Plans changes
Delete Plan Sheet R36 and substitute the amended Plan Sheet R36.
1) Sheet R36 updated to revise the concrete rail repair details.
Special Contract Requirements (J Pages) changes
1. Add the following to Section 552 of the Special Contract Requirements, page J-24:
552.03. Add the following:
For replacement and bridge repair work, submit preliminary concrete surface samples of class 2, rubbed finish to the CO for approval. Submit three, 3-foot x 3-foot x 4-inch panels for each approved concrete mix design for final surface finish and color approval. Finish and cure panels in the same manner as each approved mix design will be finished and cured at the job site.
552.16(b). Add the following:
Begin class 2, rubbed finish immediately after completion of class 1 finish.
552.16(b). Delete the fourth sentence of the second paragraph and substitute the following.
Use mortar composed of cement and fine brown sand mixed in the same proportions as the approved concrete rubbed finish sample panel.
2. Add the following to Section 635 of the Special Contract Requirements, page J-43:
635.11. Add the following:
At the end of each work day, install temporary concrete barrier flush with the bridge curb with FHWA approved terminal sections at each end centered in front of any opening in the concrete bridge rail. Find FHWA approved terminal sections at the following websites:
http://safety.fhwa.dot.gov/roadway_dept/policy_guide/road_hardware/ctrmeasures/concrete_ barriers/ http://safety.fhwa.dot.gov/roadway_dept/policy_guide/road_hardware/barriers/term_cush.cf m
As an alternative to using temporary concrete barrier to protect openings in the concrete bridge rail, close a lane using concrete barriers the full length of the bridge with the use of a temporary traffic signal system and appropriate signage in accordance with Subsection 635.20. Use this traffic signal lane closure for a maximum of 45 days.
Submit proposed temporary traffic control plan for protecting opening in the concrete bridge rail to the CO for approval. Include the proposed temporary traffic control devices with the devices listed in Subsection 635.03(j).

Questions/Clarifications
Questions / Clarifications
The following questions and issues were submitted to EFLHD at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Can the substructure of the bridge in Schedule A be poured in place rather than utilizing the precast components specified?
Response: No; the substructure of the bridge cannot be cast-in-place. Only the footings can be cast-in-place.
2. We are having trouble locating a precast manufacturer of the precast components specified on the project, can you provide us with the contact information of a manufacturer that will be quoting the precast components on the project?
We have not been able to locate any PCI certified plants that are quoting the precast items. An extension of the bid date would allow us time to explore more vendors and hopefully find a few that are willing to quote the project.
Response: There are at least two precast manufacturing plants in Tennessee that have the ability to perform the work. Both of these plants have already been contacted by other bidders.
3. Subsection 104.05 of the specification restricts the maximum GVW to 66,000 lbs., however many of the materials themselves as well as construction equipment needing to be delivered to the project site will exceed this limit. One BT63” girder will weigh approximately 90,000 lbs. as well as the precast cap will exceed 100,000 lbs. in weight alone, excluding the vehicle weight.
Will the NTP wave these restrictions for delivery of materials and equipment to the project site?
Response: A similar comment was addressed in Amendment No. 0001 in which the following was added to Subsection 104.05 of the Special Contract Requirements (SCRs):
Load restrictions on the Natchez Trace Parkway do not apply for the hauling of Little Swan Creek Bridge precast concrete units only. Load restrictions on the Natchez Trace Parkway do apply for the hauling of all other materials.
4. Are there any plans of the existing structures available? These plans will help to better understand the removal of the structures and will help to provide engineered drawings of the repair work as per the Temporary Bridge Works specification.
Response: As-built plans are being provided with Amendment No. 0003. The as-built plans are for information purposes only.
5. The plans have established a thorough Traffic Control Detour Plan for Schedule A but have only included a standard Temporary Traffic Control plan for Schedule B. Removal of portions of mailto:eflhd.contracts@dot.gov
Questions/Clarifications the Big Swan Creek Bridge parapet and overhang will subject the traffic to an unprotected drop off and other hazardous conditions. Subsection 156.07 does not allow for any nighttime work.
Can you provide a more through Traffic Control Plan for the Big Swan Creek Bridge Repair that addresses the unprotected drop offs and other hazardous conditions?
There is no traffic control plan for the Schedule B work at Big Swan Creek. What are the plans to control traffic? A flagging situation will not allow enough time to do the work required.
Response: Section 635 of the SCRs and Sheet R36 have been amended to include additional temporary traffic control requirements.
For concrete work on top of the deck, single lane closure with flaggers can be used temporarily if there are no openings in the concrete rail. If there are openings in the concrete rail, please see the amended SCRs and Sheet R36. For concrete work below the deck, the work area can be accessed from below the bridge.
6. It appears as though specialty colored concrete mixes has been used for portions of the Big Swan Creek Bridge but there are no specialty colored concrete mixes set up in the project. Can you please confirm this information is correct?
Response: Section 552 of the SCRs has been amended to include concrete finishing requirements.
7. We supply strip seal expansion joints, the expansion joint detail on sheet 22 of 29 (Schedule A) is not the same as what we supply. May there be alternatives?
Response: No; a strip seal expansion joint alternative is not allowed. Install the joints that are specified and detailed in the plans.
8. Is the steel for the expansion joints coated?
Response: The steel for the expansion joints are required to be galvanized.
9. On sheet 21 of 29 (Schedule A) the elastomeric pad is shown to have a vertical lip around the edge. Is that correct?
Response: The vertical lip as shown in the detail is correct but it is not required.
10. Is the elastomeric pad attached to the sole plate? If so, by what means?
Response: The elastomeric pad is not attached to the sole plate. Install the bearings according to Subsections 564.03(d) and 564.04 of the FP. See also Subsection 555.07(b)(e) for plate roughness.
11. Sole plates: specs of material? Are plates coated?
Response: The sole plates are required to be AASHTO M 270, Grade 36 galvanized.
