Add the following to Section 710 of the Special Contract Requirements, page J-66:
710.09(b). Delete the second sentence and substitute the following:

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. Refer to Subsection 710.09 (b) of the Standard Specification (FP) that states “Furnish bolts conforming to ASTM A325, Type 3”. The ASTM A325 specification was replaced with ASTM F3125 Standard Specification for High Strength Structural Bolts. Both ASTM A325 and ASTM F3125 identify the bolts and nuts to be manufactured from weathering steel, Type 3. However, ASTM F3125 specification pertains only to heavy hex headed bolts and bolts to be heat-treated.
The majority of bolts for the steel-backed timber (STB) guardrail, which relates to pay items 61701-4000, 61702-0100, and 61702-0510, are for carriage headed bolts and the previous ASTM A325 specification did not require the STB guardrail bolts to be heat-treated.
In light of the above facts that the hex headed bolt and heat-treated bolt criteria do not apply to STB guardrail, would it be acceptable to offer and furnish non heat-treated carriage and hex headed bolts in accordance with ASTM A307 manufactured from atmospheric corrosion resistant (weathering) steel? If heat-treated bolts are required, please advise the applicable specification for carriage bolts.
Response: Non heat-treated carriage and hex headed bolts are not acceptable for use with the steel-backed timber guardrail. Bolts are required to be heat-treated according to ASTM A449 or F3125, Type 3.
2. In reference to the construction of the proposed pull offs and proposed paved shoulder locations, there are pay items for the new 8-inch aggregate base, asphalt, and geotextile; what pay items are used for the removal, excavation, and compaction of the subgrade for which these items are to be placed. This question applies to the typical sections on sheet A.B02 for Schedule A.
Response: Please see Subsection 109.05 of the FP (standard specifications book), and specifically Subsection 109.05(b). The referenced work is considered subsidiary to the other work items shown in the plans and bid schedule, and therefore falls under the indirect payment definition. Bidders will have to determine where they account for indirect work. Please also see Subsection 101.02 which also explains where applicable direct and indirect work is located within the FP.
Questions/Clarifications
3. For the signs that are over 48 inches, can they be paneled in both directions? If so, are there specifications on how many panels can be installed and directions on installation of multiple panels on a sign panel system?
Response: For MUTCD (M-, R-, and W- series) signs, please refer to Subsection 633.05 of the FP (standard specifications book) for requirements.
For NPS UniGuide signs, the UniGuide Sign Manual (Volume 2 Chapter 5.3, Subsection 5.3.1) states:
Use a continuous, un-spliced panel wherever possible. Panel splices are to be made on the vertical alignment with the interior fluting oriented in the horizontal direction. Standard panel sizes include: 4’-0” x 8’-0”, 4’-0” x 10’-0”, 4’-0” x 12’-0”, and 5’-0” x 10’-0”. The recommended method for joining panels is provided on pages 5.1-23, 5.1-25, and 5.1-27.
As stated in Subsection 633.03 of the Special Contract Requirements (page J-49), the UniGuide Sign Manual will be provided by the Government at the preconstruction conference.
