About this file

This is Addendum #1, dated March 27, 2026, issued by MEP Engineering, Inc. on behalf of Southwest Texas College for the La Forge Hall Gymnasium HVAC Upgrade project (RFP #02-26). The addendum modifies the original request for proposal and establishes a new bid submission deadline of 12 p.m. on Thursday, April 30, 2026. Key revisions include amendments to Specification 23 05 91 regarding System Preparation for HVAC TAB Commissioning, which clarifies that Test & Balance services will be selected and paid for by the contractor rather than the owner. Additionally, Specification 23 81 20 for DX VAV Packaged Rooftop Units has been revised to identify approved manufacturers as Daikin, Aaon, Trane, and Addison. The addendum also includes pre-bid RFI questions and responses addressing critical project matters such as equipment procurement responsibility, RTU pricing presentation requirements, bond provisions, rooftop shoring specifications, structural engineering requirements, and security system details. Bidders are instructed to provide the best value RTU as their base bid with manufacturer identification, and to list additional costs for alternative manufacturers as alternatives to the base bid pricing.

The addendum clarifies that performance and payment bonds are required with the bid packet, though a bid bond is not required at submission. A letter or certificate assuring bond provision upon contract award is acceptable. Equipment will be purchased through the contractor, not by the college directly. The project previously noted a contingency allowance of $250,000 for product selections, with adjustments made through change orders based on final selections. Form K regarding the HUB Subcontracting Plan is optional and applicable only to remaining VetHUB-classified contractors; it may be marked as not applicable. The addendum confirms that no itemized list is required with Form A Pricing and Vendor Information. Structural shoring inside the gymnasium must be engineered, with the contractor required to submit sealed calculations for the college's records.

Question 1: Who has our security system here?

Answer: Sentry Security

Question 2: Do we have to use AEP in the specs?

Answer: AEP is the utility provider and their specs and install requirements are to be used for any scope of work that is required for the contractor to perform for AEP to perform their work.

Question 3: Is this going to be an open bid meeting?

Answer: No

Question 4: The Mechanical Equipment Schedule note 1 indicates that RTU equipment will be selected by

SWTC. How would you like this pricing presented? Should we provide 3 complete pricing breakdown attachments for each of the 3 approved RTU manufacturers as noted on Pricing Form A, with the best value pricing being our Base Bid? Also, how far are we to break down pricing? Are you looking for each sub and vendor pricing breakout, or just lumped material, equipment, and subcontracts?

Answer: The best value RTU should be included in your bid price and the manufacturer noted as the base bid manufacturer. For the other manufacturers, list their name and the total additional amount to install that manufacturer versus the manufacturer utilized for the base bid. There is no need to break out that cost by sub, but the additional amount should encompass the total additional amount to provide and install a fully functional system.

Question 5: Does this project require a bid bond?

Answer: Not required when bid is turned in but performance and payment bonds are required with bid packet.

Question 6: Is the college going to purchase their own equipment?

Answer: No, the equipment will be purchased through the contractor.

Question 7: Is Addison HVAC an approved manufacturer to bid the DX rooftops for this project?

Answer: SWTXC will allow Addison HVAC to bid the DX rooftop units as long as they meet the performance and specification requirements.

Question 8: There's a list of documents at the bottom of page “Request For Proposal Instructions” which are required to be included in the bid package. The first item is the above-mentioned page and the three pages that follow, “Request For Proposal Instructions/RFP Criteria”. These pages have no signature line. Is the intent to just include a copy of these pages in the bid package?

PRE-BID RFI QUESTIONS

Answer: yes

Question 9: Form A Pricing and Vendor Information has a reference to an itemized list. Is this list required on this project? If so, please advise on the items needed on this list.

Answer: no, it is not required.

Question 10: Spec. Section 230591, Pg. 1, Para. 1.3.A states that the Test & Balance will be contracted and paid for by the Owner. Spec Section 230593, Pg. 1, Para. 1.4.B, however, states that the contractor will select and pay for the

Test & Balance contractor. Please clarify.

Answer: Test & Balance services will be selected and paid for by the contractor.

Question 11: At the bottom of the list of documents on page “Request For Proposal Instructions” it states that a payment bond and performance bond shall be included with the proposal. contract has been provided in some form and the P & P bond is paid for. Typically a bid bond or a bond letter assuring that the P & P bonds will be provided once contracted is requested for bidding purposes. Please advise.

Answer: Correct bonds are not issued until contractor awarded, however the college is requesting a letter or certificate stating bonds will be provided if awarded.

Question 12: Form K in the list of documents on page “Request For Proposal Instructions” references the HUB

Subcontracting Plan to be submitted as part of the proposal package. As of December 2025, the State cancelled and removed all HUB certified contractors from the State's CMBL data base leaving only just over 400 contractors classified as “VetHUB” in the entire State. Is this plan still applicable after the elimination of all the State's HUB certifications? Please clarify and advise.

Answer: no, Form K was provided for the remaining contractors that are classified as VetHUb to utilize if needed. It is optional and can just be initialed, crossed out and marked NA.

Question 13: Sheet S3.1, Detail 7 & Note #1, require that the roof deck be shored up. Can more information be provided, i.e. should the shoring only cover the width of 3-4 joists where the unit will sits? Should the shoring be from joist seat to joist seat? Will there be any upward lift when the existing fans are removed that might take the place of the shoring? Might the integrity of existing deck fasteners be compromised with the shoring process? Please clarify.

Answer: Shoring will be required while reinforcing the joists noted on plans, along its entire length. Shore the deck around the joists being reinforced until reinforcing is complete. Keep shoring two feet away from adjoining joists not being reinforced. Do not push up on the deck with shoring. Do not remove existing equipment while shoring is in place.

Question 14: Sheet S1.1, Structural General Note #9, states that the contractor shall provide sealed calculations by a structural Engineer when required by the structural Engineer. Can you confirm either way if this engineering will be required so this cost can be included? Or can this cost be covered with an allowance or be paid out of the existing allowance?

Answer: All new framing connections shown on plans are engineered and will not require any additional engineering or calculations to be provided by the contractor. Four our project, any shoring used inside the gym will require that the shoring is engineered. Contractor to submit sealed calcs for our records.

Question 15: Is there a point of contact for Schneider Electric?

Answer: Yes, Ron Rehus, 210-884-6185, ron.rehus@se.com.
