About this file
This is Amendment Two to a Request for Proposal issued by the Kansas Department of Revenue for On-Line Tax Library Services. The amendment revises the language in section 4.4.9 to specify that vendors must provide equivalent content covering all five preferred publications: Multistate Corporate Tax Guide Volume I (Corporate Income Tax), Multistate Corporate Tax Guide Volume II (Sales/Use Tax), Internal Revenue Code, Federal Tax Handbook, and Hellerstein and Hellerstein. The original RFP closing date remains October 8, 2026 at 2:00 PM CST. Vendors must submit a signed copy of this amendment with their bid response. The underlying contract covers on-line tax library services for the Kansas Department of Revenue to support policy development, legislative inquiries, tax audits, and legal proceedings, with a contract term running from January 1, 2027 through December 31, 2031. The RFP requires proposals to include comprehensive tax information covering all 50 states and the District of Columbia with minimum ten-year archives, federal tax information including the Internal Revenue Code and IRS materials, support for 20-25 users with preference for unlimited access, and features such as individual user accounts, favorites functionality, online tutorials, and telephone support.
Annual pricing must be submitted for all five contract years with price increases limited to a maximum of 5% annually for years two through five, with no price adjustments permitted during the contract term. Vendors must be registered with the State of Kansas and obtain a Tax Clearance Certificate, along with mandatory certifications including Immigration Reform and Control Act compliance and non-boycott of Israel certification. Bidders must provide three references from similar contracts within the past five years and submit technical and cost proposals separately. Written questions were due by September 17, 2026, with responses posted to the state's procurement website. Payment terms are Net 30 days with electronic funds transfer required unless a hardship exception is granted. The state reserves the right to award by line item or group total, reject any or all proposals, and may require selected bidders to participate in on-site demonstrations or appear before the Procurement Negotiation Committee.
