About this file
This is a Common Carrier Attestation form required by Pinellas County, Florida for vendors responding to RFP No. 25-0653-RFP for a cloud-based Learning Management System. The attestation, mandated under Florida Statute 908.111, requires contractor representatives to certify compliance with Florida Statute 92.525, confirming they will not willfully provide transportation services for unauthorized aliens into Florida during the contract term, except to facilitate detention, removal, or departure from the state or United States. The form requires authorized contractor representatives to provide their name, signature, date, Federal Work Authorization User Identification Number, and the specific Pinellas County contract name and number. The contract term is 60 months with options to extend for two additional 12-month periods.
Pinellas County reserves the right to terminate the associated agreement for cause if the contractor is found in violation of the common carrier attestation. This legal requirement is a standard compliance document that does not address pricing terms, set-asides, or funding sources. The attestation serves as a prerequisite certification document that all vendors must complete and submit as part of their proposal package for this enterprise-level LMS procurement, alongside other mandatory affidavits related to human trafficking restrictions and foreign ownership limitations specified under Florida law.
