Task Work Order #4 – Advanced Transportation & Congestion Management

Technologies Deployment (ATCMTD) Grant Preparation Support

TASK WORK ORDER SCOPE OF SERVICES

I. PURPOSES OF SERVICES

The FAST Act established the Advanced Transportation and Congestion Management

Technologies Deployment (ATCMTD) Program to make competitive grants for the development of model deployment sites for large scale installation and operation of advanced transportation technologies to improve safety, efficiency, system performance, and infrastructure return on investment. The purpose of this Task Work Order is to provide services to further the

DEPARTMENT’S Transportation System Management and Operations (TSM&O) efforts and implementation of projects through the development and preparation of an ATCMTD grant application.

II. DESCRIPTION OF SERVICES

Task 1 – Define Concept

In collaboration with FDOT and other stakeholders the CONSULTANT will define the conceptual technical approach for the ATCMTD test program that will be proffered by FDOT to FHWA in the Grant Application. The approach will include the following:

• Conceptual diagram with information flows, hardware and software elements, and user interfaces;

• Defined scenarios for operation of the prototype system, including project set-up, training, and use cases;

• Defined Stakeholder and User Groups (public and private sector);

• Listing of expected benefits and costs; and,

• Hold an in-person “Concept Workshop” with FDOT and key stakeholders to finalize concept and approach to the grant; this will also support the development of Task 2 areas below.

Work completed to date by FDOT on the ICM concept development will serve as an input to inform this subtask.

Task 2 – Assess Benefits, Costs, Win Themes/Strategy, and Discriminators of Concept

The CONSULTANT will define an overall “win strategy” for the ATCMTD grant proposal. The strategy, which will be documented in PowerPoint, will include:

• Win Themes – based on the technical concept and considering potential benefit and highlighting elements of interest to FHWA and a national audience.

• Competitive Assessment – determine how the technical concept and approach may compare to other activities (e.g. ACTMTC Round #1 and #2 awards, Smart Cities, etc.), and recommend potential areas to focus, highlight or adjustments to make to enhance the chances of award for this grant.

• Discriminators – outline how the grant should be written so as to highlight key areas of the technical approach that are both: (1) not being covered elsewhere; and (2) are determined to be of high interest to FHWA ITS/CV program staff.

With the list of costs and benefits developed in Subtask 1 serving as the starting point and with the assistance of FDOT, the CONSULTANT will develop a detailed benefit-cost spreadsheet that will cover all specific costs for the deployment of the prototype system, and then calculate (and monetize) benefits according the USDOT-defined benefit categories of safety, mobility, efficiency, productivity, energy and environment. The spreadsheet will be structured to calculate costs and benefits for the operational use cases defined in Subtask 1.

Task 3 – Write Grant Application

The CONSULTANT will take the lead in writing the ATCMTD grant application. The

CONSULTANT will produce three versions: Preliminary Draft; Draft; and Final. The application will be organized according to the following table of contents.
