Document Summary
This is Amendment No. 16 to Agency Term Contract No. GC774 between the Florida Department of Environmental Protection (DEP) and Southeastern Petroleum Contractors, Inc., executed on February 25, 2014. The amendment modifies the rate schedule for petroleum contamination site response action services provided in the Central Region of Florida. The amendment was signed on May 8, 2024, by Jeffrey S. Burke (President/Sr Geologist) for the contractor and Jessica Kramer (Deputy Secretary) for the DEP, with an effective Rate Change Date of June 10, 2024.
The amendment adjusts rates for 291 pay items contained in Attachment D (Rate Schedule V3.6), implementing both rate increases and decreases for new work assignments offered on or after the Rate Change Date. Rate increases range from approximately 1.10% to 5.00%, with most increases capped at the maximum allowable 5% per contract provision 11.B. Select items experienced rate decreases, including Air, Volatile Organic Compounds (EPA Method TO-17) at -6.72%, Air, Polycyclic Aromatic Hydrocarbons (EPA Method TO-13) at -25.31%, and Air, Volatile Organic Aromatics (EPA Method TO-15) at -28.09%. The contractor submitted detailed justification for the increases, which the DEP reviewed and approved. All pre-Rate Change Date work assignments and previously offered work assignments continue to apply the prior rate schedule. The new rates apply exclusively to new work assignments unless further modified by subsequent amendment.
