Questions/Clarifications
Questions / Clarifications
The following questions and issues were submitted to EFLHD at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Amendment No.1, 3 & 4 all address the load restrictions in the Q&A, but still limit the mobilization of construction equipment to the project to 66,000 lbs. GVW. Due to the specified construction methods, the crane that will be required can only be broken down to approximately 100,000 lbs., not including the weight of the truck and trailer. Can the weight restrictions be waived for the mobilization/demobilization of ALL construction equipment to the project site?
It is understood the load restrictions on the Natchez Parkway will be waived for the hauling of the Little Swan Creek Bridge precast units and that the hauling of all other materials must be as per specification 104.05. Will the hauling restrictions be waived in order to mobilize construction equipment (300 ton crane as an example) to the project sites? Even stripped down the crane components will exceed the load restrictions of specification 104.05.
Response: The mobilization and demobilization of equipment needed for constructing / erecting the precast units are included in the weight restrictions that were waived.
Please be reminded that the restrictions for daily traffic that would be going to and from the project (i.e. riprap, concrete, steel, etc.) have not been lifted.
2. Subsection 552.11(b)(6) requires the same precast plant to fabricate all of the precast elements products used in the bridge system. Does this include the driven piles?
Response: Piles are not included in the requirements of Subsection 552.11(b)(6).
3. No cross-sections are shown for the 6” transverse joint between deck panels nor the 3’-9” (2 x 1’-10 ½’) wide joint over centerline of the pier on sheet R17. Provide a cross section detail for those joints? (Attached detail of a similar type closure is provided for review)?
Response: Please see amended Plan Sheet R17 (Deck Panels) for details on deck transverse closure pours and for closure pour over the pier.
4. For epoxy steel in the precast units, is the epoxy steel quantity included in the 55,000.00 LBS bid quantity? The precast units look to have more than 55,000.00 Lbs.
Response: Additional quantities for pay item 55401-2000 Reinforcing Steel, Epoxy Coated have been included by amendment.
Note that quantities shown on the Plans and Bid Schedule are estimated and all items are bid and paid for on a unit price basis. The Contractor will be paid for the amount of work ordered by the CO, completed and accepted according to the specifications. Also note all quantities of work must be ordered by the CO; if the Contractor performs work not ordered, the Government will not pay for it. See the last paragraph of Subsection 109.05 of the FP (standard specifications).
5. Sheet R17 section A-A, some of the bar marks for the abutment and wing precast units are conflicting from elevation view to plan view or from plan view. This will affect the total quantity and will also impact the size of the Splice Sleeve which is a subsidiary item and cost. Can you review and advise?
Response: Please see amended Plan Sheet R17 (Deck Panels) for revisions to the bar labels.
6. For the deck panels, is there a minimum or maximum height above the girders (Haunch) that needs to be met? If so can, provide a detail for deck panel support and haunch buildup prior to the application of the UHPC? This will be needed in order to provide a profiled deck section prior to final paving.
Response: Panels need to be leveled to reach the final deck elevations as shown on the deck elevation on Plan Sheet R15 (Deck Elevation). The haunch will vary.
7. For the bridge railing:
a. Is all the steel shown on sheet R19 to be included with the bid item for bridge railing or are the bars embedded in the overhang or wing walls to be included with the epoxy steel bid item?
Response: All steel on Plan Sheet R19 (Railing Details -1) is included in the bridge railing pay item.
b. Bar # 5CE2 in the deck and curb does not have a spacing given. What is the spacing of this bar?
Response: Please see amended Plan Sheet R19 (Railing Details -1) which includes the revised 12-inch spacing for bar #5CE2.
c. Bar # 3RE7 in the interior section on sheet R19 does not show how many equal spaces should be between the posts. Can you provide?
Response: Please see amended Plan Sheet R19 (Railing Details -1) which includes the revised spacing between the posts for bar #3RE7.
8. Constructability issue regarding the Grouted Splice Couplers associated with the Pier construction. Sheets R12 and R13 call for a vertical grouted splice connector to join battered reinforcing steel. The tolerances are such that we believe this will not work even if we upsize to the largest splice connector available. The red-line sketch provided with the 4/14/2015 email demonstrates the conflict. Please advise how this splice connection will be accomplished?
Response: Reinforcement needs to be bent at the end section to come out straight.
9. All of our suppliers are telling us that Ultra High Performance Concrete is not sold in the United States. Please provide a supplier for this product? If unable to provide a supplier, please provide an alternate material that is available and acceptable?
Response: Lafarge North America Inc. is a supplier of ultra high performance concrete (UHPC). The product is called Ductal UHPC and it comes in bags or “super sacks” to be mixed. Please see the contact information below:
UHPC / Ductal® Lafarge North America Inc.
8700 W Bryn Mawr Ave., Suite 300 Chicago, IL USA 60631 E-Mail: ductal@lafarge.com Phone: (773) 355-4526 Website: www.ductal.com
10. Section 107, will any tree protection be required?
Response: Please refer to SCR Subsection 107.02 for tree protection requirements. If tree protection is needed, there is no direct payment for this work. Please see FP Subsection
109.05 for further information regarding scope of payment for direct and indirect work.
Bidders will have to determine where they account for indirect work.
11. Section 551, driven piles:
a. What depth will be required for the prebore?
Response: Please refer to FP Subsection 551.07 for preboring requirements which states “In compacted embankments more than 5 feet deep, prebore the pile hole to natural ground.” Also Plan Sheet R29 (Boring Location Plan and Subsurface profile) and the posted Report 5_Soils and Foundation (Geotechnical Report) which indicate fill exists to a depth of 37.4 feet below existing site grade at the location of boring B-1.
Below the fill at this location, natural ground was encountered in the form of limestone rock. Preboring should extend to rock (natural ground).
Please also see FP Subsection 551.07 which states “For piles end-bearing on rock or hardpan, preboring may extend to the surface of the rock or hardpan. Seat the pile into the end-bearing strata.” The Geotechnical Report indicates end-bearing on rock conditions.
b. If the prebore extends to rock, is a dynamic analysis still required?
Response: Yes. Please see Plan Sheet R04 (Foundation Layout) for the location of two test piles.
12. Section 552 Structural Concrete:
a. The precast abutment sections will weigh as much as 185,000.00 lbs. and according to our inquiries the Federal Bridge Gross Weight Formula will require tractor trailer lengths to be approximately 160 feet long in order to haul these precast concrete units to the project site.
Are additional horizontal or vertical construction joints allowed in order to lower the weight of the individual precast units?
Response: Additional horizontal joints are allowed, but no vertical joints are permitted.
b. Will the grouted splice coupler detail, as shown on Sheets No. R05 and R12, be allowed at all horizontal construction joint locations of the substructure? Please provide a detail for joining precast to precast?
Response: Yes. The grouted splice coupler detail shown on Plan Sheets R05 (Abutment 1 Layout) and R12 (Precast Pier Layout) is for all the horizontal joints of the substructure.
c. Sheet No. R23 states “see Abutment 1 Reinforcement and Abutment 2 reinforcement sheet for details” of the dowels that connect the Approach Slabs to the backwalls but no details are provided. Please provide dowels connection detail for the Approach Slabs connection to the backwalls?
Response: Embedment of this dowel into the backwall is 12 inches. No additional detail will be provided.
13. Section 619, Fences, Gates, and Cattle Guards:
a. Provide a detail for the farm gate? Is this a subsidiary cost to traffic control?
Response: Material specifications for a fence gate can be found in FP Subsection 619.02 which will then refer you to Subsection 710.05. Also refer to FP and SCR Subsection
619.03 for further information. The Contractor will have to provide a detail to the CO for approval. No additional detail will be provided.
If a farm gate is needed, it is included as part of the lump sum traffic control pay item described in SCR Subsection 635.03(j).
b. Provide a detail for the snow fence?
Response: Material specifications for the temporary plastic fence can be found in FP Subsection 619.02, which will then refer you to Subsection 710.11. No additional detail will be provided.
14. Section 552, Structural Concrete, Schedule B:
a. Sheet No. R35 includes a Full Depth Repair Detail and Procedure but no quantity is set up in the bid schedule. Do you anticipate any full depth repair?
Response: The quantities provided for pay item 55205-0000 Repair Concrete (Bottom Deck Repair) are an estimate based on a visual inspection. The Contractor will need to do further investigation in order to determine if full depth repair is needed and subject to the approval of the CO during construction. Please see the second paragraph of the response for Question 4 for discussion on plan quantities vs. actual quantities.
b. Sheet No. R35 includes a detail for Overhead Concrete Repair that conditions High Early strength concrete material shall be used for the patch. Will you allow core drilling through the deck in order to place the concrete?
Response: Core drilling will not be allowed.
c. If core drilling through the deck is not allowed, then is a full depth repair allowed instead of an overhead concrete repair?
Response: If full depth repair is not necessary due to the sound condition of the concrete, full depth repair will not be allowed.
d. Will there be a need to provide one separate field office for Schedule A and one separate field office for schedule B or will one field office suffice?
Response: There is only one physical field office required for Schedules A and B. One physical field office would need to be installed and maintained for the duration of the project no matter if one or both schedules are awarded.
15. Section 108, Prosecution and Progress, if both Schedule A (Base contract) and Schedule B (Government Option 1) are not awarded at the same time, will the Government give an option to award Schedule B at any time during which Schedule A is under contract?
Response: As stated in the B Pages - Bid Schedule Instructions, if the funding for Schedule B is received after the award of Schedule A, the Government has the right to exercise Schedule B at the unit prices bid no later than the contract completion date of Schedule A.
It cannot be determined at this time when or if Schedule B will be awarded.
