Document Summary
This is an Amendment (Amendment No. 9) to DEP Contract No. HW508, a state and local indefinite delivery contract between the Florida Department of Environmental Protection (FDEP) and Rare Earth Sciences, Inc. d/b/a HSA Engineers & Scientists. The contract was originally executed on April 1, 2003, and has been amended multiple times, most recently on June 11, 2007. The contract is managed by Stacie Davis, DEP Contract Manager, and covers hazardous waste cleanup and environmental engineering services.
Amendment No. 9 increased the contract funding from $5,230,000.00 to $6,830,000.00, representing a $1,600,000.00 increment. The amendment replaced the previous rate schedule (Attachment E-4, dated 9/2006) with a revised rate schedule (Attachment E-5, dated 7/2007). The contract provides direct labor rates for various classifications ranging from President/V.P. at $78.06 to $78.06 hourly to Computer Specialist at $19.23 to $19.23 hourly. Laboratory analysis rates, equipment rental costs, vehicle rental rates, personal protective equipment costs, and expendables are included in the pricing structure. Indirect rates apply multipliers of 5% to 109% depending on the cost category, with a completion fee of 10% applied to total labor costs. The contract operates on a cost-plus basis with fully loaded rates and includes provisions for quick turnaround services with surcharges of 15% to 100% depending on delivery timeframes.
