No. OFFEROR QUESTION GOVERNMENT RESPONSE
Sections C and J of the ATIS SIR indicate that the system must be scalable to support a major tower such as KATL. There appear to be no solutions in FSEP or in use at FAA ATCTs that meet those requirements other than the ATIS subsystem of TDLS. Will the FAA award the contract to an ATIS system that does not have an interface to other information exchange systems or Datalink ATIS (D-ATIS)? Is the intent that the system be enhanced to support those features in the future?
The FAA will award to the vendor who meets the specifications provided including an ATIS system that interfaces to other information exchange systems. The intent of this project is to provide a system that can be used with current FAA systems.
Sections C and J of the ATIS SIR indicate that system must have been certified in the last 3 years as well as support automatic and manual data entry. There appear to be no solutions in FSEP or in use at FAA ATCTs that meet both of those requirements other than the ATIS subsystem of TDLS. Will the FAA award the contract to an ATIS system that does not have an automated weather interface?
The FAA will award to the vendor who meets the specifications provided including the automated weather interface. The intent of this project is to provide a system that can be used with current FAA systems. There are currently many ATIS systems with both the automatic and manual capability fielded throughout the FAA sites. To standardize this mobile equipment and it be useful in all airport settings, the government requires a system that can be both manually and automatically operated. The FAA does not mandate vendors that provide ATIS systems to be registered in FSEP. Through the results of market survey, the government determined adequate competition with qualified of vendors who were certified within the last 3 years demonstrating the ability to provide systems support (automatic and manual data entry).
