About this file
This is an amendment document issued by the Kansas Department of Administration, Office of Procurement and Contracts, in response to a Request for Proposal from the Kansas Department of Revenue for On-Line Tax Library Services. Amendment One was issued on September 23, 2026, and references a Questions and Answers spreadsheet containing clarifications relevant to the procurement. The original proposal closing date is October 8, 2026, at 2:00 PM CST, with the procurement officer identified as Lee Askew. Bidders must submit a signed copy of this amendment with their bid response by the closing date. The contract will provide comprehensive tax research resources covering all 50 states and the District of Columbia, including sales tax, use tax, income tax, and withholding tax information, with a minimum ten-year archive and preference for 20+ years of materials. The service must also include federal tax information encompassing the Internal Revenue Code, federal regulations, IRS documents, and tax cases. The contract term runs from January 1, 2027, through December 31, 2031, with the system supporting a minimum of 20-25 users with no more than three concurrent users, though unlimited access is preferred.
Annual pricing must be submitted for all five contract years with price increases capped at a maximum of 5% annually for years two through five, with no adjustments permitted during each contract year. Bidders must provide three references demonstrating similar contracts completed within the past five years and submit technical and cost proposals separately. Payment terms are Net 30 days with electronic funds transfer required unless a hardship exception is approved. Vendors must be registered with the State of Kansas, obtain a current Tax Clearance Certificate, and comply with mandatory certifications including Immigration Reform and Control Act compliance, sexual harassment policy acknowledgment, and non-boycott of Israel certification. The State reserves the right to award by line item or group total, reject any or all proposals, and may require selected bidders to participate in on-site demonstrations or appear before the Procurement Negotiation Committee.
