Contract Summary

This is Amendment No. 3 to DEP Contract No. HW508, an indefinite delivery contract between the Florida Department of Environmental Protection (FDEP) and Rare Earth Sciences, Inc. d/b/a HSA Engineers & Scientists. The contract was originally executed on April 1, 2003, with amendments dated May 23, 2003, and April 20, 2004. The contractor is located at 4019 East Fowler Avenue, Tampa, Florida 33617. James Goldsberry serves as the DEP Contract Manager. This amendment replaces the rate schedule with a revised rate schedule effective August 2004, pursuant to annual rate renegotiation provisions outlined in the contract.

The contract provides environmental investigation and remediation services, including hazardous waste cleanup, laboratory analysis, equipment rental, and field services. The revised rate schedule establishes fully loaded hourly labor rates ranging from $8.50 to $78.06 for various classifications including scientists, engineers, technicians, and support staff. Laboratory analysis rates for primary and secondary metals analyses, purgeables, extractables, and leach testing are itemized with method-specific pricing. Equipment rental rates cover air sampling monitors, soil/sediment equipment, geophysical instruments, and miscellaneous field equipment on daily, weekly, and monthly bases. Vehicle rental rates for automobiles, vans, and trucks are included with mileage costs. The contract incorporates indirect cost multipliers for overhead (109%), general and administrative (20%), fringe benefits (44%), project management (10%), and other direct costs (5%), with a 10% completion fee applied to total labor costs. Subcontractor fees include a 10% equipment procurement fee and tiered handling fees ranging from 10% to 5% based on subcontractor total costs.
