Florida Department of Transportation (FDOT), Electric Vehicle Master Plan, FL Per state statute, FDOT was required to coordinate, develop, and recommend a Master Plan for the development of electric vehicle (EV) charging station infrastructure along the State Highway System. HDR is currently working on this project to engage stakeholders throughout the state to discuss varying interests, concerns, and preferred locations regarding EV supply equipment (EVSE). HDR is using a GIS-based model to determine where existing EVSEs are currently deployed to determine the gaps where charger deployment should be focused. Barriers to EV and EVSE deployment are being identified such as legal, EVSE awareness, and charging duration, and then an implementation strategy will be developed to address these barriers and expand EV and EVSE use. The implementation strategy will include recommendations to limit legal barriers, which routes and how frequently to deploy EVSE sites and the size and quantity of chargers at each site, and how to further promote EVSE awareness across the State Highway System.

Southern California Edison, MD/HD West Coast Clean Transit Corridor Initiative, CA

HDR supported SCE on the West Coast Clean Transit Corridor Initiative with an upfront planning study to determine the best allocation for future medium and heavy duty (MD/HD) electric vehicle charging infrastructure investments. The initiative’s overall goal was to develop the planning necessary for an I-5 corridor that can be traveled from Mexico to Canada using electric vehicles. Eleven utilities, including Puget Sound Energy, spanning the entire West Coast sponsored the program. The study included an overview of the current EV infrastructure, utility planned infrastructure programs, an analysis of the freight transportation sector to identify potential charging infrastructure areas, the state of the industry in existing and future zero-emission trucks, and a set of recommendations for the participating utilities to accelerate adoption of MD/HD zero-emission vehicles. We leveraged HDR’s experience on existing projects and initiatives to maximize the value to SCE and the Transit Corridor Initiative partners.

Sean Everett, PE (MT, WA)

IA DOT Headquarters, Statewide EV Infrastructure Deployment Plan (NEVI Plan), IA HDR is assisting multiple states on plans for deploying electric vehicle (EV) charging infrastructure designated alternate fuel (AFCs) corridors across each state to create a statewide charging network. These EV Infrastructure Deployment Plan (EVIDP) were developed in accordance with the requirements of the NEVI Formula Program Guidance – a partnership with the DOE’s Clean Fuels Program and the Department of Transportation/FHWA. HDR worked with these clients and a variety of stakeholders to develop EVIDP documents with the vision and goals, stakeholder outreach, technical analysis and planning work, and the implementation plan for deploying EV infrastructure.

Kentucky Trans Cabinet-Div of Planning, EV Statewide Plan (NEVI Plan), KY This project involved the assessment of Nominated and Ready Alternative Fuel Corridors to find the most efficient way to connect a statewide EVSE network; with locations weighted by Justice40 and other socioeconomic metrics outlined by the Federal DOT funding guidelines.

North Dakota Dept of Transportation, Statewide Comprehensive National Electric Vehicle Infrastructure (NEVI Formula Plan), ND Provided planning support for the EV Infrastructure Deployment Plan (EVIDP) which was developed in accordance with the requirements of the National Electric Vehicle Infrastructure (NEVI) Formula Program Guidance – a partnership with the DOE’s Clean Fuels Program and the Department of Transportation/FHWA. HDR worked with these clients and a variety of stakeholders to develop EVIDP documents with the vision and goals, stakeholder outreach, technical analysis and planning work, and the implementation plan for deploying EV infrastructure.

C-TRAN, Electric Bus Infrastructure Design Vancouver, WA As part of their planned fuel transition that will include BEBs, C-TRAN received a grant for the installation of up to 10 electric bus chargers for their future electric bus pilot beginning in 2022. Because C-TRAN did not have a transition plan in place, supported C-TRAN to understand where to place, how to power, and the type of chargers they would need installed at their central maintenance facility. HDR utilized our Zero+ tool to evaluate the optimal routes for charging both at the depot and the transit centers for a selection of fixed-route buses. HDR worked to help C-TRAN select the chargers and then design around the selected charger for the base and transit centers. Following completion of the infrastructure design project, C-TRAN selected HDR to complete a study to plan for zero-emission bus transition for the remainder of their diesel fleet. HDR utilized the Zero+ tool to model the energy consumption to convert to battery or hydrogen buses. HDR is currently developing the remaining plan for fleet transition.

Metropolitan Transit, North Loop Garage Phase 1 BEB Charger Design, MN The North Loop Garage was constructed with the intent to support electric buses.

HDR is leading a team of engineers to design the first phase of battery electric bus charging stations at the new facility. Eight, 180 kW charging stations connected to 12 plug-in dispensers will be installed at the new facility during Phase 1. Future phases will connect a total of approximately 30 chargers and 60 buses.
