About this file
Summary
This is Amendment No. 9 to DEP Agency Term Contract No. GC774, a rate increase amendment between the Florida Department of Environmental Protection (FDEP) and Southeastern Petroleum Contractors, Inc. The contract, originally executed on February 25, 2014, provides petroleum contamination site response action services in Florida's Central Region. The amendment was executed on June 19, 2020, with an effective rate change date of 06/19/2020.
The amendment modifies the Rate Schedule (Attachment D, Version 3.2) to increase pricing for 289 pay items across multiple service categories. Rate increases are uniformly applied at approximately 5% or less, consistent with the maximum allowable increase under contract provision 11.B.ii. The rate changes apply only to new work assignments offered on or after the Rate Change Date; all pre-existing and previously offered work assignments continue under the prior rate schedule. Service categories covered include mobilization, drilling and boring, well installation, well abandonment, sample collection, laboratory analysis (soil, water, air, and product), soil source removal, debris and waste disposal, petroleum storage tank removal, trenching and remedial construction, pilot testing, system operation and maintenance packages, professional engineering and geology services, personnel, and reporting. The contractor submitted detailed cost justification supporting the requested increases, which the Department reviewed and approved. All other contract terms and conditions remain in effect.
