About this file
This is Amendment #1 to Event 34101-13750, issued by the Tennessee Emergency Management Agency on November 13, 2025, for the procurement of incident management trailers. The amendment clarifies specifications and requirements through responses to eleven bidder questions and comments. The procurement involves four trailers with a combined budget of $500,000. The state requires single-source manufacturing, meaning all items must be installed by a single vendor without outsourcing or sub-contracting of systems such as electrical, mechanical, or plumbing work. Authorized dealers may bid only if the manufacturer ensures this requirement is met. The trailers are specified in silver color with no graphics package required. Interior floor plan and exterior drawings showing bid-specific metrics are required at bid submission, while electrical, mechanical, and plumbing drawings must be provided upon delivery.
The amendment establishes specific technical requirements for the trailers, including a 36-inch swing-out IT/Media rack space as minimum, CAT7 terminations for five workstation locations along the driver side desk area plus additional terminations at front and outside TV/Monitor locations, and standard 1/4" NMO antenna mounts spaced no less than 18 inches apart on the roof antenna rail. Each trailer will contain three land mobile radios and two amateur radios installed in the upper driver side cabinet area, with each LMR circuit and amateur radio requiring 12v 30A DC power support. No cellular router will be installed, and no bonds are required for bidding. The amendment becomes effective upon release, with all other terms and conditions of the original event remaining in full force and effect.

QUESTION / COMMENT STATE RESPONSE
1 Can you clarify the meaning of the single source bid requirements? We are a dealer planning to bid this by utilizing a manufacturer we work with.
The manufacturer would be purchasing the base trailers and performing the complete upfit at their facility. Is this acceptable?
The intent of single source manufacturer is that all items are installed by a single vendor and outsourcing or sub-contracting of systems, i.e. Electrical, mechanical, etc. does not meet single source manufacturer spec.
Authorized dealers must ensure the above is met by the manufacturer.
2 Can you confirm that the $500,000 budget is for all four trailers?
Confirmed.
3 We see that the trailers are to be silver in color, are we correct in that there are no requirements for graphics or to wrap the trailers?
No graphics package is expected with bid.
4 The bid requests drawings. We normally provide an interior floor plan layout with all of our bid submissions.
Is this acceptable or do you need any additional drawings? If so please let us know what else is needed.
Interior floor plan and exterior drawings showing bid specific metrics are required at time of bid. Electrical, mechanical and/or plumbing drawings must be provided upon delivery.
5 Are there any bonds required?
No bonds required.
6 Single Source Manufacturer
a) The State will only accept bids from a single source apparatus manufacturer.
The manufacturer will integrate, including the chassis, cab weldment, body designed, fabricated and assembled on the bidder's premises.
Does this mean that we cannot offer a bid as an authorized dealer for the manufacturer?
See state’s response to question #1.

QUESTION / COMMENT STATE RESPONSE
7 It would help to understand the space requirements for the IT rack. I asked on the call and I believe Andy said 36 inches would be enough rack space.
36” swing out IT/Media rack space is minimum to meet agency requirements.
8 Will any data wiring be required at the work station area – CAT5 orts? Much easier to wire the trailer during the build out process than to try and add wiring after it is built.
CAT7 terminations should be provided for five (5) workstation locations along the driver side desk area. A single CAT7 & I/O termination should be included at the front inside TV/Monitor location and outside TV/Monitor location.
9 For the roof antenna rail, what type of antennas will be mounted and how many? Would these be NMO style mounts (screw on whip antennas for radio)?
All antenna’s will be standard 1/4” NMO mounts and must be spaced no less than 18” apart.
10 If there are going to be any land mobile radios installed after the fact, it would be smart for us to add power and antenna connectivity to where those would be located.
There will be three LMR installed in each trailer inside the upper driver side cabinet area to allow mic/head drops between workstations. Each LMR circuit must support 12v 30A DC.
Two additional amateur radio’s will be install in the same area and power must support 12v 30A
DC
11 In addition to the Starlink, will there be a cellular router installed like a CradlePoint of Pepwave? If so, roof antenna?
No.
2. Event Amendment Effective Date. The revisions set forth herein shall be effective upon release.
