JONATHAN L (JON) BAIRD
Nevada DOT Headquarters, I-15 South Corridor Brightline, Las Vegas, Nevada, United States
The I-15 South Corridor is a 12-mile-long corridor capacity and safety improvement project located in the southern part of Las Vegas, Nevada. The location of the corridor is bound by the Tropicana Interchange on the north end and Sloan
Interchange on the south end. The I-15 South Corridor Environmental Assessment document, dated October 2008, identifies $1.24 billion of project improvements to be completed within the corridor. To date, NDOT has completed $428 million of projects within the corridor, leaving about $812 million of projects to be constructed.
The remaining projects will be completed through a phased approach. In 2011, DesertXpress obtained a Record of Decision from the Federal Railroad
Administration on a Final Environmental Impact Statement (FEIS) for a high-speed railway between Victorville, California, and Las Vegas, Nevada. A privately-owned company, named Brightline, is finalizing negotiations to acquire DesertXpress with the goal to start construction of the railway between Victorville and Las Vegas by fall
2019. The FEIS has a preferred alignment that is mostly outside of the NDOT right-of-way and an alternative alignment that is to be within the median of I-15 from
Victorville to Las Vegas. Recent meetings with Brightline indicate that the alternative alignment that is located in the median of the interstate may be preferred. Recent communication with Brightline confirms they plan to update their EIS document by
June 2019 and begin construction by fall 2019 with a construction period from two-three years. The consultant technical expertise involvement of the proposed high-speed rail project will be critical for a successful implementation within NDOT’s right-of-way.

Sperry Capital, Inc., Sperry I-17 Flex Lanes P3, Arizona, United States
HDR provided General Engineering Consultant (GEC) services for the project to widen I-17 to three lanes for the critical 17 miles stretching between Anthem and
Black Canyon City, as well as 8 miles of flex lanes to accommodate directional traffic through a particularly steep, winding segment. We conducted a workshop that considered multiple scenarios including having the Developer operate and maintain the entire 22-mile stretch of I-17; operate and maintain only the Flex Lanes portion of the project; and varied durations of operations and maintenance from 5 to 10 years.
The workshop and resulting value for money was instrumental in assisting ADOT with the decision to procure operations and maintenance services within only the Flex
Lanes limits for a 5-year period following substantial completion of the project.
