Contract Summary
This is an Indefinite Delivery Vehicle (IDV) contract entered into on June 21, 2011, between the Florida Department of Environmental Protection (DEP) and the Florida Department of Health (DOH), a state agency. The contract was subsequently amended twice—on June 4, 2014 (Amendment No. 1) and June 25, 2014 (Amendment No. 2). The contractor, DOH, operates through its Bureau of Environmental Health and provides potable water quality monitoring services to support four DEP programs: the Petroleum Cleanup Program, the Drycleaning Solvent Cleanup Program, the Waste Cleanup Program, and the Certification and Restoration Program. Services are performed on a task assignment basis with separate Task Assignment Notification Forms and Task Assignment Change Order Forms executed by authorized departmental representatives based on delegated authority thresholds ranging from $35,000 to $500,000.
The contract encompasses potable water well surveys, sampling, data collection, administrative services, training, travel, and equipment maintenance for contamination investigation activities. Compensation is provided on a combination fee schedule and cost reimbursement basis as specified in executed task assignments. The fee schedule for well survey and sampling services includes rates such as $217.00 per survey request, $12.50 per well location, $93.00–$103.00 per water sample collection, and $23.00 per out-of-county service. Administrative costs are reimbursed on a cost basis not exceeding 5% of total direct costs. Funding sources are identified in individual task assignments, with Petroleum Cleanup Program funding derived from the Inland Protection Trust Fund (IPTF) and tracked separately from other program funds. The contract began July 1, 2013, and remained in effect through June 30, 2016, with provisions for renewal for up to three additional years contingent upon satisfactory performance and fund availability. All work performed prior to formal task assignment execution is not reimbursable.
