questions and Answers document related to a Request for Proposals issued by the Kansas Department of Revenue for On-Line Tax Library Services. The document addresses four key inquiries submitted by prospective bidders regarding user capacity, content requirements, data migration, and demonstration procedures. The Kansas Department of Revenue seeks a comprehensive subscription-based tax library service covering all 50 states, the District of Columbia, and federal tax information, with proposals due October 8, 2026 at 2:00 PM CST. The contract will run from January 1, 2027 through December 31, 2031, with the potential for expanded scope to accommodate future organizational needs.

Key requirements clarified in the Q&A include: the current environment supports approximately 20 named users from four separate KDOR units, though the State prefers unlimited user access with flexible concurrent user limitations; the libraries must contain statutes, regulations, administrative rulings, court decisions, forms, instructions, agency guidance, annotations, editorial analysis, citators, and current-awareness materials with daily updates as necessary and a minimum ten-year historical archive (preferably 20 years or more); if the incumbent contractor is awarded the contract, migration of existing user accounts, favorites, saved searches, and research data from Contract 42563 is expected, while new contractors would establish fresh accounts; and the State requires a live demonstration for product navigation that includes testing scenarios such as locating Internal Revenue Code sections, searching multi-state statutes and regulations, and retrieving expert explanations of court cases and code applications. Annual pricing must be submitted for all five contract years with maximum price increases of 5% annually for years two through five, with no adjustments permitted during each contract year.

1Please provide the anticipated number of named users, any concurrent-user expectations, the number of participating organizational units, and whether pricing should be proposed per named user, per concurrent user, per module, or as an enterprise subscription. There are currently 20 users. The user lists needs to be updated, but will remain around 20 users. The users are from 4 separate KDOR units. The current contract is priced for a minimum of 25 users. Preference is for access by an unlimited number of users. Limitations on concurrent users would be flexible to meet the needs of multiple users.
2Please identify the required document and content categories for the state and federal libraries, including statutes, regulations, administrative rulings, court decisions, forms, instructions, agency guidance, annotations, editorial analysis, citators, and current-awareness materials, and state the required update frequency for each. This request is for a subscription to access propritary content that contains all those items listed. It is expected the libraries to be updated daily, if necessary, for the information to be current and relavent. Historical information is required for at least 10 years and would prefer 20 years or more.
3Is the awarded contractor expected to migrate existing user accounts, favorites, saved searches, links, or other research data from Contract 42563; if so, what incumbent product, record volumes, and export formats should bidders assume? If it is the same contractor, migrating the existing user accounts, favorites, etc would be expected. If it is a new contractor, then starting fresh in creating user accounts, favorities would be anticipated.
4Will the State require a live demonstration or trial-access period, and if so, what research scenarios, historical-coverage tests, usability criteria, and acceptance standards will be used to evaluate the proposed library?Yes, users would prefer a live demonatration for product navigation to highlight the new elements or to provide an overall view of how the product works. Testing would include finding sections of the internal revenue code, searching for other states' statutes and regulations for a tax issue or asking for expert explanation of court cases or code applications.
