About this file
This is a Question and Answer Addendum document issued by the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division in response to bidder inquiries for IFB HHS0017413, Battery and Capacitor Replacement Services. The solicitation covers supply and installation of replacement batteries and capacitors for uninterruptible power supply (UPS) systems located at TMHP, 12365 Raita Trace Parkway, Building 9, 2nd Floor, Austin, Texas. The scope includes 480 HRL 1234W F2FR batteries for an APC Symmetra PX system (60 modules with 8 batteries per module), an 80 kVA Toshiba UPS 4200 Series unit (208V in/out), and removal and replacement of capacitors for end-of-service Eaton 9315 and 9330 UPS models. Work must be performed during normal business hours (8 a.m. to 5 p.m. Monday through Friday), though bidders are advised that afterhours service should be offered as an option. The initial contract term extends from award through August 31, 2026, with an option for one additional year of extension at HHSC's sole discretion.
The addendum clarifies critical warranty and service terms for responding bidders: batteries carry a manufacturer warranty of three years on all models except the 1234W F2FR, which carries a one-year warranty, and full-service coverage is required on UPS units. HHSC rejected the proposal to replace end-of-service Eaton 9315 and 9330 units, preferring to proceed with the originally requested models despite manufacturer recommendations against standard service agreements or warranties on these units. Pricing must be firm and fixed, inclusive of all labor, equipment, materials, supplies, and related expenses submitted on Exhibit C, with adjustments permitted only at HHSC's discretion through Consumer Price Index formulas or Federal Minimum Wage increases. The document does not specify funding amounts or sources, but establishes that contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability, Commercial Automobile Liability, Professional Liability, and Umbrella Liability policies at specified limits.

8. End-of-Service Equipment: We've confirmed with Eaton that the 9315 and 9330 UPS models are end-of-service life. Capacitor replacement is not available, and these units cannot be covered under standard service agreements or warranties. Eaton recommends full unit replacement. Given this limitation, would you like us to propose replacement units, or would you prefer to proceed with these models?
