Mill Plain BRT Project, CTRAN, Vancouver, WA HDR was contracted by CTRAN to provide corridor planning services into final PS&E and into construction support. The Mill Plain corridor is approximately 10 miles long, includes 38 BRT station platforms and a new 9-bay transit center, and recently received a $24.9M FTA Small Starts Grant Agreement, all to improve transit service along a heavily congested corridor. Project includes transit signal priority (TSP) improvements, innovative transit priority treatments, updated fiber communication, right of way acquisition, and cost estimating. Kevin led the data analysis and visualization components of the project using existing AVL data to improve the future BRT service offerings along the corridor. The project is under construction and scheduled to begin service in 2023.
10th Street Expressway, FDOT HDR is providing ITS support for a major construction and rehabilitation of portions of 10th street and I-95 in south Florida. These are heavily used roadways for local business access and for regional movement. In order to minimize disruptions and provide transparent

information to the public during the project, HDR employed Wejo’s connected vehicle breadcrumb data to determine Origin-Destination and alternative route choice travel patterns. Kevin developed the processes to analyze this data leveraging AWS cloud services for computation.
iRoad, NYSDOT HDR is contracted with the New York State DOT to develop an online system to allow member agencies to determine the impacts of work zones on surrounding motorways. This effort joins crash, traffic volume, travel time and origin-destination data into a single repository for analysis. Kevin is leading the development and implementation of this system.
NPS Grand Teton, Moose Wilson Corridor Management Support, Western Federal Lands HDR assisted WFL in developing a pilot project to manage the number of vehicles within the Moose Wilson Corridor and balance preservation and public use and enjoyment. HDR used Flexsim, a discrete event simulation software, to perform traffic metering analysis. Kevin led the simulation analysis of traffic system to develop metering strategies if implemented in the field.
Traffic Signal Oversight and Facility Support, PANYNJ. New York, NY
HDR is overseeing and responsible for the work efforts in the Traffic Signals subgroup and is providing direct support services for LGA, HT, PN-EPAMT, and SWF facilities. Kevin is involved with building analytics dashboards to more effectively and efficiently monitor the Port Authority’s traffic signals. Leveraging existing data sources and data feeds, such as the Port Authority’s Waze data feed, Kevin was able to create a web-based dashboard using Python, a MySQL database, and a Linux server that will allow for real-time monitoring of travel time and speeds on Port Authority corridors. This data also feeds into a Traffic Signal Health Report dashboard that provides a graphical representation of the corridor operations for PA Traffic staff and facility managers. Additionally, HDR is evaluating technology systems that can produce Automated Traffic Signal Performance Measures (ATSPMs). These innovations have increased efficiency and allowed for HDR staff to make data-driven decisions on which corridors to focus optimization efforts on, when to go to the field, and be proactive about mitigations.

destinations serviced by the shuttle system. This project includes six integrated components: 1) modeling of transit and vehicle traffic in the Zion Canyon; 2) modeling of visitor use at selected recreation sites serviced by the Zion shuttle bus; 3)modeling and mapping transportation noise and impacts to visitors' soundscape experience;
4) assessing resource impacts at selected recreation sites serviced by the Zion shuttle bus; 5) collecting visitor use data to determine management objectives and 6) making recommendations to park management on how integration of the five study components will assist the park in evaluating the extent to which their current and alternative configurations of the shuttle system maintain desired future conditions of park resources and visitor experiences. Kevin helped develop a full-scale planning tool in Excel to allow the park to model various visitation scenarios and their impacts on areas within the park.
