About this file
This is a Common Carrier Attestation form required by Pinellas County, Florida for contractors bidding on RFP No. 25-0653-RFP for a cloud-based Learning Management System. The attestation requires authorized contractor representatives to certify compliance with Florida Statute 92.525 and confirm that they will not knowingly transport unauthorized aliens into the state during the contract term, except to facilitate detention, removal, or departure. The form mandates that contractors provide their name, signature, date, Federal Work Authorization User Identification Number, and the specific Pinellas County contract name and number. The contract term extends for an initial 60 months with two optional 12-month renewal periods. Proposals for the LMS were due by October 9, 2025, at 3:00 pm, with the procurement emphasizing experience in public safety, healthcare, and government training environments to support up to 2,500 concurrent users.
Pinellas County reserves the right to terminate the associated agreement for cause if the contractor is found in violation of the common carrier attestation. This legal requirement represents one of several mandatory affidavits that vendors must complete as part of the procurement process, alongside attestations related to human trafficking and restrictions on contractors from specified foreign countries of concern. The attestation must be executed under penalties of perjury by an authorized representative with signatory authority on behalf of the contractor. Failure to comply with the attestation requirements or violation of Florida Statutes during contract performance may result in contract termination by the county.
