About this file

This is a Solicitation Addendum Acknowledgement Form issued by the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division for Invitation for Bid (IFB) HHS0017413 regarding battery and capacitor replacement services. The solicitation addresses the supply and installation of 656 batteries across four uninterruptible power supply (UPS) systems, including 80 HRL 12280WFR batteries for an Eaton 9315 unit, 48 HR 12120WFR batteries for an Eaton 9330 40kVA unit, 480 HRL 1234W F2FR batteries for an APC Symmetra PX unit, and additional batteries for a Toshiba 4200 Series 80.0kVA UPS, along with capacitor replacement for two UPS systems at the Texas Medicaid and Healthcare Partnership (TMHP) facility located at 12365 Raita Trace Parkway, Building 9, 2nd Floor, Austin, Texas. All work is to be performed during normal business hours (8 a.m. to 5 p.m., Monday through Friday), with afterhours service available as an option. The original bid due date of June 9, 2026 at 10:30 a.m. Central Time has been extended to June 12, 2026 at 10:30 a.m. The contract term runs from award through August 31, 2026, with an option for extension up to one additional year at HHSC's sole discretion. Respondents must acknowledge receipt of this addendum by signing and returning it with their solicitation response or by emailing the signed form to pcsbids@hhs.texas.gov prior to the due date.

Pricing must be firm and fixed, inclusive of all labor, equipment, materials, supplies, and related expenses, submitted on the updated Exhibit C. The addendum addresses critical questions regarding warranty duration (three years for most battery models except the 1234W F2FR, which carries a one-year warranty), warranty scope (UPS units with full-service coverage), equipment verification (confirming 480 HRL 1234W F2FR batteries with 60 modular batteries at eight batteries per module), and service hour flexibility to include afterhours options. Contractors must carry comprehensive insurance coverage including Workers' Compensation ($1,000,000 per accident), Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000), and Umbrella Liability ($1,000,000). Failure to acknowledge receipt of the addendum or return it with the solicitation response may result in disqualification.

Afterhours should be included as an option

7.

1. Equipment Verification: We've reviewed the latest data for QD1211140521 and found a discrepancy—the system shows 60 modular batteries rather than classic batteries, and the quantity differs from the SOW. Could you please verify the correct equipment configuration?
