About this file
This document is a DEP Contract No. HW508, Amendment No. 6, executed between the Florida Department of Environmental Protection (FDEP) and Rare Earth Sciences, Inc. d/b/a HSA Engineers & Scientists. The contract was originally entered into on April 1, 2003, and has been amended multiple times, with Amendment No. 6 executed on September 22, 2006. The contract was procured through a Statewide contract vehicle (SOQ Reference #2002012C) and provides for hazardous waste cleanup and environmental consulting services on an indefinite delivery basis.
The contract covers environmental engineering, scientific analysis, and hazardous waste remediation services provided by HSA Engineers & Scientists. Pricing is structured as a cost-plus contract with fully loaded rates for direct labor (ranging from $10.00 to $78.08 per hour depending on job classification), laboratory analyses (ranging from $0.00 to $865.00 per analysis), equipment rental (ranging from $2.00 to $1,560.00 monthly depending on equipment type), vehicle rentals ($65.00 to $92.00 daily), and personal protective equipment ($0.00 to $172.50 per man-day depending on level). Indirect costs are applied as multipliers to direct labor costs, including overhead at 109%, general and administrative costs at 20%, fringe benefits at 44%, project management at 12.5%, and a completion fee of 10%. Amendment No. 6 revises project management calculation to 12.5% of direct labor costs and replaces the previous rate schedule with a revised rate schedule dated September 2006. The contract operates on a task assignment basis with fixed rate, lump sum, and cost-plus payment methods, with all work subject to management controls and certification of accurate wage rates and costs.
